1 Vacant Position Administrative, Finance, and Management Service 1 Grade 28 PhP 67, plus allowances allowed by existing laws, rules and regulations 3. Post Graduate degree and training in relevant The Director will lead the Administrative, Finance, and Management Service which is tasked to: 1. Provide advice to the Office of the Executive Director on administrative, financial and asset management matters; 2. Develop and implement management policies, systems and processes to ensure economical and efficient delivery of support service to all ICT Office units; and, 3. Serve as the model ICT-enabled finance and administrative service in government.

2 National ICT Governance Service Grade 28 PhP 67, plus allowances allowed by existing laws, rules and regulations 3. Post Graduate degree and training in relevant The Director will lead the National ICT Governance Service which is tasked to: 1. Lead and manage the development, adoption, implementation, monitoring and evaluation of all national plans, policies and standards in Philippine ICT (and Internet) Governance; 2. Ensure that national ICT plans, policies and standards are aligned with national development thrusts, international commitments, and the overall national interest; 3. Design and develop policies and action plans that maintain the integrity of the country s critical ICT and Internet resources, and further trust in the information society, 4. Ensure that national plans, policies, and standards are developed through the constructive engagement with all concerned stakeholders; 5. Engage in necessary international activities in furtherance of national ICT policy development work; 6. Engage and commission private sector and civil society entities in specific areas of planning, policy and standards development activities; 7. Provide strategic technical support to national-level government entities (e.g. NGAs, legally mandated special commissions), inter-agency bodies (e.g., Cabinet Clusters, Inter-Agency Councils/Committees, legislative TWGs, etc.), and ICT-related multi-stakeholder bodies (e.g., CAC, and other councils that maybe created by law) in the area of strategic ICT frameworks and interventions.

3 National ICT Competency Management Service Grade 28 PhP 67, plus allowances allowed by existing laws, rules and regulations 3. Post Graduate degree and training in relevant The Director will lead the National ICT Competency Management Service which is tasked to: 1. Foster collaborative efforts to ensure ICT capabilities and capacities across all sectors of Philippine society through both formal and informal learning methods; 2. Manage the provision of training courses in ICT related to enhance the competitiveness of the country s human resource, both for the government and ICT & ICT-enabled industries, consistent with local and international standards; 3. Build the capacities of public sector institutions and their personnel in the use of ICT to improve planning, management, delivery of mission critical functions and monitoring and evaluation through both public and private sector partnerships and collaborations; and, 4. Manage the identification of government personnel qualification and other standards essential to the integrated and effective development, and operation of government ICT services and infrastructure.

Post Graduate degree and training in relevant The Director will lead the Systems and Infrastructure Development Service which is tasked to: 1. Manage the provision of ICT related development services required by government to fully leverage ICT for public service, improve national competitiveness and socio-economic development; and, 2. Ensure an optimal mix of utilizing in-house and external resources to secure the needed capacity and capabilities. The Director shall ensure the delivery of ICT Office programs and services, and shall specifically, among others: a. Oversee the provision of consulting and technical services, including project management services to other government agencies b. Lead the development of ICT project concept papers/proposals/plans and Terms of Reference c. Supervise a group of IT development project managers to support government agencies as well as ICTO in the review and implementation of new, ongoing, and existing ICT related projects d. Supervise egovernment Fund funded programs/projects with ICT systems and infrastructure components. e. Lead the provisioning of ICT application and infrastructure development services for all national government agencies and local

5 government agencies when requested f. Oversee the development and maintenance of the code for core application services of government, including but not limited to the secure government system, the PKI, the single sign-on system, among others. g. Lead the development and maintenance of the code for core database services and standard frontline applications of government h. Oversee the provision of assistance to government agencies in the conduct of performance reviews of government infrastructure and applications. i. Lead efforts to identify and manage the development of critical and/or strategic R&D programs and projects.

6 Systems and Infrastructure Management Service Grade 28 PhP 67, plus allowances allowed by existing laws, rules and regulations 3. Post Graduate degree and training in relevant The Director will lead the Systems and Infrastructure Management Service which is tasked to: 1. Manage the nationwide provisioning of ICT infrastructure and services interventions in close collaborations with the private sector and civil society, and ensure the interventions adhere to their designed lifetimes; 2. Manage and administer government infrastructure, both PPP and non- PPP, to achieve their objectives; and, 3. Assist in the collection of ICT related data for the ICTO s monitoring and oversight activities. The Director shall ensure the delivery of ICT Office programs and services, and shall specifically: a. Oversee the management of key government IT infrastructures including but not limited to Community e-centers, IT Parks/Technology Business Incubators (TBIs), Broadband Service Interventions, Mobile Service Interventions; b. Review and endorse for approval of the Executive Director all ICT Office public-private partnership programs (PPPs); c. Oversee the organization of systems, procedures, standards, and competencies to enable:

7 Licensing and contract review services for government ICT projects; Periodic review of active government ICT-related license and service-level agreements; d. Oversee the management and operations of national and critical government application and data services ; e. Oversee the management and operations of strategic and critical government ICT infrastructure including but not limited to Government IDC (G-Cloud), Government Network Resources, Government Network, Government Super Wi-Fi, Call Center ng Bayan; and f. Oversee the organization of systems, procedures, standards, of the National Cybersecurity Center and the Government Computer Emergency Readiness Team.

Post Graduate degree and training in relevant The Director II will lead the Field Operations Office which is tasked to: 1. Manage the commissioning of policies and programs set by the central office; 2. Manage the strategic and critical government ICT infrastructure at the regional level; and, 3. Assist in the formulation of national/regional policies, ICT program/project plans in collaboration with local ICT councils and other stakeholders. Provide basic administration & finance services to the field office and their provincial field teams.
