1 REPUBULIKA Y U RWANDA MINISITERI Y ABAKOZI BA LETA N UMURIMO REPUBLIC OF RWANDA MINISTRY OF PUBLIC SERVICE AND LABOR The Ministry of Public Service and Labour (MIFOTRA) wishes to recruit the civil servants on the following vacant positions: Job Positions Attributions Specific requirement for the post Post number 1. Employment Programs and Skills Officer - Elaborate, implement and evaluate the impact of the national Capacity building policy to develop the competencies of the national manpower - Collect information with the experts in charge of the development in all various economic sectors of activities of the country (in ministries, agencies, districts, etc.) and with the main employers unions Analyse the information given also by the «Labour Market Information System» on the identified needs per sectors of activities, according to existing national competence A0 in Economics, Labour Economics, Economic Planning, Economic Policy and Development Studies 1 - Cooperate with the ministry of Education, Universities and the Rwandan Development Board, so as to adjust the initial, professional and technical education programs to the priorities that have been identified to answer the national needs - Organise sensitization campaigns of the operators of the private sector and of the population to invest in training and apprenticeship Develop and implement mechanisms to promote auto job training Produce the annual balance stating the national competencies and indicating the shortfall and saturated competences per sectors of activities and geographical areas in Rwanda

Performance Management Systems Officer - Elaborate and Initiate Administrative Reform Policies, Strategic Plans, and Set up systems to formalize management procedures through procedure manuals, for better transparency in the running of Government Institutions and for the achievement of the national development goals; - Organize and Supervise the implementation of Reform Policies and Strategic Plans; - Plan, Organize and Supervise periodic assessments and reviews of Administrative Reform actions; - Provide Technical support to the Elaboration and Improvement of Administrative Reform Legal Framework; - Elaborate mechanisms of modernization of Public Service controls through computerized systems and other modern management systems - Ensure the compliance of Mission re-assignments for Government institutions on their Structures; - Initiate Systems, processes and procedures for HRM, Institutional Management and Capacity Building; - Initiate motivation mechanisms to attract and retain staff in the Public Service; - Streamline the Organizational and Salary Structures of Government institutions to ensure compliance with existing policies and laws in force; - In collaboration with Remuneration Officers, Fix annual wages bills in accordance with approved job positions; Propose and ensure standardized salaries for personnel under Single Project Implementation Units (SPIU) and analyze their specific organizational structures for approval A0 in HR Management, Public Administration or Administrative Sciences, Management, Economics, Public Policy Or Master's Degree in the same fields. 1

3 3.Legal Research and Reform Officer - Develop and update the regulatory texts of the public Administration (laws, decrees, instructions) in order to support the modernisation and support of the public services - Propose useful expertise to rework the fundamental texts governing the administration of public services and notably the Civil Servants Status, the laws on decentralisation and delegation of responsibilities delegated in matter of salaries, recruitment and administrative acts delivery, etc. - Deliver legal opinions argued on the texts of laws and regulations to be modified: Collect with the experts in charge of the reform and in charge of the performance the requests, approved by the authorities, of changing or reviewing the legal texts - Propose justified amendments of legal texts and regulations in order to answer the request Watch that the modifications support and facilitate the modernisation and reform of the public services - Submit the laws and regulation projects to competent authorities for validation: Prepare and follow their transmission to the Cabinet then to the Parliament Follow the decisions taken - Organise the official publication of the new texts and regulations and their dissemination to the concerned people: Inform the Official Gazette A0 in Law.

HR Procedures administrative act officer - To prepare different Cabinet Papers for Public Servants to be submitted to the Cabinet Meetings - To elaborate Administrative Acts regarding Public Servants - To Prepare and Organize different trainings in the area of Human Resources Procedures - To monitor and make follow up of Recruitment Processes in entire Public Service - To Manage Public Servants from the Recruitment Process up to the Retirement Age - To participate in the elaboration of different Public Policies and Laws regarding entire Management of Public Servants - To follow up the implementation of IPPIS in the area of Management of Public Servants and generate from IPPS all required data on Human Resource Management - To respond to different requests from the Public Servants A0 in Law, Public Administration, Administrative Sciences, Human Resources Management; 2. The Ministry of Public Service and Labour is also looking for qualified and competent contractual personnel for National Employment Program in MIFOTRA Single Project Implementation Unit (SPIU) Job Title: 1. Labour Market Economist Specialist Duties and Responsibilities i. Ensure that the LMIS Unit will have a leading role in the production of timely, relevant and up-to-date LMI. ii. Analyse labour market information and interpret labour markets dynamics and trends of employment indicators; iii. Deduce and document implications on development and on industry competitiveness in Rwanda;

5 iv. Be responsible for in-depth analyse and dissemination of labour market information to the industries, stakeholders and to all the other interested parties and end users; v. Act as a link point for other labour research related projects; vi. Conduct in-depth analysis of different surveys especially ( Establishment survey, Household Surveys, Population Census, etc ) to deduce policy recommendations on labour and employment ; vii. Facilitate documentation of best practices and lessons learned in measuring labour market indicators ; viii. Initiate labour research studies and projects needed to inform labour and employment policies and regulations; ix. Analyse the relationship between sector growth and changes in employment and analyse dynamics behind sectoral relocation of workers. x. Support sectors to mainstream employment in their strategies and action plan. xi. Work closely with LMIS team in developing baseline, performance indicators and targets to track the performance of job creation and to track the implementation progress of National Employment Program; xii. Assist in conducting employment programs impact assessment; xiii. Identify and promote networking with relevant stakeholders in labour and employment statistics, research and trends; xiv. Assist in identifying new program interventions to foster employment and their monitoring and evaluation framework ; xv. Support LMIS Unit to establish tools in particular software and outputs system based on the ILO s LMIL; website and dissemination tools available xvi. Carry out other duties as may be assigned. Qualification and Competent required - Master s Degree in Economics, labour economics, development studies with at least 4 years working experience in the area of socio-economic research and statistics, preferably related to Labour and Employment; - Knowledge of labour market information and policy issues in east Africa in general and Rwanda in particular; - Strong technical skills in research and data analysis/management using statistical software especially SPSS or STATA - Familiarity with quantitative and qualitative economic research methodologies; - The ability to construct clear and concise arguments to facilitate the translation of research into policy recommendations; - Evidence of excellent written and oral communication skills, in particular evidence of explaining technical information to nonspecialist audiences. - Experience of producing written documents and papers to a high standard format; - Experience in business and employment dynamics analysis and forecasting.

6 - Pronounced critical thinking and analytical skills; - Strong interpersonal and networking skills. 2. Entrepreneurship and Business Development Officer Responsibilities : i. Support establishing and managing a performance monitoring framework with clear-cut goals, outcomes, outputs, inputs, processes, indicators, data needs and sources, and reporting formats and frequency, for effective monitoring; ii. Consolidate action Plans and Budgets for NEP entrepreneurship and business development interventions across implementing institutions; iii. Monitor the implementation of entrepreneurship and business development programs and counter verify the accuracy of implementation progress reports and propose action to be taken to optimize impact; iv. Support business development and access to finance implementing agencies to report timely and insure quality assurance through counter verification field visits; v. Support to Consolidate reports of entrepreneurship and business development from different implementing agencies including Districts; vi. Preparing periodic progress reports on entrepreneurship and business development of NEP related interventions; vii. Monitoring and following up progress on various proposals, meetings, reports, working papers etc. with concerned authorities; viii. Able to perform other related activities in the field of entrepreneurship and business development. Qualification; - At Least Bachelor s degree in any of the following Economics, Project Management or Development Studies, Applied Statistics, Planning and M&E, Business Administration with at least 2 years relevant experience working in M&E and planning; - Demonstrable experience of working with Multiple stakeholders and development partners - understanding of monitoring and evaluation methods and processes; - Experience of Project Management Skills & Competencies Required - Ability to provide technical advice and build strong working relations with a wider range of stakeholders - Good analytical skills - Strong interpersonal and networking skills
