2 Chief Information Officer The College of New Jersey The College of New Jersey (TCNJ) seeks an experienced professional with strategic vision, technical acumen, and strong communication and interpersonal skills to join the College s senior leadership team as the Vice President for Information Technology (VP) and Chief Information Officer (CIO), reporting directly to TCNJ President R. Barbara Gitenstein. This is an exciting opportunity to develop long and short-term strategic IT plans that align with the educational mission of the College and to work in partnership with other senior leaders, the President, and the Board of Trustees to provide direction and leadership for TCNJ as it continues to thrive as a national exemplar in public higher education. The College of New Jersey The College of New Jersey is a highly selective public institution that has earned national recognition for its commitment to excellence. The College s seven schools Arts and Communication; Business; Education; Engineering; Humanities and Social Sciences; Nursing, Health and Exercise Science, and Science offer outstanding programs to its 6400 undergraduates and to a select number of graduate students. The academic program is supplemented by an honors program, extensive opportunities to study abroad, and outstanding student support programming, all of which have helped the College s retention and graduation rates reach among the highest in the country. TCNJ is rated the No. 1 public institution in the category Best Regional Universities (North) in U.S. News & World Report, and is the only public institution in the top ten. Additionally, TCNJ ranks second on the Web-exclusive list of Best Undergraduate Teaching for Regional Universities in the north. The Fiske Guide touts TCNJ as one of the best and most interesting schools in the country and as the second most selective institution in the state, is considered a "Best Buy" in higher education by Money Magazine, Barron's and Kiplinger's Personal Finance, and a Best Value by the The Princeton Review. Among its many academic accomplishments, in 2006 TCNJ received a chapter of the Phi Beta Kappa national honors society, a distinction shared by less than 10 percent of colleges and universities nationally. TCNJ s campus is located on 289 beautiful tree-lined acres in suburban Ewing, New Jersey and is easily accessible from both Philadelphia and New York City. During the tenure of President Gitenstein, the College has invested more than $250 million in its physical plant. Improvements include six new academic buildings, housing for an additional 400 students, and the acquisition of 103 acres of property. Over the next four years, an additional $200 million in renovations and new construction is scheduled to take place and will include a 74,000 square foot STEM (science, technology, engineering, and mathematics) center; and a renovation of the Brower Student Center. 3 TCNJ Leadership R. Barbara Gitenstein, president of The College of New Jersey since 1999, is the first woman to serve as president in its 160-year history. Dr. Gitenstein s tenure has been marked by a commitment to enhancing academic rigor and faculty-student engagement, which has led to a transformation of the entire undergraduate program and has resulted in the highest-caliber academic experience for its students. Dr. Gitenstein began her career in higher education as an assistant professor of English at Central Missouri State University. She held various faculty posts including professor of English and chair of the English department before being appointed associate provost at SUNY-Oswego. Prior to assuming the presidency of TCNJ, Dr. Gitenstein served as provost and executive vice president at Drake University. The Position and the Department Reporting to the President, the VP/CIO will provide a comprehensive, strategic vision for Information Technology that will align with and enhance The College of New Jersey s mission. The VP/CIO will provide expert consultation to the President, the Provost, other members of the cabinet, the Board of Trustees, members of the faculty and staff with respect to IT services, infrastructure, hardware, and software. The VP/CIO leads the Division of Information Technology (IT) and supervises a Director/Associate/Assistant Director in each of seven areas: Business Operations; Enterprise Applications; Enterprise Operations and Databases; IT Security; Multimedia Technical Support Services; Network and Technical Services; and User Support Services. The Division has 55 employees and an annual operating budget of approximately $10.7 million. The VP/CIO will be responsible for developing long- and short-term strategic IT plans that reinforce the educational mission of the College and advance its business needs. S/he will develop policies, procedures, proposals, and revenue plans that enable the College s IT capabilities, services, facilities, equipment, and staff to effectively enhance student education, strengthen student recruitment/enrollment/retention, and allow it to engage productively with alumni. S/he will proactively recommend enhancements to IT services, facilities, and equipment to make state-of-the-art IT tools available to all members of the campus community. S/he will explore emerging technologies and help integrate and align them with academic and administrative needs; propose and manage the College s IT operating budget; and oversee large-scale projects and capital purchases pertaining to IT. The VP/CIO will develop and maintain business continuity plans and procedures to ensure the security of data, and educate the campus community with respect to data security issues. S/he will ensure compliance with relevant privacy and licensing regulations. S/he will serve as a leader on key campus committees including the Information Technology Planning Council and the Strategic Planning and Resource Committee. Key Opportunities 3
4 The VP/CIO will have the opportunity to make a significant impact and share in the success of meeting many strategic objectives. These include: Advancing the strategic vision of the College. TCNJ is currently updating its strategic plan. One of only five priorities in that plan is focused on facilities and technology infrastructure. The VP/CIO will lead technology efforts and serve as a partner in the further development of strategies aimed at advancing TCNJ s educational mission; Providing proactive leadership to the campus community through active engagement of and interaction with faculty, staff, and students. Developing, implementing and communicating a prioritized strategic vision for IT and its role in furthering the academic and administrative goals of the institution; Assessing IT s operational effectiveness including, but not limited to, service management infrastructure deployment, and support; Leading foundational infrastructure assessments and improvements, including (but not limited to) identity and access management; and wireless networking; Assessing, motivating, and empowering an IT organization of 55 full-time professional staff members. Hiring, advising, and coaching a team of employees that will be able to enhance the learning, teaching, research, and operational aspirations of the College; Partnering with the Office of Instructional Design and the Center for Excellence in Teaching and Learning to identify and implement academic technology initiatives; Making proactive recommendations to help ensure IT keeps pace with changing/emerging technologies; Consulting and collaborating with campus academic stakeholders to ensure that unique technology needs of the College s schools, departments, and programs are accommodated within the College s IT goals; Consulting and collaborating with campus administrative stakeholders (for example, Enrollment Management and/or Institutional Effectiveness) to provide IT solutions that enhance and secure future/current student, faculty, and administrative information access and the strategic use of data to further institutional goals; and Engaging with campus and IT stakeholders in refining, improving, and communicating the IT Governance model. Qualifications The successful candidate will be a strategic and critical thinker who values collaboration and communication, and understands the practice of shared governance. Expertise and leadership in IT, combined with the ability to build trust and educate those around him/her is crucial. Experience with managing change is a necessity. S/he should have knowledge and understanding of current and developing trends in higher education IT. The ideal VP/CIO will have the following experiences, capabilities, and personal attributes: At least ten years of related experience in progressively responsible positions; strong background in the IT field; prior experience managing a department or functional area; 4
5 Experience in higher education or other organizations of similar size and complexity; Ability to develop a vision and a strategic plan, as well as communicate and build support among local constituencies for that plan; In-depth knowledge of current and emerging IT infrastructure, service management, user support and training, hardware and software, and data security issues; Understanding of classroom and learning technologies relevant to higher education academic needs; Experience applying innovative approaches to supporting and resourcing both an expanding research profile among faculty and increased options for distance and blended learning; A track record of successfully motivating, developing, managing, and mentoring a staff of commensurate size and scope to the Division of IT at TCNJ; The ability to work successfully in a highly collaborative organization; Effective project management experience; experience developing and executing largescale plans and projects; A team worker with experience building and leading strong organizations; Strong oral and written communications skills, including the ability to communicate across a broad range of technical expertise (from both highly technical and completely non-technical audiences); Strong listening skills; The ability to balance competing objectives, including financial resource challenges, to achieve strategic goals; A deep appreciation of and respect for undergraduate, residential higher education; Personal qualities including honesty, accessibility, a sense of humor, and high energy; An advanced degree is preferred and a Bachelor s degree is required.
