2 13.1 INTRODUCTION The University's Information Technology Services (ITS) designs and manages all University telecommunications (including voice, data and video communications). In particular the Communication Services section of ITS is responsible for all aspects of the Data and legacy Voice networks. All projects that include new Telecommunication Cabling installations must have a Communication Services Network Engineer assigned to it. The Network Engineer must approve any cabling designs and network switch model selections to ensure it is consistent with the overall Network Architecture. The Network Engineer will inspect new installations for defects prior to hand-over. The University deploys a Cisco IP Telephony system integrated with the Data network. Any planning around Telephones will need to be integrated with planning for data network. A copy of the tender specification, schematic and/or floor plan shall be submitted to the assigned ITS Network Engineer for approval prior to the issuing of documents for tender. A complete data and voice communications network integrated into the University s infrastructure is to be allowed for by the Consultants in the overall budget. The Consultant shall be responsible for: Incorporating a network that meets the University s requirements and is endorsed by the ITS assigned Network Engineer as being operable and compatible with the University s general telecommunications infrastructure; Documenting the design to the University Standards for the Installation of Telecommunication Networks. The current version is available on the Web at Any cabling installation that does not comply with this Standard shall not be connected to the University network infrastructure; Including in the project budget all costs necessary to have the designed Telecommunications systems operating on occupation by the Users. e.g. IP Telephony handsets, programming of the IP Telephony Call Manager, provision of new extension numbers, racks/cabinets, Cisco switches, F/UTP and fibre cabling, etc; Ensure that the Trade Contractor(s) complies with the University Standards for the Installation of Telecommunications Networks; Ensure that the ITS assigned Network Engineer inspects and approves the network(s) for operational use at the completion of the pre-commissioning tests. 3 13.2 INFRASTRUCTURE FOR VOICE AND DATA NETWORKS Building Communications Room The Consultant shall be responsible for the provision of a separate main communications room for each building. The minimum requirements for such a room should be NaTH-2 as defined in the University Computer and Network Accommodation Strategy ( CANAS ) Standards for NaTH Sites design standard. The latest version of this document can be found at Where possible the communications room shall be located on the ground floor and shall be accessible to authorised ITS staff only. The communications room shall house the telephone MDF, fibre optic termination point, data network communications equipment and the like. A typical room shall be sized to meet the known requirements of specific equipment. Recommended room dimensions are outlined in the CANAS Standards for NaTH Sites document. It shall not house any departmental infrastructure or mechanical plant. The installation of a dedicated electrical switchboard shall be discussed. All GPO's shall be specified as separate dedicated circuits. At least two captive 32Amp GPO s shall be installed. Dedicated cable trays shall radiate out from the communications room to access all sections of the building to allow for future additions. The width of the cable trays shall be agreed in consultation with the ITS assigned Network Engineer but, in any case, shall not be less than 150mm. The Consultant shall specify the installation of a suitable Uninterruptible Power Supply Unit (UPS) to protect critical computer equipment (e.g. CISCO switches, optical fibre repeaters, etc.). The UPS shall be rated to provide service for at least 15 minutes at 6kW power consumption. It shall also have SNMP alarm capability for remote monitoring Floor Communications Rooms The Consultant shall be responsible for the provision of separate communications room for each floor of the building. Where maximum F/UTP cable lengths allow multiple floors can be served by one Floor communications room. The minimum requirements for such a room should be NaTH-3 as defined in the CANAS Standards for NaTH Sites. The minimum room dimensions are dependent on the number of racks to be installed. Guidelines for this size can also be found in the CANAS Standards for NaTH Sites design. The floor communications room shall be dedicated to communications cabling and equipment only. Each floor communications room shall be located in a secure section of the building and shall be accessible to authorised ITS staff only Data NetWorkS User Requirements and Design The Communications Consultant in conjunction with the Architect is to ascertain the computer requirements of the Users to cover: The number and location of computer points; Network switches; Patch leads and patch panels; Fly leads; Design Standards page 3 of 5
4 Whether existing data cables or part of the network requires upgrading; Any required fibre optic cabling; Any necessary upgrade of the existing computer equipment is to be confirmed with Project Co-ordinator Technical Requirements The Communications Consultant in conjunction with the Architect is to ascertain from ITS what existing equipment will be deployed. The University will only accept cabling and systems from the following approved manufacturers. Panduit International Ltd (Panduit) for Copper cabling; AFC Group Pty Ltd (AFC) for Fibre cabling. All Integrated Structured Cabling shall be carried out by a Panduit for Copper and AFC for Fibre Certified Installer. All new and additional building integrated data cabling installations shall be made using Category 6A Foil Shielded Unshielded Twisted Pair (F/UTP) cable Design Documents. The design of the data network is to be done on a separate drawing to the electrical installation. All documentation is to be submitted to the ITS assigned Network Engineer for approval at the preliminary budget stage and prior to tendering the works Telephone Systems The University deploys a Cisco IP Telephony system as its main telephony delivery mechanism. There are cases where certain telephony services will not be connected to the IP Telephony system. Such cases would for example include any existing direct exchange lines or lift phones. For these cases adequate copper cabling from the end device to the Campus MDF needs to be included in the project budget User Requirements and Design The Communications Consultant, in conjunction with the Architect, is to audit the existing telephone installation and determine from the Users their new requirements: Types of IP Telephony handsets and locations; Quantities of new and re-used handsets; Number of new extensions; Fax machine points; Whether telephony cabling in the building have to be upgraded. The Consultants are to prepare marked-up drawings in consultation with the Users. The design of the telephone installation is to be done on a separate drawing to the electrical installation and all documentation is to be submitted to the assigned ITS Network Engineer for approval at the preliminary budget stage and prior to tendering the works. Analogue telephony services such as fax machines may be connected to either an IPTEL Analogue Gateway port extension or to a Direct Exchange Line (DXL). Design Standards page 4 of 5
5 Budgets The consultant shall allow in the budget for: The current cost of each IP Telephony handset; The cost of providing fax machine extensions; Programming of extensions; All analogue cable requirements between the installation and the Campus MDF Telephone Handsets The Consultant shall approach ITS, through the project Co-ordinator, for the current cost of each item and make allowance for the purchase of handsets and the programming of new extensions in the project budget as a Prime Cost item. Supported handset models and the current cost of each can be found at: The Project Co-ordinator is to order all IP Telephony handsets from ITS. Handsets may be purchased through the ITS - Services Desk + (61 3) or ithelp@unimelb.edu.au or PRE-COMMISSIONING TESTS Data Network. The consultant shall ensure that: The cabling contractor has provided all detailed test results of F/UTP and fibre-optic cabling where applicable; The cabling contractor has provided documentation of the outlet positions and their label; Information Technology Services has inspected and approved the network for commissioning and activation Telephone System The consultant shall ensure that: The contractor has provided a MDF and/or IDF jumpering and cabling record where applicable; Budgets Information Technology Services has inspected and approved the system for commissioning and connection. The consultant shall allow in the budget for: All the above; Testing and commissioning of the system. Design Standards page 5 of 5
