2 2 Minutes of proceedings of the 192nd meeting of the Kativik Environmental Quality Commission () held at the Hôtel du Fort at Montreal on October 17, Present: Peter Jacobs, Chairperson Lisa Koperqualuk Daniel Berrouard Larry Watt Pierre-Michel Fontaine Eli Aullaluk Absent: Guest: Putulik Papigatuk Édith van de Walle Mireille Paul Mélissa Gagnon, Executive Secretary The 192nd meeting of the was held at Montreal on October 17, A preparatory session was also held in the morning of the same day by the Inuit members and the Executive Secretary to discuss the projects on the agenda. At the meeting, decisions were taken on the exemption application submitted by Adriana Resources regarding waste management at the Alpha Camp, the 2010 annual activity and environmental monitoring report and the environmental monitoring program, version 2, for the Nunavik Nickel project by Canadian Royalties. The members completed the directive for the wind farm construction project at the Raglan Mine by Xstrata Nickel. The members discussed the MDDEP s parc national des Monts-Pyramides project, for which the impact study was recently submitted by the project proponent and public hearings are scheduled to be held during the week of November 21 at Kangiqsualujjuaq, Kuujjuaq and Kawawachikamach. No decision was taken on the application for a modification of the certificate of authorization concerning the operation of a sandpit at kilometre 34 near Lake François-Malherbe under the Nunavik Nickel project by Canadian Royalties since the is still awaiting certain additional information that was requested. Other topics on the agenda could also not be discussed since the is still awaiting additional information. Regarding the Project 2A for iron deposit mining at Goodwood, Leroy 1, Sunny 1 and Kivivic 3S by New Millennium, additional information requested by the was recently submitted to the Administrator; no decision could therefore be taken on this topic. The next meeting is scheduled to be held on November 21 at Kangiqsualujjuaq.

3 1 1. Adoption of the agenda The agenda was adopted following the shifting of item 3a to item 6 and the renumbering of the following items. 2. Adoption of the minutes of the 190th and 191st meetings The minutes were adopted with a few changes. 3. Main points of the last meeting a) Raglan mine: Application for a modification of the certificate of authorization concerning the construction of a wind farm, Xstrata Nickel: The members discussed the project directive. One member asked that an addition be made in the section on decommissioning in order to require the project proponent to specify if the related budget is to be added to the rehabilitation budget for the mine and, if yes, the amount. Perform the last adjustments to the directive and transmit it to the Administrator. b) Raglan mine: Application for a modification of the certificate of authorization concerning increased power generation, Xstrata Nickel: This item was not discussed since the is still awaiting additional information from the project proponent. None. c) Nunavik Nickel project: 2010 annual activity and environmental monitoring report and environmental monitoring program, version 2, Canadian Royalties: The members reread the decision, which in particular includes new wording for conditions 6.8, 6.9, 6.10, 6.11 and 8.1 of the certificate of authorization issued on May 20, The members agreed that the decision letter was complete and adequate. It may therefore now be transmitted to the Administrator. The decision of the will be transmitted to the Administrator.

4 2 d) Nunavik Nickel project: Application for a modification of the certificate of authorization concerning the operation of a sandpit at kilometre 34 near Lake François-Malherbe, Canadian Royalties: The members discussed the additional information tabled by the project proponent and noted that answers were provided only for questions 4 and 5. It was therefore agreed that the project proponent would be asked to provide answers for the first three questions. A second request for additional information will be transmitted to the Administrator. e) Nunavik Nickel project: Application for a modification of the certificate of authorization concerning the relocation of the collection basin and the discharge point for the Mequillon mine, Canadian Royalties: This topic was not discussed as the is still awaiting additional information from the project proponent. None. f) Project 2A for iron deposit mining at Goodwood, Leroy 1, Sunny 1 and Kivivic 3S, New Millennium: The additional information requested by the was recently submitted to the Administrator by the project proponent. The members will therefore review the information contained in the submitted documents and discuss it at their next meeting. Review the additional information submitted by the project proponent. g) Parc national des Pingualuit: Conservation Plan, MDDEP: This topic was not discussed as the is still awaiting additional information from the project proponent. None.

5 3 4. Waste management at Alpha Camp, Adriana Resources Inc. The members discussed the exemption application submitted by Adriana Resources and decided to approve it given that the project does not present any major issues. An exemption letter will be transmitted to the Administrator. 5. Raglan Mine: Application for a modification of the certificate of authorization concerning the fish monitoring program, Xstrata Nickel The members discussed the modifications proposed by Xstrata Nickel. The will consult experts on the subject in order to determine if the proposed modifications are acceptable. A decision will be taken once this consultation is complete. Review the expert opinions on the subject once they have been received and then take a decision on the application submitted by the project proponent. 6. Parc national des Monts-Pyramides project, MDDEP The members discussed the letter transmitted by the Hunting, Fishing and Trapping Coordinating Committee concerning penalties for non-authorized access or poaching in the future park. The members next discussed the recently submitted impact study and the public hearings scheduled to take place in November. Review the impact study and additional documents submitted by the project proponent. 7. Nunavik Nickel project: Application for a modification of the certificate of authorization concerning the operation of the Expo No. 2 quarry, Canadian Royalties The application for a modification of the certificate of authorization has just been submitted to the Administrator by the developer. The members will read the information contained in the application and discuss at the next Commission's meeting. Read the additional information provided by the proponent.

6 4 8. Logo, website, budget The Chairperson informed the members that a new budget application is being prepared and will be transmitted shortly to the Administrator, as agreed at the last meeting. The members were also informed about recent developments concerning the updating of the website. The members comments regarding the logo proposals will be transmitted to the designer, Thomassie Mangiok. Work to update the website will continue and be completed as soon as possible. The budget application will be finalized and transmitted to the Administrator. 9. Miscellaneous None. 10.
