1 Appendix 1 REQUIRED QUALIFICATIONS FOR INSTRUCTORS 1. Level 2 First Aid Courses: 1.2 Qualifications and experience of Instructors Each Instructor should have a personal portfolio that contains: a current and valid First Aid at Work (FAW) certificate (unless exempt see para. 1.6); a formal training/teaching qualification (see 1.4 below); and either a detailed, chronological list of evidence to show the trainer has regularly provided FAW training during the previous three years. If this is limited, evidence of other first-aid training that demonstrates all the elements of the FAW syllabus are covered by the trainer s experience; or evidence to show the trainer has conducted at least two practical and two theoretical first-aid training sessions under the supervision of a qualified assessor, in the last three years. 1.3 Qualifications and experience of assessors Each assessor should have a personal portfolio that contains: a current and valid FAW certificate (unless exempt as in para. 1.6 below); a formal assessing qualification (see below); and either a detailed, chronological list of evidence to show the assessor has regularly provided FAW assessments during the previous three years. If this is limited, evidence of other first-aid assessments that demonstrate competence; or evidence to show the assessor has conducted at least two practical and two theoretical first-aid assessments under the supervision of a qualified assessor, in the last three years. 1.4 Formal training/teaching and assessing qualifications FAA accepts the qualifications shown below. However, the list is not definitive and is only a guide (note qualifications are suitable for both training and assessing unless specified) o Further and Adult Education Teachers Certificate o Cert Ed/PGCE/B Ed/M Ed o CTLLS/DTLLS o NVQ level 3 in Training and Development 8
2 Appendix 1 (Continued) o NVQ level 4 in Training and Development o IHCD Instructional Methods o IHCD Instructor Certificate o First Aid at Work Trainer/Assessor Qualification o English National Board 998 o Training Group A22, B22, C21, C23, C24 (training only) o PTLLS (training only) o A1 (D32/33) (assessing only) o A2 (D32) (assessing only) 1.5 If the Instructor/Assessor has no formal qualification, then significant experience in undertaking these roles may be considered. The portfolio should include details of knowledge and experience gained and the time period over which they were applied, and any contributing training undertaken and the learning outcomes achieved. There should be evidence that the individual has conducted at least two practical and two theoretical first-aid training/assessing sessions under the supervision of a qualified assessor. 1.6 Exemptions from the requirement to hold an FAW certificate - all trainers and assessors should have a valid FAW certificate. The following are exempt from this requirement: o doctors registered with the General Medical Council (GMC); o nurses registered with the Nursing and Midwifery Council (NMC); o paramedics registered with the Health Professions Council (HPC). For these exemptions to apply, the Instructor/assessor should demonstrate current experience (within the previous three years) of first-aid skills by producing sufficient evidence in their portfolio. The centre will need to see and retain a copy of current GMC, NMC or HPC certificate. 2. Level 2 Health & Safety Courses: 2.1 Qualifications and experience of trainers Each Instructor should have a personal portfolio that contains: (a) Subject Qualification (one of the following): CIEH Advanced Certificate in Health & Safety in the workplace, or equivalent. Diploma in Environmental health or Accredited Degree in Environmental Health and EHRB Certificate of Registration. Nebosh Certificate in Health and Safety. 9
3 Appendix 1 (Continued) (b) Teaching or Training Qualification (one of the following): Diploma or Certificate in Education. Degree in Education. CIEH Professional Trainer Certificate. City & Guilds Teachers Certificate or equivalent. Level 3 NVQ in Training and/or Development (e.g PTLLS). (c) Relevant Experience, Knowledge and/or Skills Development in a work context: Details of the Instructor's experience, knowledge and skills development gained in a work context over the past 3 years; providing evidence of: Engagement in Health and Safety Continuing Professional Development Delivering training. 10
4 Appendix 2 Enquiries and Appeals Policy & Procedures Introduction This policy is aimed at our customers, including learners, who are delivering, enrolled on or have taken an FAA approved qualification or unit. It sets out the steps you follow when submitting your appeals and enquiries about results to us and the steps we will follow when reviewing the cases. It covers enquiries about results and the assessment methods used in determining results. Approved Centre s responsibility It is important that your staff involved in the management, assessment and quality assurance of our qualifications and your candidates are fully aware of the contents of the policy. Please ensure that you ve made your colleagues and candidates aware of the policy. On their centre visits, our External Verifiesr may check that your relevant colleagues and candidates aware of its contents and purpose. Review arrangements FAA will review the policy annually and revise it as and when necessary in response to customer and candidate feedback, changes in our practices, actions from the regulatory authorities or external agencies or changes in legislation. If you would like to feedback any views please contact us via the details provided at the end of this policy. Fees We will only charge you or your learners a fee to cover the administrative and personnel costs in the following instances: If the appeal or enquiry about a result is not upheld In the case of group appeals, for those candidates whose results do not change Areas covered by the policy In addition to covering appeals and enquiries from candidates and/or centres in relation to results, our policy also covers the following types of enquiries and appeals: FAA s decision concerning a centre s application to offer an FAA qualification The contents of a centre approval or verification monitoring report and/or an approval/verification decision FAA s decision to decline a centre s request to make reasonable adjustments or give special considerations A FAA sanction as a result of malpractice or maladministration The outcome of an FAA investigation into a complaint raised by the centre 11
5 Appendix 2 continued Process for raising and enquiry or appeal about a result You (and your learners) have 4 weeks from the date we notified you of the outcome in which to lodge an appeal against our decision or an enquiry about an assessment result. Hence please advise your candidates/staff to retain their course evidence until they receive their result. If you appeal on behalf of your learners please obtain the candidates permission in the first instance. Learners who wish to appeal about their assessment results or about a decision affecting their learning should either be supported by your centre or should have exhausted your centre s own appeals process before appealing to us. In the latter case, candidates must provide us with evidence that they have first appealed to your centre. It s expected that candidates will only appeal directly to us in exceptional circumstances. Please complete the FAA Appeals and Enquiries about Results Form, which is available from our website or on request from admin@firstaidawards.com or telephone Alternatively, you may submit your own report accompanied with documents and supporting evidence. Reports must include: o o o o o o o centre name, address and number candidate s name and FAA registration number date(s) you or the candidate received notification of FAA s decision title and number of the FAA qualification affected or nature of service affected full nature of the appeal or enquiry about a result contents and outcome of any investigation carried out by you or the candidate relating to the issue date of the report and the appellant s name, position and signature What FAA will do next We will acknowledge your enquiry/appeal within 10 working days of receipt We will arrange for appropriate independent FAA personnel to review your enquiry/appeal someone who has not had any previous involvement in the matter We aim to have reviewed the enquiry/appeal and respond to you within 20 working days of receipt of your report. Please note that in some cases the review and appeals processes may take longer, for example, if a centre visit is required. In such instances, we ll contact all parties concerned to inform them of the likely revised timescale. We ll inform you of the outcome within 5 working days of making our decision. Appealing the outcome of our review If you or your candidates are dissatisfied with the outcome of or review of your enquiry/appeal, you may apply to our Appeals Panel, which will comprise, as appropriate: two members of First Aid Awards Quality Assurance and Course Development Council who have not previously been involved with the matter under appeal. an independent member Where possible, and appropriate, the Panel will include a senior representative of another Centre and an experienced External or Internal Verifier. 12
6 Appendix 2 continued We will arrange for the panel to review the case and we ll let you know the outcome of the review. The review process may involve: a discussion with you or the candidate and FAA personnel a request for further information from you, the candidate or FAA personnel a centre visit by authorised FAA personnel In cases where panel decisions are required, the majority vote will apply. Seeking an independent review If you are unhappy with the decisions of the review panel and the case is still unresolved, FAA will arrange for an independent review to be carried out. The Independent Reviewer 1 will review all the evidence which took place in the above stages and review if we ve applied our procedures fairly, appropriately and consistently in line with our policy. The independent review process may involve: a discussion with you or the candidate and FAA personnel a request for further information from you, the candidate or FAA personnel a centre visit by authorised FAA personnel. The Independent Reviewer s decision is final and we ll let you know the outcome of the review.
