OPG s L&ILW DGR Joint Review Panel Hearing EA Follow-up Monitoring and Mitigation October 5, 2013
Presentation ti Outline Framework of the EA follow-up monitoring program Purpose of EA follow-up monitoring Elements of the program Proposed monitoring Summary 2
EA Follow-up Monitoring i Program Framework (1) Comprehensive program to identify broad range of monitoring Baseline monitoring EA Follow-up monitoring Conventional regulatory monitoring Radiological regulatory monitoring Environmental Management Plan monitoring 3
EA Follow-up Monitoring Program Framework (2) Pre-Licensing Surface water quality and quantity Groundwater quality and levels Habitat for species at risk Baseline Monitoring Site Preparation and Construction Phase Radionuclides in groundwater, surface water, sediment, air Noise, air quality (including radon), vibration Surface water quantity and quality Groundwater quality and levels Habitat, wildlife Socio-economic effects EA Follow-up Monitoring: Operations Phase Surface water quantity and quality Groundwater quality and levels Habitat Radiological Regulatory Monitoring Conventional Regulatory Monitoring 4 Environmental Management Program Monitoring Radiological Environmental Monitoring Program
Purpose of EA Follow-up Monitoring i EA Follow-up Monitoring to: Verify the predictions of the environmental effects of the project and the assumptions used in predicting effects Confirm the effectiveness of the mitigation measures Identify need for additional mitigation Program reviews provide opportunity for adaptive management EA Follow-up monitoring ends once predictions verified 5
EA Follow-up Monitoring i Program (1) Integrated with Environmental Management Plan Includes annual reporting of results of EA follow-up monitoring and results available to public Provides for annual assessment of performance and evaluation of core components every five years Includes contingency plans to address unforeseen effects or correct exceedances, as required OPG responsible to implement the program 6
EA Follow-up Monitoring i Program (2) Comprehensive program developed based on predicted effects Includes monitoring of: Air quality, noise and vibration Surface and groundwater quantity and quality Terrestrial and aquatic habitat and biota Socio-economic effects In-design mitigation measures included in many cases in determining residual adverse effects Includes preliminary description of monitoring activity, duration, frequency and parameters Detailed monitoring plans to be developed in future 7
Air, Noise and Vibrations Monitoring i To verify: Air quality predictions Noise predictions Blast vibration magnitude predictions Effectiveness of mitigation Monitor: Air quality indicators (NO x, PM 2.5, PM 10 ) Noise levels Blast vibration Project phase: Site preparation and construction 8
Surface Water Quantity Monitoring i 9 To verify: Prediction that changes in water flow in North Railway Ditch do not affect Stream C Predicted changes in flow in un-named ditch (Interconnecting Road ditch) No changes to water levels in marsh Monitor: Flow in north railway ditch and un-named ditch Water levels in northeast marsh Project phase: Site preparation and construction; operations
Surface Water Quality Monitoring i To verify: Prediction of no impact to surface water quality Monitor: Underground water prior to discharge to surface runoff Waste rock characteristics Discharge from the stormwater management pond Project phase: Site preparation and construction; operations MacPherson Bay 10 Un-named ditch discharge
Groundwater Monitoring i To verify: Zone of influence and drawdown predictions Changes in near-surface groundwater levels and quality Monitor: Water levels in network of boreholes Contaminants of concern in near-surface groundwater upstream and downstream of the DGR Project Project phase: Site preparation and construction; operations Monitoring Well WSH
Habitat t and Species at Risk Monitoring i 12 To verify: Ditches are renaturalizing No additional loss of aquatic habitat Effectiveness of exclusion fencing Effects on wildlife populations Monitor: Status of vegetation in ditches Slope stability Presence of crayfish chimneys and sightings of at-risk species Vehicle-wildlife strikes Project phase: Site preparation and construction; operations Snapping Turtle Burrowing Crayfish Chimney
Socio-economic and Aboriginal Interests Follow-up To verify: Prediction of nuisance effects Public attitudes in the community have not changed as a result of the DGR Project Monitor: Public feedback received at engagement activities and responses to newsletters, phone and input Results of Public Attitude Research Project phase: Noise: site preparation and construction Attitudes: site preparation and construction 13
Radiological i l Environmental Monitoring i 14 To verify: Construction has not affected tritium plume from WWMF Radon levels in the underground are low Releases from underground Dose to public Monitor: Radionuclides in near-surface groundwater Radon in air underground Radionuclides in sediment in MacPherson Bay and un-named ditch Radionuclides in stormwater management pond and vent shaft emissions Project phase: Site preparation and construction; operations Bruce nuclear site Radiological Environmental Monitoring Program to continue
Adaptive Management Monitoring gprogram intended to be adaptive Review of results will assist in identifying improvements/changes to the EA Follow-up Monitoring Program Where necessary changes will be made to: Optimize effectiveness of program Enhance mitigation Discontinue monitoring where appropriate 15
Contingency Planning Contingency plans include: Retention and treatment of effluent Isolation of the stormwater management pond Modifications to blasting program 16
Opportunities for Input Monitoring program proposed by OPG Regulatory reviews and stakeholders input Input received will be considered in revised program OPG Proposes Monitoring Stakeholder Review Modifications, If Required Final EA Follow-up Monitoring Program 17
Term of EA Follow-up Monitoring i EA follow-up monitoring program encompasses baseline, follow-up and monitoring to verify predictions and compliance Long-term intent is to discontinue EA follow-up monitoring once predictions and effectiveness of mitigation demonstrated Regulatory monitoring expected to continue throughout the operating life of the Project 18
EA Follow-up Monitoring i Summary Comprehensive program to verify effects predictions and assess mitigation effectiveness Conforms with CSA N Integrated with Environmental Management Program Results of monitoring i will be shared with the public Includes adaptive management and contingency planning 19
