2 What is Westminster City Council s policy on electric two wheelers? Other than for electric motorcycle parking there is not one. But this is my point they are pretty much off the RADAR

3 Westminster City Council Cycling Strategy 2014 This strategy covers standard pedal cycles and electrically assisted pedal cycles. It does not cover powered two wheelers as these are seen as a separate class of vehicle.

4 The Cycling Strategy does not have much to say on electric bicycles. Electric bikes may also be used to highlight that other options are available for those who see their fitness as a barrier to cycling. Or whose personal appearance is a concern when undertaking business trips and are, therefore, looking for a less strenuous option.

5 So what is an electric bike? Bike is often used to describe any two wheeled single tracked transportation device; from human powered to 200+ brake horse power! An e-bike refers to an electric bicycle; PTW is a powered two wheeler; generally petrol; So an e-ptw is...? For the purposes of this presentation I m describing three categories: e-bicycles up to 250 watts Super pedelecs (e-mopeds) up to 4 kw and 30 mph e-motorcycles up to and beyond 100 kwˆ

6 What is my interest? Worked in air quality since 1979 I describe myself as a bike enthusiast. Both a cyclist and motorcyclist However I like a little bit of power to help me along; so I m more motorcyclist. Because: I m slightly lazy I m 59 years old and hills are getting steeper! I like the thrill of powered two wheelers.

7 Electric vehicles generally When anyone mentions electric vehicles you think cars and vans. All environmental presentations are about these. Who has ever driven / ridden a: Electric or hybrid car/van? Electric bicycle? Electric motorcycle?

12 . 700,000 Department for Transport fund September 2015 A new fleet of 234 electric bikes will be available for cyclists to hire at 10 locations across the country. Paid for out of a 700,000 Department for Transport fund, the "e-bikes" are battery-assisted to make pedalling easier. The government hopes they will encourage bike use by people who don't cycle regularly or live in hilly areas.

15 E-bikes - the problems The cost for what you get is high to over 5000 in some cases. The lack of any grant or even a VAT reduction = no incentive Ride to work scheme is only 1000 and has some catches. The 15.5 mph power cut-off from an EU Directive frustrating as the sweet spot is 20 mph; as they have in the USA. So in the UK there is a relatively poor uptake.

35 In the USA? FEDERAL TAX CREDIT 10% BACK ON MOTORCYCLES 30% BACK ON CHARGING EQUIPMENT Tax credit available in all 50 states plus some states and counties give extra incentives.

36 In the UK? An initial promise for a grant in March 2015 and a new rumour that its going to happen in January 2017!

38 ANY QUESTIONS? Should government/local authorities/other agencies do more to encourage e-ptw use and/or have policies? e-ptw charging infrastructure? Financial incentives for all e-ptw?
