MSF S ACCESS CAMPAIGN Médecins Sans Frontières (MSF) is a leading international, independent, medical, humanitarian organisation, dedicated to providing medical humanitarian assistance to vulnerable populations in times of conflict or disaster. In 1999 MSF created the MSF Access Campaign, made up of a team of medical, legal, pharmaceutical, policy and communications specialists, to improve access to existing drugs, diagnostics and vaccines that are unaffordable and to stimulate the development of newer better medical tools that people in countries where MSF works urgently need. II. POSITION BACKGROUND MSF s Access Campaign has been working in China since 1996, with a focus on exploring the opportunities in improving access to priority medicines in China, and promoting China as a strategic global player in access to medicines for vulnerable populations in developing countries. Building on this, the purpose of the position is to engage with government, academics, civil society organizations, think tanks, legal and health professional communities, industry and other stakeholders in China to monitor and ensure the access of MSF and broader vulnerable populations to more affordable, quality-assured medical products from China. III. PLACE IN THE ORGANISATION The Access Campaign Adviser-China is located in Beijing and reports to the Head of Regional and Francophone Advocacy in Paris. S/he will be responsible to develop and contribute to the achievement of MSF s Access Campaign objectives and development of activities in China; s/he will ensure the coherence of Access Campaign positioning and communication within MSF Hong Kong, the Beijing Office including with the MSF HK Beijing representative and medical advisor. 2 Thanks to a scientific regulatory background the AC Adviser-China will also have functional links with the AC Pharmacist Coordinator, and other members of the access policy team. IV. OBJECTIVES OF THE POSITION The Access Campaign Adviser - China will be expected to lead and coordinate MSF s Access Campaign s activities in order to achieve the following objectives: Contribute to the development of strategies addressing access issues to MSF priority products, including API(s), developed and manufactured in China. Describe, analyze and maintain the landscape of product development pipelines for products of interest to MSF operations. With the support of the policy and pharmacist teams and a consultant describe, analyze and maintain the landscape of the relevant intellectual property, trade, health, regulatory and pharmaceutical policies of government, global health actors and CSOs in China. Implement product-specific advocacy action plans in China on HPV and beyond. Ensure representation on MSF AC priority dossiers. Reinforce linkage with MSF Hong Kong Beijing Office. V. MAIN RESPONSIBILITIES Identifying access challenges Coordinate and support consultation work covering the following topics: o Analyze the impact of the Chinese intellectual property law and regulatory reform on the development and licensing of new medicinal products o Analyze the registration process for new diagnostics, medicines and vaccines, including the possibilities for accelerated or fast-track processes o Landscape development, licensing and WHO PQ challenges concerning products of interest to MSF from the perspective of the leading Chinese companies Liaise and maintain advocacy network with key think tanks, academics, government and inter-governmental organizations and civil society on the issue of access to medicines and innovation inside China and in the context of China s participation to international platforms. Update the MSF pharma network on major pharmaceutical news including government reforms and quality related issues. Monitoring & research with support from consultants Access Campaign Adviser China 2

3 Lead research and analysis on availability, prices, and sources for vaccines and other priority products (such as TB API / Drugs, TB diagnostics) in China targeted by MSF s Access Campaign. Monitor, analyze and make critical recommendations for MSF s engagement to China s law and policy development concerning pharmaceutical patent and innovation, including but not limited to those concerning TRIPS flexibilities, China s technical support to other developing countries on patent laws, and China s approaches and policies to pharmaceutical innovation. Update and maintain an overview on China and a situation analysis on access-related topics. Monitor Access Campaign-relevant policy debates and positions of global health actors in China and ensure that MSF is able to influence the Government of China s position related to access, innovation and R&D including at international forums. With consultancy support, recommend actions on relevant patent oppositions for API / drugs (such as Velpatasvir). Networking, advocacy & representation Identify and maintain key contacts with academics, policy advocates, policy makers, legal and public health professional communities, think leaders, research institutions and government agencies with regular exchange on the issue of access to medicines and innovation Maintain and expand network including participation and representation of MSF AC in external meetings, events and conferences at national level. Represent MSF on access to medicines topics at external meetings, workshops and conferences, and with UN agencies, policy and research forums, WHO, appropriate environments involving private sectors, key global health actors and relevant government departments in China. Provide information to Chinese stakeholders and work with them on issues related to access to medicines including intellectual property and public health-based incentive for biomedical R&D. Maintain and expand the network with Chinese pharmaceutical companies of interest and participate to audits conducted by the MSF pharma network in China Planning & reporting Regular reporting to the Head of Regional & Francophone advocacy on implementation of activities and progress toward objective achievement. Regular functional reporting and discussing with medical and pharmaceutical team on key dossiers and product-related analyses, strategies and issues of concern Ad hoc reporting on topics mentioned above. Participate in MSF s Access Campaign annual meeting and relevant team calls to inform more widly the Access Campaign about needs, developments and activities in China. Lead on the development of MSF s Access Campaign strategy for China and globally. Access Campaign Adviser China 3

4 Internal coordination Maintain excellent working relationship with the MSF Representative and Medical Representative in China to ensure coordination and coherence of engagement with external actors in China. Cooperate with the MSF Hong Kong Communications Department in order to ensure that the Access Campaign positioning is coherently and accurately reflected in MSF communication initiatives and materials in China. Coordinate translation (English to Chinese) of selected Access Campaign reports and briefing papers. Coordinate closely on development of plans with relevant dossier focal points in MSF s Access Campaign as well as Access Campaign positions in BRICS. VI. PROFILE REQUIREMENTS Required: Genuine interest in and commitment to the humanitarian principles of MSF Chinese citizen fluent in Mandarin. Excellent command of written and spoken English at working level. Pharmacist or scientific background with a Masters in scientific regulatory affairs. At least three years significant work experience in a related field, experience in the pharmaceutical sector in Chinese or international companies would be a plus. Solid understanding of structures and workings of Chinese government bodies at central and provincial level. Proven analytical, writing and communication skills. Ability to work independently and in a multi-cultural team setting. Ability to work under pressure and with strict deadlines. Self-motivation, excellent organizational skills, flexibility and creativity. Clear commitment to humanitarian work. Willingness to travel within China and abroad. Good computer literacy. Strongly desired: MSF field experience Experience of policy advocacy and campaigning. Familiarity with patent law and/or drug administration laws. Knowledge of pharmaceutical issues.
