3 North Dakota State College of Science Policy Stage II Program Approval Practical Nursing Diploma Program Executive Summary Need: The Southeast quadrant of North Dakota continues to experience significant growth in the healthcare industry and major employers in the region (Sanford Health, Essentia Health, and Catholic Health Initiative) indicate that practical nursing is a career field that is experiencing a significant shortage of skilled workers. By 2023, 20% of PLNs are expected to retire (Lang & Moulton The Accreditation Commission for Education in Nursing (ACEN) has determined the best practice for Practical Nursing programs is to offer curriculums with no more than 40 credits. Therefore, to meet ACEN requirements for accreditation, and to meet NDSCS degree requirements, a Diploma Practical Nursing program must be developed. Program objectives: The overall objective of this program is to meet the demand for Practical Nurses in North Dakota with a particular emphasis in the Southeast quadrant of North Dakota employment market. This program would provide a formal education program for students to become eligible to test for their National Council License Exam for Practical Nurses (NCLEX-PN). Cost: The cost of developing the Diploma Practical Nursing program is expected to be moderate due to the existence of the current four-semester AAS Practical Nursing program. Development costs will primarily consist of curriculum development and marketing and promotion materials. Primary ongoing costs will consist of instructor salaries, professional development, marketing and promotion, and consumable classroom and laboratory supplies. Accreditation: The proposed program meets the credit hours recommended by ACEN. The current PN program (AAS PN) is accredited by ACEN until Developing a 40 credit diploma program is necessary to ensure the NDSCS Practical Nursing program remains accredited by ACEN. Relationship to the Institution: The Practical Nursing diploma program will be aligned with the other Allied Health programs at NDSCS with primary reporting responsibility to the Nursing Department and to the Arts, Science and Business Division. Program Delivery: This program will be delivered face-to-face in Wahpeton, Fargo and in other selected outreach communities. Some courses may be offered online or as hybrid courses. Lab and clinical experiences will be conducted at partnering health care facilities in the area. General education courses may be taken face-to-face or via online delivery. Viability: The initial enrollment for the PN diploma program is anticipated to be students with the expectation to enroll one cohort group per year. After a period of three years, enrollment is expected to be students per year. Duplication: The NDSCS PN diploma program will be the only diploma practical nursing program in a mile radius. The Dakota Nursing program offers a PN certificate program at WSC, BSC, LRSC and DCB. Practical Nursing programs are also offered by M-State in Moorhead and Fergus Falls. Relationship to the Roundtable: This proposed program supports the Cornerstones set forth by the SBHE Roundtable Recommendations, including: Economic Development Connection, Accessible System, and a Flexible and Responsive System. Overall, our ability to offer this program will allow us to better meet the employment and economic development needs of the state and region by offering a responsive program that is in high demand by our industry partners and it will be offered in a flexible environment. Program Assessment/Evaluation: Program evaluation will be conducted in accordance with NDSCS procedures for assessment and program evaluation. Once students graduate from the program, they will be eligible to test for NCLEX- PN. The NCLEX-PN first time pass rate will be used to strengthen the curriculum and provide students with entry level skills they need to be a productive member of an expanding workforce.

7 April 22, 2015 MEMORANDUM/LETTER OF SUPPORT TO NDSCS FOR THE DIPLOMA PRACTICAL NURSE PROGERAM Sanford Health located in Fargo, North Dakota, has discussed with North Dakota State College of Science (NDSCS) the intent to change from a two-year Associate of Applied Science Practical Nurse (AASPN) program, to a one-year Diploma Practical Nurse program. The need for practical nurses continues to grow in North Dakota due to an increase in population, an aging demographic, and changes in health care delivery models. Sanford Health, a provider of in-patient, ambulatory, and home health care, needs well-trained Licensed Practical Nurses to provide health care to our patients. We have discussed with NDSCS the intended curriculum and are satisfied that it will prepare students for employment as a Practical Nurse. We know that the faculty will transfer the quality and rigors from the AASPN program to the Diploma Nursing program, so that graduates successfully pass the nursing board exam and are ready for employment. The Diploma Practical Nurse program at NDSCS will prepare students to become the direct care giver for patients in many settings as well as in new, emerging roles. Therefore, Sanford Health will continue to provide clinical education experiences to students in the Diploma Practical Nursing program at NDSCS, as well as hire their graduates. This memorandum/letter only represents the intent to support and affiliate with the NDSCS Practical Nursing program and does not constitute a legal or binding agreement for contractual access.
