3 North Dakota State College of Science Policy Stage II Program Approval Associate of Applied Science (AAS) Registered Nursing Program Executive Summary Need: The Southeast quadrant of North Dakota continues to experience significant growth in the healthcare industry and major employers in the region (Sanford Health, Essentia Health, and Catholic Health Initiative) indicate that practical nursing is a career field that is experiencing a significant shortage of skilled workers. The Accreditation Commission for Education in Nursing (ACEN) has determined best practice for Associate RN programs is to offer curriculums with no more than 64 credits. The current NDSCS Associate in Science in Nursing (ASN) program requires 72 credits. Therefore, to meet ACEN requirements for accreditation, and NDSCS degree requirements, an Associate of Applied Science RN program must be developed. Program Objective: The overall objective of the AAS RN program is to meet the growing demand for registered nurses in North Dakota and surrounding areas. One of the key strategic goals of NDSCS is to meet the workforce and educational needs of North Dakota and surrounding areas. Currently, expansion of major industries that partner with the nursing programs (i.e. Sanford and Essentia Hospitals in Fargo) are in the midst of expanding and seeking nurses at all levels. Cost: The cost of developing a four-semester AAS RN program is expected to be moderate due to the existence of the current two-semester ASN program. Development costs will primarily consist of curriculum development and marketing and promotion materials. Primary ongoing costs will consist of instructor salaries, professional development, marketing and promotion, and consumable classroom and laboratory supplies. Accreditation: Application for Candidacy for the Associate Nursing RN program was granted September 10, 2015 by the Accreditation Commission for Education in Nursing (ACEN). The Candidate status is valid for two years expiring in September Relationship to the Institution: The Registered Nursing program will be aligned with the other Allied Health programs at NDSCS with primary reporting responsibility to the Nursing Department and to the Arts, Science and Business Division. Program Delivery: This program will be delivered face-to-face in Wahpeton, Fargo and in other selected outreach communities. Some courses may be offered online or as a hybrid course. Lab and clinical experiences will be conducted at partnering health care facilities in the area. General education courses may be taken face-toface or via online delivery. Articulation Opportunities: The program articulates with multiple higher educational institutions in ND and MN. Viability: The initial enrollment for the Registered Nursing program is anticipated to be students/class with the expectation of enrolling two cohort groups each year. Duplication: The Associate Registered Nursing program to be offered at NDSCS will be the only two-year standalone program offered in North Dakota not requiring a Practical Nursing degree for admission. Other Associate Degree Registered Nursing programs that require a Practical Nursing degree prior to enrollment are offered by the Dakota Nursing Program at WSC, BSC, LRSC and DCB. Relationship to the Roundtable: The proposed AAS program supports the Cornerstones set forth by the SBHE Roundtable Recommendations, including: Economic Development Connection, Accessible System, and a Flexible and Responsive System. Overall, our ability to offer this program will allow us to better meet the employment and economic development needs of the region and state by offering a responsive program that is in high demand by our industry partners. The program will be offered in a flexible environment.
