The SEAP was performed in cooperation with the Hungarian Urban Knowledge Centre and the Centre for Socio-Spatial Development Studies of the Budapest University of Technology and Economics, and it is waiting for its official approval by the local government. Ágnes Csikely, Municipality of the III. district of Budapest, Óbuda-Békásmegyer Background, objectives, implementation measures and financing III. District of Budapest is called Óbuda-Békásmegyer. It is located to the north-western fringe of the Hungarian Capital stretching along the right side of river Danube. Óbuda-Békásmegyer has nearly inhabitants in its almost 40 km2 area which it is characterised by various forms of buildings and inhabitants. Within the EnSURE Project (Energy Savings in Urban Quarters through Rehabilitation and New Ways of Energy Supply) - implemented through CENTRAL EUROPE Programme co-financed by the ERDF - a SEAP was drawn up in cooperation with the Hungarian Urban Knowledge Centre and the Centre for Socio-Spatial Development Studies of the Budapest University of Technology and Economics to support the local government s initiatives and long-run planning in sustainable urban development by providing detailed and up-to-date information on households energy-consumption, the local citizens behaviours and attitudes (related to energy consumption) and to give information to assist the EnSURE project to fulfil its international targets. The main goal of the SEAP is to reduce the CO2 emission of the III. District of Budapest by 20% until 2020 compared to 2010 through energy efficiency measures and the use of renewable energy.
2 These measurements involve municipal buildings, service and commercial sector, residential sector, district heating system and individual transport sector. Figure 1: Ratio of flat with district heating in different areas of the district (Source: MUTK for the SEAP of Óbuda) The measures are divided into the following categories: Actions for the an energy-conscious and exemplary municipality Energy efficient refurbishment of public buildings Influencing energy consumption behaviour Review of energy contracts and public procurement methods Local energy production programme Ecological change of municipal vehicle fleet Urban planning and land-use planning Broad-scale energy-awareness raising campaigns Energy Counselling Office Residential buildings Private transport Actions for energy-efficient industry, service and commercial sector Possible sources for financing beyond municipal sources:
3 - Municipal loan - Project-based loan - Leasing - Third-party financing (ESCO) - State subsidies - European sources: EU funds for the Programming Period available for Hungary ELENA (European Local ENergy Assistance) JESSICA (Joint European Support for Sustainable Investment in City Areas) EEEF (European Energy Efficiency Fund) Cost benefit, effects and results achieved The planned make up tens of million Euro, which are concentrated in energy efficiency measures, esp. energetic refurbishment of municipal and residential (blocks of flats). The costs are calculated from the side of the municipality, which make up about 25 Million Euro until By means of municipal investments or support may trigger off positive multiplication effect in energy efficiency investment from other stakeholders of the SEAP. Energy consumption of Óbuda-Békásmegyer in 2010 was MWh, while the target to reach until 2020 is 20% reduction of the energy use, and this way the reduction of the CO2 emissions related to the energy use. Planning procedures, involvement of stakeholders and possible participation structures The cooperation with the Budapest University of Technology and Economics and with the Hungarian Urban Knowledge Centre performed Sustainable Energy Action Plan is based on the methodology of the Covenant of Mayors with the aim to voluntarily join the Covenant. The process started in 2010 autumn with the creation of the Baseline Emission Inventory (BEI). Parallel the collection of data, a building register together with a preliminary energy audit was
4 carried out by the university as the municipality had no precise data about them. Due to the metering problems of energy consumption, in many cases, we had to rely on estimations to make up the register of the energy consumption of the buildings. In 2011 spring and summer a representative survey was carried out to reveal the energy consumption of the local population in different kind of housing estates (blocks of flats, condominium, and detached house). Parallel to the survey series of workshops in focus groups were organised to map the attitude of the most important non-residential energy consumers to energy efficiency measures and investments. Stakeholders involved during the elaboration period: Mayor, deputy mayor, leader and staff of office of investment at the municipality (5 persons), leaders of municipal institutions (6 persons), Energy Club Civil Association, representatives of condominiums (12 persons), local economic actors (8 persons). The SEAP was elaborated by external partners with close cooperation with the municipality. The document lays great emphasis on the involvement of further stakeholders actions to use the win-win situations by means of active communication strategy. Innovation fostered - local / regional developments triggered The strategic document is an interdisciplinary product, which entails technical, environmental, social and economic aspects already within the elaboration process. Due to the dual local administration in Budapest the tasks at local level are divided among the capital and the districts. This SEAP will be the first one among the districts of Budapest, although the capital has already created its own one. This means, that the district will take over tasks from the Municipality of Budapest which belong to her responsibilities by law. The strategic document shows a best practice for other 22 districts in Budapest and other Hungarian municipalities how to integrate energy management into urban development and puts great emphasis on the exemplary role of the local government, as well as on the active communication with the relevant stakeholders in order to reach the set targets. Lessons learnt practical recommendations Lessons learnt: Low level of awareness at start point Deficiencies in organizational terms and in activities Basic incompleteness of registration and data Deficiencies in communication between different bodies of the municipality and between the municipality and other organizations Negligence of existing data and analyses Existing and soaring interest in the project
5 Lack of own proper resources and improper knowledge about available resources Importance of political backing Intense fluctuation within the dedicated, expert staff of the municipality Practical recommendations: Investments in energy efficiency bring about large-scale approval within the electorate and local residents, at the same time they pay back in medium term. Stimulating such projects thus generate rather favourable effects for politicians. Smaller-scale developments have higher specific payback ratio. Preparation and acceptance of SEAP is necessary admission to project resources. Ensuring human capacities at the municipalities is crucial, but pays back multiply.
