Since its inception in the early 1970 s, the Association and its Board of Directors have worked diligently over the years to bring together providers from all auspices into one large, effective, caring community. Although individual providers are unique in their operations and service delivery, by working together, the members, Board, and staff have all embraced the Power of Association. Conference Speakers Highlights Robert Anders, Managing Director RBC Centura Capital Markets Group with numerous years experience in financing, Mr. Anders will share his thoughts and comments on the current environment for home care agencies planning to grow and expand. Ron Barrera, B.B.A. Accounting, Simione Consulting, LLC - Simione Consultants, LLC professionals serve on national and state committees, task forces and as reimbursement consultants to the National Association of Home Care. Mr. Barrera has progressive home care and hospice experience since 1986 serving, prior to his consulting, as the Vice President/Chief Financial Officer for a very large home health agency. Mr. Barrera has performed various financial and reimbursement functions for providers ranging in size from $25 mm in annual revenue to more than $75 mm. William A. Dombi, Esq. - William (Bill) A. Dombi, an attorney with more than 25 years of experience challenging arbitrary governmental actions and a Vice-President of the National Association for Home Care (NAHC), has acted as Director of the Center for Health Care Law since its inception in The Center s success is highlighted in the landmark Medicare class action lawsuit, Duggan v. Bowen, where the home care industry challenged Medicare's dismantling of the home health benefit. As a result of the litigation, the entire Medicare home care benefit was rewritten. Elizabeth E. Hogue, Esq. - Elizabeth E. Hogue is an attorney in private practice with extensive experience in health care. She studied at the University of Maryland School of Law, concentrating in health law, and gained considerable clinical experie nce, course work and employment experience in this area. Following her admission to the Bar, she developed an active practice in health law. She represents clients all over the country. Her clients are professional associations, managed care providers, and institutional health care providers, including hospitals, long-term care facilities, home health agencies, durable medical equipment companies, and hospices. She has also represented a number of individual providers and case managers concerning healthrelated issues. Ms. Hogue gives approximately 50 presentations each year on health-related topics, including future trends in the healthcare industry. Her offices are located at Liberty Grove Road, Burtonsville, Maryland Rita Clark, RN, Partner with CIC Financial, along with Erik Marechal and Nancy Blough, JD, MBA with Employee Benefit Services, the largest privately held benefits management firm in the Carolinas, will be addressing the challenges facing employers in providing cost effective and quality health plans in today's 2

Rita's 12 years management experience in home health provides insight into the employee benefit issues of home care industry while collaborating with EBS to design plans for specific employer groups. Kevin Zoltek, CPA, is a Partner with CIC Financial focusing on financial services including retirement planning and investments. Kevin has 8-year accounting background in private industry prior to joining CIC Financial. He is a registered representative of and offers securities through Walnut Street Securities, Inc. (WSS) member NASD/SIPC. Advisory services through Walnut Street Advisers, Inc. (WSA). CIC Financial is not a subsidiary or affiliate of WSS or WSA. Marty Beam, CPCU - President of W.A. Moore, Inc., (an independent insurance agency) which provides property and casualty coverage to businesses and individuals for over 75 years. Marty has extensive experience in the nursing home industry and will discuss the proposed Medicaid Surety Bond requirements and the resulting implications for the home care industry. Marty has served as a past President of the Independent Insurance Agents of North Carolina. Gary Massey, CPA - With over 20 years of management experience in acute care, long term care facilities and with home care providers Gary Massey, a Partner with Larson Allen Cherry Bekaert, brings a broad base of knowledge and experience to operational improvement and strategic planning projects. A skilled financial analyst, Gary specializes in business system improvement, financial modeling and departmental operation reviews. Gary is a CPA with a BA in Accounting and Business Management from North Carolina State University. He is a frequent speaker on health care financial issues at various state and national organizations. Judy Adams, RN, BSN, Larson Allen Cherry Bekaert is a well known health care consultant and speaker with over 30 years of healthcare experience and extensive experience in home care and home health management. Ron Clithrow, MPH, with over 30 years experience in the health care industry, is an expert in comprehensive, integrated financial, clinical and administrative home care consultative services. Ron is also a former Executive Director of the North Carolina Association for Home Care. Linda Levi, BSN, MEd, Glory Health Systems has been active in home care and hospice since 1985 working as a JCAHO and Accreditation Commission Surveyor and home care and hospice consultant. Currently Ms. Levi is the Director of Mountain Area Hospice in Asheville, N.C. Marion M. Taylor, RN, MN, CPNP Program Director, KidsPath, has 15 years of hospice experience in clinical leadership roles. She is currently Program Director of KidsPath, the specialized pediatric palliative care program of Hospice and Palliative Care of Greensboro. Ed Meyer, J.D. - Mr. Meyer is a graduate of Georgetown University. He served as a Legislative Assistant to U.S. Representative Philip M. Crane ( ) and as a Reagan Administration appointee as Special Assistant, U.S. Department of Health and Human Services ( ). He is a member of the American Health Lawyers Association and North Carolina Society of Health Care Attorneys. Mr. Meyer is the author of "HIPAA Implementation Strategies for Small and Rural Providers. His practic e area is in Health Law; Health Insurance Portability and Accountability Act (HIPAA); and Business Transactions. Mr. Meyer has spoken numerous times on HIPAA and also served as faculty at past AHHC Conventions. Anne Rivenbark, CPA, BS in Accounting, has 10 years of experience in home care mainly in the financial and operations arena, and is the Regional Vice President of Operations for Tar Heel Home Health, an owned subsidiary of CHMG. Ms. Rivenbark actively participates in several NCAHHC committees focusing on financial/reimbursement issues. Jane Miles, MSN, RN, CNAA is the National Director of Clinical Operations for Capital Health Management Group, based in Charlotte, NC. Ms. Miles has over 20 years of home health experience with an emphasis on clinical management. She is the author of CHMG s newsletter Vital Signs and an active supporter of home health education through AHEC, ECU, and NCAHHC s Professional Development committee. Debra Gastmeyer, RN, BSN, CPHQ is the National Manager of Standards and Regulations for Capital Health Management Group. She has over 10 years of home health experience and is recognized as a guru of Medicare coverage regulations. She has developed successful processes for managing ADRs and Denials, and is a NCAHHC representative to Palmetto GBA s provider coalition. 3
4 Richard Todd Mr. Todd is a Vice-President for BB&T Insurance Services and a long-standing member of the Association. His particular expertise is in the field of Medical Professional Liability coverage and Worker s Compensation insurance, although, he assists AHHC members with a variety of their other insurance needs as well. This roundtable will provide discussion on two important issues..care of children with life impacting conditions and hospice care in nursing facilities. Marion Taylor will discuss an innovative program, KidPaths, that eliminates some of the obstacles to access to quality pediatric palliative care. Linda Levi will speak to incorporating into the hospice care planning process the nursing facility MDS assessment information and outcomes.
