1 SCHEDULE OF ITEMS, QUANTITY & RATES Name of work: Development of web based customized software for QA/Civil Directorate for (i) Creation on On-Line Vendor Directory (Master List of Approved Vendors) and its regular updation, (ii) Product Inspection Monitoring System comprising of On Line acceptance & Processing of inspection calls from firms up to stage of printing of inspection certificate and providing requisite monitoring reports. Approx. Cost of Work: 3.00 Lakhs (Three Lakhs) Validity of Offer: 90 Days from date of opening of tender. Sn. Item of Work Unit Rate (Rates to be quoted in figures & words) 1 Development of web based customized software for QA/Civil Directorate for One Job (i) Creation of On Line Vendor Directory (Master List of Approved Vendors) and its regular updation, (ii) Product Inspection Monitoring System comprising of On Line acceptance & Processing of inspection calls from firms up to stage of printing of inspection certificate and providing requisite monitoring reports. The detailed requirement of System/software to be developed is given in Annexure-III. The scope of work also includes provision of requisite service support & Maintenance of system for a period of two years after successful commissioning of system for which no extra payment will be made. Note:- 1. The tenderer should also give breakup of rate offered as per details in the Annexure-I. In case, the breakup of cost is not given or there is any discrepancy in Rates quoted in schedule above and total cost of work given in Breakup, the offer will be treated as incomplete and will be summarily rejected. 2. The Tenderer should submit duly filled in checklist indicating past experience of firm as per Annexure-II and submit the supporting documents. 3. The rates are inclusive of all legally leviable taxes and duties. Nothing extra will be payable to contractor on this account. Page 1 of 8

2 4. The Income Tax shall be deducted at source as per rates applicable. 5. All taxes legally livable shall be borne by the contractor noting extra will be paid. 6. The software will have to be developed and commissioned/implemented within Three months (3 Months) from date of issue of acceptance letter. 7. The system will have to be maintained and requisite service support shall be provided for two years (2 years) after successful commissioning. The service support includes: a. Complete service support, including debugging, if required, for the software developed under this contract. b. Deputing technical Resources for Date Porting including regular backup, apart from the professional software. The technical Resource should be properly trained for the purpose & should be available between hrs. to Hrs. on all working days and as desired & must attend and rectify the problems immediately. c. Training to sufficient persons of QA/Civil Directorate in operation and maintenance of the software after the completion of work. 8. The tenderer will hand over the source code of the software to QA Civil Dte. At the time of commissioning of software. 9. Payment terms: a. 75% payment will be made after satisfactory commissioning of software to the satisfaction of QA Civil Dte. b. 10% Payment will be made after one year of commissioning based on satisfactory service provided to the satisfaction of QA Civil Dte. c. Balance 15% will be paid after completion of work duration i.e. two years from the date of commissioning to the satisfaction of QA Civil Dte. 10. The contractor will have to attend any number to break down calls. In case of major break down, the firm will provide a standby arrangement till the defective work is rectified and reinstalled. 11. The contract will be governed by General conditions of contract. 12. Creation of parallel web based environment in the QA Civil Dte. as on the internet server. e. Providing offline software Vendor data to RDSO officers. f. Configuration, customization & integration of RDSO software s listed above. g. Configuration of backup software for online scheduling of backup activity. h. Provide Web Space of 100 GB with database support (for two years). i. Making available Server related facilities for the period of two years or the currency of work (as per configuration). j. Database authentication with Rights & Privileges for Local users via customized Software for Vendor Support to include Online Vendor Directory Product Inspection Monitoring System. 4 Annexure-II CHECK LIST Sn. Quoting firm should have carried out the following: Y/N Documentary Proof (if Y) 1 Experience in porting of Sensitive data of Central Government department /Public sector undertaking. 2 Experience in development of Online Software for Vendor Directory/Vendor Registration developed for Central Government department/public Sector undertaking. 3 Experience in development of Online Software for Inspection call developed for Central Government department/public Sector undertaking. 4 Synchronization of Online and offline data for Central Government department / Public Sector undertaking. 5 Creation of parallel web based environment for Central Government/Public Sector undertaking. 6 Having online server with more than 25 GB of data handling experience. 7 Configuration, customization & integration of earlier available/ running software with newly developed module, if done for Central Government department / Public Sector undertaking. 8 Configuration of backup software for online scheduling of backup activity for Central Government department (Indian Railway preferred) / Public Sector undertaking. 9 Should have given good configuration server on hire/ sale for providing related services like mirroring/data backup (locally at client premises) to at least 01 government client in past 03 years. Should have successfully executed such work for at least 01 year & must have a certificate to this effect done for Central Government department. Page 4 of 8

5 Annexure-III Requirement of Software to be developed 1.0 QA Civil Directorate has the responsibility of multi sourcing for the P.Way items under its Control and inspection of safety critical items entrusted to it. The Master List of Approved Vendors for Vendors Approved by all Civil Engineering Directorates is issued by QA Civil Dte. twice in a year. The monthly correction slips for items of QA Civil Dte. are also issued. The items for which Master List of Approved Vendors is maintained is available in this document available at RDSO website. The product inspection assigned to QA Civil Dte. includes the groups of Grooved Rubber Sole Plates, Elastomeric Pads, Glass Filled Nylon Liners, HDPE Dowels, AT Welding Portions and CMS Crossings. 2.0 The online vendor directory will having following module:- i. Item master giving details of all items included in vendor directory ii. Vendor Master related to vendors. iii. Master List of approved vendors report and monthly correction slip as per existing format iv. Online request for reassessment/renewal and up gradation with issue of certificate about validity. v. Module for Generation of notices on format at predefined interval. 3.0 Online inspection monitoring system will have following module. a) Vendor /Interface Module: i. Facilitate entering the details of inspection calls by the approved vendor including the necessary attachments like internal test report etc. of the item offered for the inspection by the vendor. ii. Facilitate display of status of the inspection calls. iii. Facility for handling inspection calls related to a particular Zone for example Kolkata. iv. Facilities for processing of the inspection calls related to Seven Stage inspection of CMS Crossings also. b) Administrative Module:- Facilitate the following i. Development of the inspection plans for the few selected items. ii. Scrutinizing of inspection calls logged by the vendor and indexing the calls as per the requirement. iii. Provision for adding any new item into the system or deletion of an item. Page 5 of 8

6 iv. Provision of suspension of inspection or revocation of inspection as and when required. v. Nomination of inspectors and further changes as required. c) Inspector module of software shall facilitate the following: i. The inspector shall be able to log in with a protected password, the status of inspection and the dates. ii. The inspector will be able to download check sheet of the item being inspected and take out a print of the same and use for preparation of IC once the item is found conforming to the specification. iii. Inspector should be able to send the feedback forms, daily progress by uploading necessary documents online. d) Report Module to facilitate generation of the following report:- i. Value of goods inspected/quantity inspected zone wise, item wise, vendor less item wise and vendor wise. ii. Inspection calls overdue by more than a month. iii. Daily summary of IC issued and number of days taken for starting the inspection. iv. Number of calls pending firm wise, zonal railways wise and item wise. v. Rejection and non-conformities details. e) Zonal Centre Module: The software shall segregate and process zone wise inspection call. Facility shall be available for 3 outstation Zonal office apart from offices at Lucknow without any modification to software. f) Purchase Order Monitoring Module: The supply performance against particular purchase order shall be processed to generate MIS report on desired format. g) Log in Facility: Unique log-in facility for every Vendor, RDSO official and Zonal Railway officials as directed. 4.0 Required Features of the web base software: a. The different software developed shall be seamlessly integrated in single system. b. Features of the software s to be developed 1. 7 2. Facility of data structuring on 24x7 basis. 3. Creation & integration of database with both offline & online solution 4. Providing Local Server support at RDSO for data porting, structuring, analysis, reporting & synchronization for the period of currency of work. 5. Development of software for synchronization of online and offline data. 6. Hourly & daily backup with full time resource to manage the database. 7. Provision for creation of Zone level inspection call e.g. Kolkata Zone 8. Inspection of CMS crossing 7 stage inspection. 9. Database authentication with Rights & Privileges for Local users via customized Software for Vendor Support. (i) Product Monitoring Inspection System. 10. Providing off-line software Vendor data to RDSO officers. 11. The services of server made available for this work should have following softwares/systems installed. Operating System Windows 2008 Server Database Server Microsoft SQL Server Internet Information Server Net Enable Software s FTP Server Antivirus 12. Provision for creation of Zone level inspection calls e.g. Kolkata Zone. 13. Software should also be able to handle inspection being carried out QA Civil Directorate including that of CMS Crossing involving 7 stage inspection. 14. Portability of offline data on online server. 15. Creation of parallel web based environment in the QA Civil Dte. i.e. on RAID 0 backup server in parallel as on the internet server. 16. Installation & Configuration of Server service for the period of work. 17. Configuration of backup software for online scheduling of backup activity 18. Complete mirroring and backup of online database including files and folders created by users attaching documents with applications forwarding to the directorate. 21. The software should be easy to install & ready to use, user friendly, easily accessible through internet explorer, Mozilla Fox etc. 24. Software should be network based on LAN, WAN and internet. 8 25. The software will be developed over server technology. 26. The printable MIS report should be customized as per the users requirement. 27. Designing and creation of database for all the items and approved vendor and their details. 28. Designing of a web based online vendor directory. 29. Designing and development of module for generation of type approval certificate and other letter templates. 30. Facility of online submission of call letters by approved vendors. 31. Facility of online inspection monitoring. 32. Facility to generate online IC and various reports as per formats. 33. The software should have in-built security features based on role basis using password level protection. 34. The source code along with software design will be RDSO s. 35. Property & the developer/firm will have no claim over it. The firm should provide the complete documentation. 36. In case, any change is required during development of software and before accepting final software, necessary changes may be incorporated in the software. 5.0 Desirable configuration of online server to be made available for the period of currency of work.
