Multi-Level-Governance in energy planning Example Norrbotten

Växthusgasutsläpp i ton/år BRP i miljoner kronor Norrbotten Facts & Figures Utsläpp av växthusgaser i relation till BRP's utveckling inhabitants km2 area Energy demand per capita ca kwh CO2 emission per capita: ca 21 t! Växthusgasutsläpp BRP Sparsely populated, Long distances and heavy industry: mining, steel and pappermills

MWh/år Norrbotten Facts & Figures Energianvändning i Norrbotten Jordbruk, skogsbruk, fiske Industri & byggsektorn Offentlig verksamhet Transporter Övriga tjänster Totalt hushåll

Norrbotten Facts & Figures Electricity production 2012: 18,5 TWh; 92% Hydro Power District Heating 2012: 2,4 TWh, mostly bioenergy Norrbotten Renewable Energy Potential Energy source GWh/år Waste 370 Waste sludge 10 Wind Power Solar 827 Heating 347 PV 480 Bioenergy (solid fuels Biogas 93 Hydro Power Sum

Why Multi-Level Governance in sustainable energy planning? Need for a concerted approach in sustainable energy planning at regional and local levels: - Infrastructure planning - Cross boundary renewable energy resource - Natural resource use planning and conflict management Will enable the design of ambitious, coherent, achievable and sustainable energy action plans at regional and local levels

COOPENERGY SWOT analysis Norrbotten Strengths Broad awareness of the importance of participation processes Tradition, formal structures and governmental funding existing Only 14 municipalities, not too many to collaborate with. Weaknesses Divided competencies between two regional authorities. Long distances and sparsely population make collaboration timeand cost intensive. Lack of capacities in small municipalities Regional level more dependent on local level than vice versa in terms of data input and reaching targets.

Opportunities COOPENERGY SWOT analysis Norrbotten Linking economic growth to Green Growths Big investments in mining areas like cities of Gällivare and Kiruna offer great opportunities for sustainable energy planning. EU funding for energy projects (next funding period) Threats Lack of regional (legal) instruments for pushing the shift towards low-carbon communities. If MLG collaboration structures fail = risk of disappointment and less engagement from the few people engaged

Key MLG stakeholders in energy planning in Norrbotten Regional Partnership Employment Agency Federation of Business Owners Local Authority Association Trade Unions Technical University Luleå County Council County Administration Board Chamber of Commerce Sami Council Swedish Transport Administration Further Stakeholders Nenet regional energy agency Municipalities, companies as autonomous organisations Associations, clubs etc Various interest groups

MLG aspects of revised SEAP Regional Partnership Regional Development Strategy as basis : sustainable growths is key! Covenant of Mayor: regional and local SEAP County Council is territorial supporting structure for CoM 7 (8) of 14 municipalities are involved in CoM Nenet is commissioned for supporting municipalities Collaboration County Administrative Board and County Council Common virtual project office Close cooperation in developing SEAP

MLG aspects of revised SEAP Nenet regional energy agency Giving input and supporting regional and local stakeholders; Advising role in developing new SEAP (COOPENERGY) Developing regional platform for CleanTech SME Supporting municipalities in developing SEAPs better coherence with regional SEAP Working process Regional Steering Group continuously working, Nenet / COOPENERGY part of this work since thematic workshops with all key stakeholders 2 Energy Info Days (COOPENERGY) 2 Multi-Level-Governance Forums All key stakeholders involved in giving feedback to draft SEAP
