2 THE PREMIER FLOOD CONFERENCE The Association of State Floodplain Managers will convene the world s largest and most comprehensive floodplain management conference our 38th annual gathering the of week June 1 6, 2014, in Seattle, Washington. We invite you to share your experiences with local, state, and federal officials, industry leaders, consultants, and other interested parties by giving a presentation relevant to our theme, Making Room for Floods and Fish. Our theme for 2014 is a nod to our goals of habitat restoration and preservation as well as the tenets of multi-objective management. With over 71 families of fishes found in the waterways feeding into Puget Sound, including the distinctive steelhead salmon, Seattle is the perfect location to highlight our efforts to Make Room for Floods and Fish. The Pacific Northwest, and Washington State in particular, owes much of its current topography to post-glacial flooding.the most recent of the region s four major glaciations, receded 11,000 years ago, leaving behind vast quantities of impounded water in what was then known as Lake Missoula.As the natural dams periodically gave way, the unboud waters of Lake Missoula coursed out through the Spokane area and across much of the Columbia Basin as the greatest flood ever recorded. Carving the deep coulees of the channeled scablands across the Columbia Plateau, these waters converged in what is now Walulla Gap with a flow greater than all of the combined rivers of the world. Today, with its 200 miles of waterfront, flooding is a natural concern in Seattle which is surrounded on two sides by water and is divided by a river and a canal.interestingly, these major features don t pose the city s major flooding problems; instead, it is several creeks inside the city and a couple of rivers outside the city that provide the greatest challenges.major flooding events in Seattle often accompany winter storms that cause landslides and wind damage which tend to eclipse damage from flooding.however, flooding is still the most frequent natural hazard in Western Washington and Seattle can be affected when the Puget Sound Lowlands flood, disrupting regional and local transportation infrastructure and public utilities. More than 250 of the industry s experts will conduct plenary and concurrent sessions and share the state-of-the-art in techniques, programs, and resources to accomplish flood mitigation, watershed management, and other community goals. A three-day comprehensive exposition features the materials, equipment, accessories, and services vital to get the job done. Supplementary technical field tours and training workshops provide in-depth training. Numerous networking activities offer additional opportunities to learn from each other. 3 CALL FOR PRESENTERS This Call for Presenters seeks a broad range of professionals to address the many issues and problems associated with managing flood risk, making communities more sustainable, and protecting floodplain and fragile natural resources. ASFPM is seeking both Concurrent Session and Workshop submissions for our 2014 National Conference. This conference will examine the challenges facing the nation as flood loss reduction experts share ideas and learn from one another. We seek papers that focus on the following general tracks: 1. Showcase Sessions (only available to conference sponsors and ASFPM committees) 2. Water Resource Management 3. National Flood Insurance Program (NFIP) 4. Flood Loss Mitigation 5. Levees, Dams, and Barriers 6. Education and Outreach 7. Modeling (Riverine and Coastal) 8. Floodplain Mapping ASFPM uses one form to submit presentations for both concurrent session abstracts and for workshops. A preview of the form is available on the conference web page at Only online submissions using this form will be considered. Workshop submissions are different than Concurrent Session submissions and each require specific information: Concurrent Session presentations are minutes in length and fit within the standard conference agenda. Concurrent session attendance is included with conference registration. When submitting your presentation for consideration in the 2014 program, please check the box on the Submittal Form for the appropriate track. If selected, every effort will be made to place your paper in your desired track; however, all placements are at the sole discretion of the Program Chair. Workshops are 1-4 hour long courses which include a syllabus, course objectives, and exercises. Workshops should be targeted at offering continuing education for floodplain management professionals. Workshop attendees pay a fee in addition to their conference registration to attend.
4 CONCURRENT SESSIONS Everyone wishing to make a presentation must submit an abstract describing the material to be presented and its relevance to the conference theme and/or major issues, along with your brief biography and contact information. Presentations are selected at the discretion of the Program Team and are grouped by threes into 1½ hour time slots, allowing each speaker 25 minutes, with time for questions at the end. Certified Floodplain Managers will receive priority placement in the program. Individuals or companies submitting more than one abstract should list them in order of preference, as they may not all be accepted. Speakers are permitted to provide presentation-related handout materials to participants at their own cost. All selected presenters must plan to register and attend the full conference. All program-related communication will be done through the person listed as the Lead Presenter in the submittal. In the submittal, there is space to submit the names of up to two additional presenters used in the work that is the subject of the presentation. However, direct correspondence for the program will only take place with the Lead Presenter. Additional presenters may be listed in the program distributed for the conference. The Lead Presenter for each abstract will be notified by January, 2014, of acceptance of his/her presentation for the program. 5 WORKSHOPS Everyone wishing to present a workshop must submit a workshop description, syllabus (including objectives, covered topics, agenda, and course outline) along with your brief biography and contact information. Presentations are selected at the discretion of the Workshop Team and are grouped into 1, 2, and 4 hour time slots. A limited number of training workshops are conducted outside of the 4-day conference program. Not all submissions will be accepted. Preference will be given to workshops on new topics that fit into the overall theme of the conference, and which provide local floodplain administrators tools they can take home and implement. Speakers are permitted to provide handout materials to participants at their own cost. All selected workshop instructors must plan to register and attend the full conference. All workshop-related communication will be done through the person listed as the Point of Contact (POC) or Lead Instructor if no POC is indicated in the workshop submittal. In the workshop submittal, there is space to submit the name of one additional presenter for the workshop. However, direct correspondence for the program will only take place with the workshop POC. Additional presenters will be listed in the program distributed for the conference. Instructors are limited to one instructor per workshop hour. The workshop POC will be notified by January, 2014, whether their workshop has been selected. The CFM exam will be offered twice during the conference week, on Monday and Friday. Advance registration is required in order to sit for the exam. 7 LOCATION AND VENUE THE LOCATION Our 2014 conference attendees will gather the 1st week of June at the Washington State Convention Center right in the heart of downtown Seattle, just steps from a myriad of dining and nightlife options. Seattle is two cities in one. It s a world-class metropolis set within wild, beautiful natural surroundings, offering the best of urban lifestyle while embracing the rugged outdoors. Seattle is clean, green, and vibrant: a city for all seasons - all in a safe, walkable downtown. Many of Seattle s top visitor attractions are within mere blocks of the Washington State Convention Center, including the Space Needle, Pike Place Market, Pioneer Square, Seattle Art Museum, Seattle Symphony, water tours, ferries, world-class restaurants, and repertory and musical theaters. Three national parks lie within a two-hour drive of Seattle and the city is a gateway to the San Juan Islands, Olympic Peninsula, Washington Wine Country and British Columbia. THE CONFERENCE HOTEL ASFPM has contracted at the Sheraton Seattle, right next door to the Washington State Convention Center. Our entire hotel block will be available at the prevailing federal per diem rate of $152. Both government and non-government conference participants will enjoy this low rate.
