Welcome to our public exhibition on our proposals to redevelop Attlee House and Sunley House on the Toynbee Hall Estate. We are at an early stage of developing our ideas and want to talk to you about the opportunities for the site and for the local community. We have been looking at how we can create a new residential scheme that works alongside the wider regeneration of the Toynbee hall site, preserves its history and ensures its future within the community. In September 2014, the London Borough of Tower Hamlets Planning Committee resolved to grant Toynbee Hall planning permission for the improvement and redevelopment of their site. Our proposals sit within the wider context of Toynbee Hall s masterplan. The exhibition panels will tell you about the history of the site, as well as some of the proposals we are thinking about developing. Our project team is on hand to answer any questions that you may have when you have finished looking around. 3 Site history The Grade II listed Toynbee Hall Sketch of a residents bedrooms, 1885 Sketch of the dining room, 1885 The neo-tudor Grade II listed Toynbee Hall was built in 1884 and became a social centre that led the way in bridging the gap between people from all social and economic backgrounds. Future leaders and policy makers such as Clement Attlee and William Beveridge came to Toynbee Hall to live amongst the poverty and deprivation that typified the East End at the time. These experiences gave them the opportunity to develop practical solutions to ease social Aerial view of the site and surrounding area inequality that they took with them into their future, public lives. Today Toynbee Hall s legacy endures and they still work in the East End on the same site to eradicate poverty and to support the local community.

4 Toynbee Hall Masterplan The proposals seen here today for the redevelopment of Attlee House and Sunley House fit within the wider context of the overall Toynbee Hall Estate development. The planning application that the LB of Tower Hamlets resolved to grant in September 2014 included the following works: Internal alterations to the listed Toynbee Hall and removal/replacement of side and rear extensions Provision of a new five storey office building at 36 Commercial Street Reconfiguration and re-landscaping of Mallon Gardens Two storey roof extension of Profumo House Partial demolition and rebuilding of the southern end of Attlee House

5 Site context The Toynbee Hall site is bounded by Wentworth Street to the North, Gunthorpe Street to the East and Commercial Street to the West. The majority of buildings on the site are owned and run by Toynbee Hall in service of its charitable work, including rental accommodation, community buildings and Toynbee Hall itself. To the front of the site facing on to Commercial street is Mallon Gardens, owned and maintained by Tower Hamlets, it is due to be re-landscaped as part of a recent planning application for the site. Attlee House on Wentworth Street The focus of the site is Toynbee Hall itself, a grade II listed red brick building sitting in the centre of the site. The site is well connected, sitting in close proximity to a number of transport links including Aldgate, Aldgate East and Liverpool Street stations, as well as numerous bus routes. The surrounding area is mixed in character, with residential, commercial, industrial, and educational buildings. The bustling Commercial Street has a number of retail units along the route running north up to the Old Spitalfields Market and Shoreditch. Wentworth and Gunthorpe Streets to the north and east of the site conversely house a mix of residential and industrial buildings, and a school. Sunley House on Gunthorpe Street

The vision of the masterplan seeks to build on Toynbee Hall s unique and diverse heritage and create a vibrant mixed use community combining: A mixed use site with residential, community, business and leisure facilities A place that shares Toynbee Hall s heritage; conserves and opens up that heritage to the local and wider community and inspires new generations of social activists Provide much needed Proposed view looking south residential space to the borough, including affordable housing A project that ensures that Toynbee Hall can sustain its unique mission into the future Activate the regeneration of the Toynbee Hall Estate

7 Our proposals Proposed view looking south west Please tell us what you think about our initial ideas. All feedback received will be carefully considered as we develop our proposals. Here is a summary of our initial ideas: Redevelopment of the Attlee House and Sunley House buildings that surround the Grade II listed halls Provide 49 high-quality apartments with a mix of 1, 2 and 3 bedroom properties Model showing proposed new Sunley House and Attlee House 13 affordable housing units in accordance with Tower Hamlets policy (minimum of 35% by habitable rooms), including social/affordable rent and intermediate housing Increase in overall office floorspace on the masterplan site Relocation of the Toynbee Hall offices located in Attlee and Sunley Houses elsewhere within the scheme Re-configuration of Mallon Gardens to better address the street and the frontage of Toynbee Hall Contemporary details in historic setting, Niall McLaughlin Architects Vertical emphasis with brick detail, Maccreanor Lavington Architects

8 Public realm Proposed landscape plan Our proposals to the public realm seek to: Create open space for residents Open up the currently fenced entrance to the gardens on Commercial Street Make the space in which Mallon Gardens sits more accessible to the public, creating a community space for the enjoyment of local people Create sensitive landscaping for the residents and public to enjoy as they pass through the development

9 Highways and sustainability Sustainability The development will meet both the London Plan targets with respect to CO 2 emissions and the Code for Sustainable Homes level 4 for residential units through: Ensuring energy consumption is conserved and minimised using a range of energy efficiency measures such as high-performing building fabric and windows and minimal incidental losses (air tightness and thermal bridging detailing) The communal heating system, individual heat recovery ventilation systems and low energy lighting being highly efficient with low emissions thus providing an optimized Green roofs use of energy The use of low zero carbon or renewable technologies being incorporated by photovoltaic cells or air source heat pumps to further enhance the operational performance of the scheme Highways Our scheme will deliver: 10 basement parking spaces, including two disabled space Self-contained secure cycle parking for Toynbee Hall staff and site users Improvements to the pavement on Cycle parking Gunthorpe Street

We are at an early stage of developing ideas for the site and no firm decisions have yet been taken about our proposals. We want to hear your views about the ideas and designs we have presented. We will be working closely with London Borough of Tower Hamlets to develop and refine our plans over the next few months.
