23 Sustainable Energy Action Plan and COMBAT Project Lots of useful information, models and working methods received during the project Helsinki has also been contributing this kind of information Valuable examples and views received on involving citizens and combining cities political ad climate strategies Estimating cost effectiveness /t(co 2 ) of the planned actions is essential BAU scenario of CO 2 emission development as a comparison level Estimating investments and emission reductions Very different starting points in each partner city Different coverage of various sectors and calculation methods All information received during project is utilized in preparing SEAP in Helsinki, SEAPs in other cities are ready Guidelines of the SEAP preparation and experiences to be finalized before the end of the project
