Fuel consumption of road traffic and mobile working machines in North Karelia Figures from 2004: Petrol 62,5 million litres (625 GWh) Diesel oil 64 million litres (640 GWh) Light fuel oil 13,5 million litres (135 GWh) = TOTAL 1400 GWh, CO₂ emissions t = half of the consumed nonrenewable energy in the region GHG-emission of all traffic (2007) t = 40 % of regions comsumption based GHG-emissions 87 % of road traffic consists of passenger cars Traffic biogas in strategies of North Karelia Regional Development Programme POKAT 2014: The region will be made nationally well-known model area of using biogas in traffic. Climate Strategy of Joensuu sub-region: - municipalities switch over to using biogas vehicles when it becomes technically and economically possible Waste Plan of East Finland Development Programme of North Karelian techonology industry Coming soon: Climate and Energy Programme of North Karelia 2

3 Why biogas for North Karelia s traffic? In Finland the GHG-emissions in traffic are 5 times higher per kwh than in electricity production for climate reasons, waste based, 100 % renewable biogas has stronger impact in traffic than in electricity and heat production; with biogas highest GHGreductions compared to other traffic fuels In North Karelia we have many other renewable alternatives for electricity and heat Biogas aims of North Karelia Regional Council is currently drafting new goals / % of traffic fuels renewable by 2020, 10 % biogas Optimizing the current production of biogas Utilising 50 % of the biogas resources of the closed landfills At least 10 % of farms to use either a farm-scale biogas reactor or shared reactors of many farms and 50 % by % of regions liquid and solid biowaste to be utilised in biogas reactors Centralised biogas treatment to be prioritised in waste water treatment of scattered settlement areas Centralised composting to be put down Current biogas production in North Karelia 3 existing production sites: Kontiosuo landfill, Joensuu, Nm³/a Kuhasalo waste water treatment plant, Joensuu, Nm³/a BioKymppi, Kitee, collected biowaste, production has just started (environmental permit for t/a) (In planning: Envor Biotech, Outokumpu, t/a) Kontiosuo landfill Kuhasalo waste water treatment plant 3

4 One of the two reactors of BioKymppi in Kitee (North Karelia) Regionally drafted goal: 10 % of traffic & mobile working machinery fuels should be biogas by 2020 (ca. 140 GWh) If the current biogas production will be used totally for traffic & mobile working machinery, to reach the goal we still need more production: for example 2 x 56 GWh plants or many smaller plants So far there are no farm-scale biogas plants, but many farmers are interested Traffic biogas network project Background: Kontiolahti municipal council decided 2008 to organise a regional seminar on biogas together with Finland s Biogas Association Traffic Biogas & North Karelia seminar 2/2009 Joensuu Region Waste Management Ltd started a preparation project 3/ year project started 2/2010 4

6 Some results so far Business plan ready to start traffic biogas business using landfill gas (decisions to be expected end of 2010) Company group established, companies to be pioneers in using LBG in heavy traffic National networking: annual seminar Liikennebiokaasu & Suomi (Traffic Biogas & Finland), International networking, west & east: Sweden important model, EU, Russia, Ukraina Challenge: How to change national politics to support biogas development; lots of time used on this work Visions of the business plan Picture: Vanzetti Engineering Renewable Energy Farm project Project is currently being planned, to be started 2011 Project partners will be municipalities (at least 1), farms, and technology companies Conrete result: a farm/farms that produce renewable energy (biogas, solar, wind, wood etc.) A special emphasis on producing biogas for tractors and other mobiles working machinery + cars in the countryside These farms will be a part of the traffic biogas network in the future 6
