Need for a concerted approach in sustainable energy planning at regional and local levels: - Infrastructure planning - Cross boundary renewable energy resource - Natural resource use planning and conflict management Will enable the design of ambitious, coherent, achievable and sustainable energy action plans at regional and local levels

6 COOPENERGY SWOT analysis Norrbotten Strengths Broad awareness of the importance of participation processes Tradition, formal structures and governmental funding existing Only 14 municipalities, not too many to collaborate with. Weaknesses Divided competencies between two regional authorities. Long distances and sparsely population make collaboration timeand cost intensive. Lack of capacities in small municipalities Regional level more dependent on local level than vice versa in terms of data input and reaching targets.

7 Opportunities COOPENERGY SWOT analysis Norrbotten Linking economic growth to Green Growths Big investments in mining areas like cities of Gällivare and Kiruna offer great opportunities for sustainable energy planning. EU funding for energy projects (next funding period) Threats Lack of regional (legal) instruments for pushing the shift towards low-carbon communities. If MLG collaboration structures fail = risk of disappointment and less engagement from the few people engaged
