The organizational structure includes eight directors, a 175 FTE professional staff, and a $22 million operating budget. Since 2000, Library and Technology Services (LTS) at Lehigh University has grown and developed to be nationally recognized as a model for successfully integrating library services and campus-wide technology support for enhanced delivery of teaching and learning resources. Major library and technology initiatives which have been undertaken under my direction at Lehigh University include:
2 Expanded organizational structure to include faculty development, enterprise systems, and distance education. Developed and published three long range plans entitled: "A Strategic Plan for Library and Technology Services, " and "A Strategic Plan for Library & Technology Services, ". "A Strategic Plan for Library and Technology Services " is currently under development. Completed development of $31 million "Lehigh University Network Infrastructure Plan, ". Co-principal investigator in 2009 NSF Academic Research Grant proposal of $1.8 million to provide gigabit network access to high priority research areas of bio-life sciences and chemical engineering. Participated in 2009 NSF/IGERT proposal development between Lehigh University and the Mayo Clinic in Rochester, Minnesota for leveraging advanced networking and distance education to support graduate student training experiences in engineering and orthopedic surgery study at both institutions. Founding member in the development of 2009 Pennsylvania NTIA/BTOP grant of $120 million to develop the state-wide 10 gigabit network known as the Pennsylvania Research and Education Network (PennREN), along with the University of Pittsburgh, Carnegie Mellon University, Penn State University, University of Pennsylvania, Bucknell, Drexel, and the Pennsylvania State System of Higher Education. Founding member of the Mellon Foundation OLE open source software project to develop the next generation integrated library system and architecture for future Web 3.0 library systems development. This $5.2 million open source software project is a 50/50 development split with the Mellon Foundation and nine partner institutions including University of Indiana, University of Chicago, Lehigh, University of Pennsylvania, Duke, University of Florida, University of Maryland, North Carolina State University, and the University of Michigan. Facilitated and built the Technology Resource Learning Center within the science and technology library to enhance faculty and student access to new technologies and multimedia learning resources. Developed and implemented a $2.8 million plan ( ) for expanding and enhancing campus "last mile" gigabit networking and electronic classroom development including high-end multimedia capacity in 85% of all teaching classrooms. Facilitated the development for the first campus high performance computing (HPC) cluster and computer grid for research. Lehigh s current high performance grid includes 1,000+ processing cores. A related development was the facilitation of a HPC Steering Committee to oversee the development of numeric intensive computing at Lehigh. Two of the HPC clusters have been external private donation and two have been NSF grants. Bruce M. Taggart Page 2
3 Developed and implemented co-location facility in central Computer Center to support campus-wide centralization of high performance computing clusters and decentralized high security need servers (HIPPA, FERPA, et al). Developed and implemented multi-year life cycle methodology for all general access student computing labs, e-classrooms, enterprise systems, portal, library automation, and central servers. Developed national recognized integrated teaching, research, and learning organizational model targeted at supporting innovation in teaching and learning. This virtual campus learning lab was named the Lehigh Lab. Lead seven year planning and architectural development process to renovate and transform the historic 1870 Linderman Library into a 21 st century library, teaching, and learning space. Process included concept design, program planning, final design, and architect selection. The final $20 million plans included restoration of grand reading room and transforming all other spaces into new areas for teaching, research, special collections access, collaborative learning, and socialization. The new Linderman Library opened in March, 2007 to rave reviews from students, faculty, alumni, and trustees. Worked with Office of Development in raising $10 million for Linderman Library renovation as part of $500 million Lehigh capital campaign. Developed first LTS development plan for cultivating endowment support for library leadership positions, special collections, library materials and faculty development. Expanded both print and electronic holdings in science, technology, and the humanities as part of the long term faculty supported collection management strategy. Initiated development of formal Digital Library Development support team and reallocated the budget for two new positions. The Digital Library Support Team has developed ten major faculty directed digital library programs putting selected special collections online for teaching and learning in engineering, physics, philosophy, and English. Two of these projects have been externally grant funded. One of the first universities in the country to implement SFX citation/link resolver for desktop delivery of various e-journal materials. Developed and implemented campus-wide portal system for integrated single sign-on to administrative information systems, the course management system, and the online library system. Implemented MyLibrary portal, one of the first in the country at the time, which provided personalized desktop delivery of academic journals to students and faculty based on academic fields of interest. Developed special library programs and performances to bring various areas of library visibility and highlight the collections (music, art and architecture, English, theatre, etc.). Bruce M. 4 Negotiated several "best pricing" contracts with technology (IBM, Sun, Oracle, SunGard) and library materials (Elsevier, Wiley) providers to limit inflationary challenges to operating budget. Executive Director, Office of Information Technologies June 1994 June 2000 Portland State University, Portland Oregon Responsible for the overall planning, management, and direction of campus academic and administrative computing, networking, telecommunications, television services and distance learning resources, classroom technology support, and faculty/staff technology development and training. The organizational structure included five associate directors, a $7.5 million operating budget, and a total staff of 75 FTE. The following section highlights the initiatives undertaken during my direction at PSU to integrate various information technologies into the instructional, research, and public service mission of the university, including: Reorganized six separate technology areas (i.e. computer center, telecommunications, instruction and research computing, administrative computing, audio/visual services, and television services) into a single integrated Office of Information Technologies (OIT). Provided all students during my first six months as CIO with Internet access privileges for the first time in PSU s history. Developed the first PC lab in the Millar Library for expanding general student access to technology. Created first OIT Student Technology Advisory Committee for input on various technology issues. Created several new faculty technology seminars for faculty development. Worked with faculty in creating Teaching & Learning with Technology Roundtable Discussions. Coordinated expanded capacity and hours in the Millar Library lab for physically challenged students. Implemented several new PC labs and electronic classrooms for new campus curriculum initiatives. Developed a policy on acceptable uses of university technology resources. Advocated all technical staff attend professional development training seminars. Established a self-directed work team in the OIT instruction and research services area. Worked with faculty to develop grant proposals for the National Telecommunication & Information Administration (NTIA) and the Telecommunications & Information Infrastructure Assistance Program (TIIAP). 5 Facilitated and cultivated several relationships with regional high tech companies concerning possible grants and donations of hardware and software (US West, Intel, InFocus, Sequent, Apple, SGI). Chaired team of leading faculty and administrators developing a campus-wide strategic technology plan and financial implementation strategy ( ). Developed state-of-the-art gigabit campus instruction and research network. Opened state-of-the-art 300 seat multimedia classroom including three 9x12 ft rear projection systems. Worked on and supported PSU PEW, Kellogg, and FIPSE grant activities which resulted in $1,500,000 in awards for undergraduate curriculum reforms, teaching assessment, and the use of technology. Proposed and designed the concept of constructing a new $25 million "Campus Technology Commons" to create a multi-discipline, collaborative, technology/library connected building for teaching and learning. Served on executive planning committee which developed the conceptual framework for and later implemented the Portland Research & Education Network (PREN) and gigapop along with Oregon Health Sciences University and the University of Washington. Associate Director of Planning & Administration January 1983 June 1994 University Computer Center, University of Connecticut Responsibilities included budget (approximately $12,000,000), long-range planning, grant proposal development, external fund raising, and the management for University computer systems, capital project and facilities planning. Each of these functional areas included a high level of interaction with the president's office, provost's office, all deans, and the Department of Higher Education. The University Computer Center received approximately $5,000,000 over five years in capital funding as a result of the capital project planning process for which I had direct responsibility. The proposed FY 92/93 capital budget request for seventeen new Computer Center projects, including design and construction funding for a new multidiscipline technology center, exceeded $50,000,000. Educational Specialist January 1981 January 1983 University Computer Center, University of Connecticut Responsibilities included a wide range of educational planning and teaching activities. This included the design, development, and instruction of computer courses relating to management information systems, statistical packages, and general programming languages. This position included extensive writing responsibilities related to developing end-user policies and procedures on the use of various University computer resources. Bruce M. Taggart Page 5
6 Independent Research Study June 1980 December 1980 Capitol Region Council of Governments Provided technical computer programming assistance in the State of Connecticut for the study on the fiscal impact of taxation on the economic growth of municipal government. This included working with staff members of State and local government agencies and the Connecticut General Assembly in developing statistical programs and related management reports using SPSS and SAS. Board Appointments Pennsylvania Research & Education Network (PennREN) (2009 Present) Founding members include Lehigh, University of Pennsylvania, Carnegie Mellon University, University of Pittsburgh, Penn State University, Bucknell, and the Pennsylvania State College System. Kuali Open Library Environment (OLE) (2009 Present) Lehigh is a founding member of the $5.2 million Open Library Environment initiative with $2.6 million in grant funding from the Mellon Foundation. Co-founders include the University of Indiana, University of Chicago, Lehigh, Duke University, University of Florida, University of Maryland, North Carolina State University, University of Pennsylvania, and University of Michigan. Educause Seminars on Academic Computing (SAC) Board ( ) Board member and Chair of Summer 2006 Aspen/Snowmass New Directors Seminars on Leadership Northwest Academic Computing Consortium ( ) Appointed by Portland State University President to represent the institution at the Pacific Northwest regional academic computing consortia which included University of Washington, Washington State University, Reed College, Whitman College, Oregon State University, Oregon Health Sciences University, University of Oregon, Montana University System, and University System of Idaho. NorthWestNet ( ) - Elected in the summer 1995 to NorthWestNet Board of Directors. NorthWestNet was one of the largest Internet providers in the Pacific Northwest started by the Northwest Academic Computing Consortium in the late 1980 s. 7 Lehigh High Performance Computing (HPC) Committee ( ) Created and chaired the first Lehigh committee charged with developing and building a sustainable HPC infrastructure to support scientific research. Since 2006 the HPC Committee has been chaired by a committee elected lead research faculty member. Lehigh University Dean of Admissions and Financial Aid Search Committee, Chair (2007) Lead group of key Lehigh faculty, researchers, and staff in recruiting and hiring one of the University s mission critical Dean positions. Lehigh University Accreditation Steering Committee ( ) - Served as one of eight members of Lehigh s ten year reaccredidation planning committee. Co-chairing Special Topics subcommittee on student centered learning with technology. Patriot League Policy Committee (2005-Present) - Appointed by Lehigh President to a three year rollover term charged with reviewing and maintaining the high academic standards and competitiveness of all member institutions. EDUCAUSE Professional Development Committee ( ) - Advised and planned national professional development seminars for EDUCAUSE members. SunGard/SCT Pillar Group ( ) - Serve in an advisory and consulting capacity to SunGard/SCT s executive management on current products and future new software development initiatives. Lehigh Valley Economic Development Committee ( ) - Serve on subcommittee on High Technology and Regional Economic Development. Oregon Telecommunication Forum Council ( ) Appointed to Governor s Lifelong Learning and Education subcommittee tasked with developing state-wide recommendations for expanding access to lifelong education and training so that Oregon s citizens and workforce can function in the emerging information society. EDUCOM 95 Executive Committee member for host site planning with Reed College for EDUCOM s national conference held in Portland, Oregon, November University Senate (PSU/UCONN) May 1995 elected to Portland State University Faculty Senate; April 1991 elected to serve a three year term the UConn senate. Nominated and elected as Chairperson of UConn Senate Budget Committee for FY 93/94. UConn President's Affirmative Action Advisory Committee Appointed in October 1988 and reappointed in September 1991 to a three year term on UConn executive committee charged with advising the University President on issues relating to campus multi-culturism and Affirmative Action. UConn Provost's Committee on University Computing Served as member of UConn academic and administrative committee which advises the Provost's Office on key technology issues, problems, and trends facing the University. 8 UConn Telecommunications System Planning Committee Responsibilities included working on University committee charged with preliminary planning, data gathering, and RFP development for the installation of a new University-wide voice/data telecommunications system; approximate project cost including inside and outside fiber optic cable plant estimated at $13,000,000. System selected was an AT&T, 5ESS, 10,000 line voice/data PBX. Connecticut Higher Education Long-Range Computer Planning Committee Served as standing member on Connecticut state-wide higher education committee which developed standard guidelines and planning methodology for long-range computer planning process as required by state statute (Public Act ).
