The center will be named in honor of professor emeritus Dr. Don Mugan, a long-time faculty member in technology education at VCSU. VCSU currently provides faculty development and training activities as well as certification courses for CTE through the Department of Technology. The establishment of a center will allow VCSU to participate in a variety of grant programs intended to provide further educational opportunities for career and technical education professionals. The Center will be part of the Department of Technology and will be subject to the accreditation policies of the university (CAEP and HLC). 3 Valley City State University Policy Request to Establish a New Center (Organizational Change) Executive Summary December 12, 2014 Valley City State University requests approval to establish a new center [Don Mugan Career and Technical Education Leadership Center (DMCTELC)]. This request is in accordance with the SBHE Policy and Organizational Change (request to establish a new center). Need: Career and Technical Education Administrators met in October 2013 and February 2014 to develop a strategic plan for Career and Technical Education for the State of North Dakota. The CTE Administrators identified four strategic goals: 1. CTE will develop and implement a plan to increase funding to schools that will best meet the educational and workforce needs of North Dakota. 2. CTE will, with the involvement of Key Stakeholders including DPI, Higher Education ESPB and business and industry, establish policies and procedures to encourage the development and implementation of innovative programs. 3. CTE will develop and implement a plan to market the benefits of Career and Technical Education, to meet the current and future workforce needs of North Dakota. 4. CTE will develop and implement a plan for the recruitment, retention and succession of high quality teachers and administrators to ensure program quality and continuity. Goals three and four were rated very important to CTE administrators, especially the retention and recruitment of teachers. The strategic plan also identified the need to have in place, a sequential process for training future CTE teachers and administrators. The goal of the center is to partner with the State of North Dakota Department of Career and Technical Education for the purpose of goals three and four of the strategic plan. Cost: The DMCTELC will be housed in Valley City State University s Department of Technology and will use resources of the department for its operations. The State of North Dakota Department of Career and Technical Education will provide four grants for funding: a $12,000 CTE program enhancement grant to provide marketing and travel for Trade and Industry Degrees, a $3,000 program enhancement to provide development and marketing of graduate CTE programs. A $6,000 CTE Safety Net Grant to ensure needed teacher certification courses will continue to be offered every year, and a $28,000 CTE Partnership Grant will be used for travel, support, and marketing. Accreditation: The center will be part of the Department of Technology at VCSU and will be subject to the accreditation policies of the University (CAEP and HLC). The center also provides CTE Certification courses with the approval of the North Dakota Department of Career and Technical Education. Relationship to the Institution: The DMCTELC will be housed in the Department of Technology. The center will work with the School of Education and Graduate Studies, Transition to Teaching Program and the Great Plains STEM Education Center to provide teacher certification courses, programs of studies and meaningful professional development credits. 1

4 Program Delivery: The DMCTELC plans to deliver programs three ways: Face to face at locations across North Dakota, online instruction, and interactive video network. The majority of credits offered will be online. Viability: The DMCTELC will be housed in the Department of Technology at VCSU. The department is ideally situated to partner with other academic institutions in North Dakota to devise strategies to recruit and retain quality CTE teachers and administrators. Duplication: The DMCTELC does not duplicate any programs from other institutions across North Dakota. The center does enhance the programs offered through the Department of Technology, as well as the Transition to Teaching and the Clinical Practice programs, by providing additional support. Relationship to the Roundtable: The relationship of the proposed new center with the 2000 Higher Education Roundtable recommendations: The DMCTELC is consistent with several of the recommendations and principles outlined in the 2000 Higher Education Roundtable. These include: Direct connections and contributions of the University System to the economic growth and social vitality of North Dakota North Dakota Job Services reports that North Dakota has approximately 20,000 unfilled jobs. Most of the jobs require an associate s degree or high school career and technical training. The Center s mission of recruiting and retaining career and technical education administrators and teachers provides a direct contribution to the economic development of North Dakota by continuing to provide teachers to train our students for the high demand, high quality jobs our state is seeking to fill. Educational Excellence The main mission of the Center is to support career and technical education in the State of North Dakota by providing training for new teachers in the field, as well as providing professional development opportunities to retain and keep our CTE teachers and administrators current in their professions. Flexible and Responsive Systems By forming a partnership with the State of North Dakota Department of Career and Technical Education, we are able to meet the certification needs of our teachers and administrators. In addition, the center s diverse advisory committee will provide the center direction from K-12 education, community colleges, and undergraduate and graduate study institutions. 2

5 Accessible System: A University System which is proactively accessible to all areas of North Dakota and seeks students and customers from outside the state The Center s goal is to provide instruction in the least restrictive environment for our teachers and administrators. We currently provide workshops off campus, online, and through the interactive video network. The Department of Technology has been a leader in the Association for Career and Technical Education Region V, comprised of 16 western states. This leadership will allow the center to communicate with other states on their needs for recruiting and retaining teachers and administrators. 3

Who has the authority to commit the proposed Center to financial obligation? Co-Directors of Don Mugan CTE Leadership Center, Vice President for Academic Affairs, President of the University. 6. Describe the proposed Center s Organizational structure The Center has Co-Directors who report to the Vice President for Academic Affairs. The Center is housed in the Department of Technology. The Center Co-Directors will provide overall vision, guidance, and integration of Center activities. The Center will work with the assistance of an advisory committee. The Center advisory committee will provide guidance and evaluation of the Center s work. The Center will report at least annually the activities and results to the North Dakota Department of Career and Technical Education. The Department of Career and Technical Education will evaluate the Center s activities and make recommendations for the Center. 7. Will there be an advisory committee? If so, list areas of representation The Center will have an advisory committee composed of members from career and technical education across the state. The representatives will be one member from North Dakota Department of Career and Technical Education, one member from Valley City State University, two members from North Dakota secondary education, two members from North Dakota community colleges, and two members from North Dakota teacher preparation programs. Mission: VCSU has been a partner in the preparation of CTE teachers for both secondary and postsecondary education for over 20 years. The Mission is to recruit and retain high quality teachers and administrators in Career and Technical Education in the State of North Dakota. Goals: Create awareness of CTE administration certification requirements with Education Leadership Master Degree programs in the State of North Dakota. Assist CTE Teachers and Administrators by providing guidance to new teachers and administrators on obtaining CTE Certification in the State of North Dakota Assist CTE Teachers and Administrators by providing guidance on renewing their CTE Certification in the State of North Dakota. Objectives: Collaborate with teacher training programs in the state of North Dakota to create awareness of CTE programs and to provide guidance in teaching distance learning methods and practices. Develop a continuing education program to provide meaningful professional development to CTE teachers and administrators. Assist Clinical Practice, Transition to Teaching and ESPB mentorship programs in, reviewing content, enrolling teachers, finding mentors and providing university supervision. 9. Does establishment of the Center duplicate or enhance any existing campus programs? The Center will not duplicate any programs at VCSU. The Center will be part of the Department of Technology and will enhance the Career and Technical Education Degree Program. The Center will enhance the knowledge of students in elementary and secondary education programs by providing knowledge and background to CTE subjects and distance education teaching methods. The Center will also enhance the Masters of Education programs by providing knowledge of opportunities in CTE Administration. 2

8 10. Identify and explain relationships to other institutions, agencies, and/or academic departments. Relationships to other academic departments: The Center will be housed in the Department of Technology and faculty and staff from the department will work with the Center. The department chair of the Department of Technology and the CTE Coordinator for the Department of Technology will serve as co-chairs. The Center will have a working relationship with The School of Education and Graduate Studies to assist in mentorship programs, professional development, awareness lectures and degree programs. Relationships to other institutions and agencies: The Center will partner with North Dakota Department of Career and Technical Education. The director for North Dakota CTE will serve on the advisory committee. The Center will establish contacts with the Education Programs at NDSU, UND, VCSU, Mayville State University, Dickinson State University, Minot State University, University of Jamestown, University of Mary, and Trinity Bible College. Two positions on the Advisory Committee will be representatives from these NDUS institutions. The Center will establish contacts, help recruit, and place students from the CTE Teacher Preparation programs at NDSU, DSU, MiSU, and VCSU. The Center will work with the Master s Degree Programs at NDSU, UND, VCSU, MiSU and University of Mary to promote a CTE Administrator Option. The Center will work with the North Dakota Career and Technical Education office to provide assistance in advising for CTE Certifications, professional development, and mentorship programs. The Center will work with the community colleges and CTE directors in North Dakota in recruiting and mentoring new teachers, advising for CTE certifications and/or degrees, and providing information related to careers in teaching CTE subjects. The Center will work with the Educational Standards and Practices Board and the Clinical Practice/Transition to Teaching mentor programs to enroll and educate teachers/administrators about their opportunities. 11. Identify and explain the relationships to state or federal programs. North Dakota Career and Technical Education Administrators through strategic planning have identified recruiting and retaining CTE teachers and administrators as a high priority. The Center will work with the State of North Dakota Department of Career and Technical Education and the Center will receive funding from the North Dakota Department for CTE. 3

9 The Center will assist in promoting the United States Department of Defense Troops to Teachers program. The Center has been in contact with and is learning the program to help transition active duty military into teaching professions. 12. Provide an assessment of the potential value to the campus and to the community. The Center will recruit students for CTE programs across the state and will track CTE programs to identify growth opportunities. The Center will write grants to assist trade and industry professionals to transition into the teaching and administration fields. Professional Development teaching opportunities for existing teacher education faculty. Expansion of the online degree program to other states for increased enrollment. 13. How will the effectiveness of the Center (in terms of costs, stated objectives and benefits to clientele and the university) be evaluated? The Center will be evaluated each year in three ways: The advisory committee will evaluate the program of work twice a year to ensure we are on track in meeting goals and objectives. Regular meetings with VCSU s Vice President for Academic Affairs will provide assessment on meeting the needs of the university. Annual reports to ND CTE will provide assessment to ensure we are meeting the needs of the state. 14. What level of funding will be required (both immediate and future)? Will the Center use appropriated (hard) monies and/or grants and contracts (soft monies)? Provide actual dollars. The Center will use the current funding provided to the Department of Technology and the CTE degree program for initial funding (1 2 years). The Center plans to seek further grant funding to support Center activities. Hard dollars: to provide three full time faculty salary and benefits. Fund ¾ administrative assistant position. Office space and supplies. Travel ¼ time. Soft Monies: $12,000 CTE Program Enhancement grant for CTE to be used for travel, marketing, student assistant. $6,000 CTE Safety Net Grant to be used for filling class enrollment. $3000 Tech Ed Master s Program Enhancement Grant to be used for marketing master degree CTE courses. 4

10 $28,000 CTE Partnership Grant to be used for travel, ¼ administrative assistant, marketing, and office support. 15. What the space requirements for the proposed Center? How will they be met? The Center requires offices for faculty, administrative assistant and student assistants. Department of Technology already has the office space and the Center will become part of that office. The Center will use classroom space and IVN rooms for professional development workshops and meetings. 16. What are the equipment requirements for the proposed Center? How will they be met? Technology needs of the Center are faculty laptops, IVN access, network access and printing. VCSU will continue to provide these technologies for the department/center. 17. How many clients will be served by the Center? North Dakota has approximately 750 CTE teachers and approximately 30 CTE administrators. According to the National ACTE National Universe brochure (2014) the regional area employs CTE teachers as follows: Minnesota: 2530 Montana: 840 South Dakota: 730 Wyoming: 450 The region has very few CTE teacher training programs in technology, trade, industry and health service areas. University of Wisconsin Stout, Ball State University, Utah State University, Portland State University, Pittsburg State University in Kansas, and Penn State University are currently training in CTE trade, industry and health service areas. 5
