1 Dear Contestant, On behalf of the New York State Golf Association and the Otesaga Resort, welcome to the 2016 New York State Men s Amateur & Senior Amateur Four-Ball Championships. Please take a few minutes to review the following information: Schedule of Events Saturday, May 21 - Practice Rounds 9:00am - 5:00pm.. Practice rounds are available for a cart fee. Contact the host club pro shop to schedule a tee time Sunday, May 22 - Round 1 11:00am - 12:35pm.. Contestant registration will be beneath the NYSGA tent at the pro shop 12:35pm - 12:45pm.. Announcements 1:00pm Round 1-18 holes, four-ball stroke play (shotgun start) 6:30pm-7:30pm. Cash bar (wine/beer/soda) 7:00pm Contestant dinner at the Otesga Resort Hotel Monday, May 23 - Round 2 8:40am - 8:45am.. Announcements 9:00am.. Round 2-18 holes, four-ball stroke play (shotgun start) 2:00pm.. Contestant lunch 2:30pm.. Awards ceremony Contestant Information Leatherstocking Golf Course: The Leatherstocking Golf Course is located at 60 Lake Street, Cooperstown, NY Format: This championship will be conducted over two stipulated rounds each consisting of 18 holes, played at four-ball stroke play. The USGA defines this format of play as follows: A competition in which two competitors play as partners, each playing his own ball. The lower score of the partners is the score for the hole. If one partner fails to complete the play of a hole, there is no penalty. The team in each division (Men s Amateur and Men s Senior Amateur) with the lowest score after 36 holes will be the division winner. In the case of a tie for either championship division, a hole-by-hole playoff will begin immediately on the first hole. Practice Rounds: A practice round is available for all contestants in the field and may now be scheduled by calling the Leatherstocking Golf Course professional shop ( ). The club will charge a cart fee for all players utilizing a practice round. Registration: Contestants are asked to register on Sunday, May 22 prior to the start of the first round. Registration will take place beneath the NYSGA tent located adjacent to the Leatherstocking Golf Course clubhouse. Only one team member is required to register. Course Yardage: Attached with this document you will find the scorecard with the approximate distance that the course will play. Driving Range: The use of the driving range, which is located just north of the club on Route 80, will be available compliments of the NYSGA on Sunday (10:30am-12:30pm) and Monday (7:00am-8:30am). Golf Carts: Included in the entry fee is use of a golf cart for all championship rounds.

2 Contestant Dinner: The NYSGA invites all players to be its guests at the Contestant Dinner, held in the Otesaga Resort s ball room, starting 7:00pm or shortly after the completion of Sunday s first round. Guest tickets are available and will be sold at registration for $50 each, cash or check only. The dress code for dinner is golf attire, and the entrée will be roast prime rib. If you have special dietary restrictions, please contact me and we will make the necessary arrangements. Contestant Lunch: Following conclusion of play on Monday, May 23 will be a complimentary lunch for all players. Food Service at the Otesaga Resort: Players will be responsible for any food and beverage purchases outside of the Contestant Dinner. The Leatherstocking Golf Grill & Patio and the Otesaga s Hawkeye Restaurant will be open for service throughout the championship, and will accept the following payment options: cash, credit and room charges for hotel guests. If you are staying at the Otesaga Resort, I highly recommend you take advantage of the complimentary breakfast. Ensure that you get there early so you can make the 9:00am shotgun on Monday morning! Awards: Trophies will be awarded to the champions in each division. Dress Code: Contestants are required to wear pressed and neatly presented traditionally acceptable golf attire while participating in this championship. If a contestant is found to be wearing clothing contrary to this code, or is wearing acceptable clothing in a non-traditional manner, they will be asked to make the necessary corrections or risk the penalty of disqualification. Conditions of Competition and Local Rules: Listed below are a number of important Conditions of Competition and Local Rules for this Local Qualifier. Notice to Competitors: Please check on the first tee for the Notice to Competitors. Conforming Clubs and Balls: Visit the USGA website ( for a list of approved golf balls and drivers for the competition. Distance Measuring Devices: A player may obtain distance information by using a device that measures distance ONLY. If, during a stipulated round, a player uses a distance-measuring device that gauges or measures other conditions that might affect his play (e.g., gradient, wind speed, temperature, etc.), the player is in breach of Rule One Ball Rule: The One Ball Rule will not be in effect. Pace of Play: The NYSGA Pace of Play Policy is available on the NYSGA website and will be enforced at this championship. It is the players responsibility to read, understand and follow the policy described therein. 4 Local Rules and Conditions of Competition FOR 2016 NYSGA CHAMPIONSHIPS The Rules of Golf as approved by the USGA and The R&A govern play. See applicable championship or qualifying round Notice to Players and Entry Application for additional Local Rules and Conditions. The complete text of the Rules and Appendix I may be found in the Rules of Golf, effective January LOCAL RULES Out of Bounds Defined by inside points, at ground level, of white stakes and fence posts. Rule Water and Lateral Water Hazard Stakes and Lines When a water hazard or a lateral water hazard is defined on only one side, it is deemed to extend to infinity. When a water hazard or lateral water hazard is bounded by out of bounds, the hazard margin extends to and coincides with the out of bounds line. Ground Under Repair Defined by white lines. Flower beds (mandatory relief) and french drains (optional relief) are defined as ground under repair. Rule Ground under repair may include areas of unusual damage, including areas where player traffic or maintenance equipment has combined with wet conditions to affect materially the ground surface, but only when so declared by an authorized member of the Committee. When immediately adjacent to an obstruction, such an area is part of the obstruction. Seams of Cut Turf (Sod Seams) The Local Rule as prescribed Turf Plugs on the Putting Green May be repaired even if they are not 4 1/4 inches. Immovable Obstructions Include worn areas adjacent to cart paths, plastic bumpers on roads and paths and mats secured to the ground with spikes when the bumpers or mats cover cables. White-Lined Areas Tying Into Artificially-Surfaced Roads and Paths Have the same status as the roads and paths, that of obstructions. Wood Chips and Mulch Are loose impediments, unless otherwise provided for in Notice to Players. Embedded Ball Through the Green Local Rule as prescribed Integral Parts of the Course Include cables, rods, wires or wrappings when closely attached to trees; artificial walls and pilings when located in hazards, unless otherwise provided for in Notice to Players. Temporary Power Lines and Cables Local Rule as prescribed Temporary Immovable Obstructions Local Rule as prescribed CONDITIONS OF COMPETITION List of Conforming Driver Heads Optional Condition as prescribed List of Conforming Golf Balls Optional Condition as prescribed Discontinuance of Play Optional Condition as prescribed All practice areas are closed during suspension for a dangerous situation until the Committee has declared them open. Players who practice on closed practice areas will be asked to cease doing so; failure to comply may result in revocation of entry. Note: A suspension for a dangerous situation will be signaled by one prolonged air horn note. All other types of suspension will be signaled by three consecutive air horn notes, repeated. Resumption of play will be signaled by two short air horn notes, repeated. Pace of Play See separate Notice to Players for pace of play guidelines, when applicable. Practice Prior to and after his round in stroke play, a player may practice on the designated practice areas. Rule 7-1b applies to other practice in stroke play. Distance Measuring Devices In all NYSGA competitions, a player may obtain distance information by use of a distancemeasuring device. If, during a stipulated round, a player uses a distance-measuring device to gauge or measure other conditions that might affect his play (e.g., elevation changes, wind speed, etc.), the player is in breach of Rule Close of Competition The competition is deemed to have closed when the trophy has been presented to the winner or, in the absence of a prize ceremony, when all scores have been approved by the Committee.

5 The New York State Golf Association s Pace of Play Policy It is a condition of the competition that the competitors follow the NYSGA s Pace of Play policy (see below). Out of Position Defined The first group to start will be considered out of position if, at any time during the round, the group is behind their allotted pace of play as determined by the NYSGA Committee. This time is provided on a competitors scorecard and is provided to all Rules Officials. Any subsequent group will be considered out of position if they (a) are behind their allotted time and (b) reaches the teeing ground of a par 3 hole which is clear, fails to clear the teeing ground of a par 4 hole before the preceding group clears the putting green, or arrives at the teeing ground of a par 5 hole when the preceding group is on the putting green. Warnings, Timing and Penalties Players in a group which is out of position and behind their allotted time will notified that they are out of position and that the group must make an effort to catch up with the group in front of them. If in a short period the group does not get closer into position, the official will inform the group that they will now be timed. The timing of a player s stroke will begin when he has had reasonable opportunity to reach his ball, it is his turn to play and he can play without interference or distraction. On the putting green, timing will begin after a player has been allowed a reasonable amount of time to mark, lift, clean and replace his ball, repair his ball mark and other ball marks on his line of putt, and remove loose impediments on his line of putt. The player is expected to play a stroke within 40 seconds. Time spent walking forward or backward for determining yardages as well as time spent looking at the line of putt from beyond the hole and/or behind the ball will count as part of the time taken for the next stroke. If a group is being timed, any player who takes more than 40 seconds to play a stroke is subject to the following penalties: First Offense: One Stroke Second Offense: Two Strokes Third Offense: DISQUALIFICATION Note: If a group being timed regains its proper position, any previous bad timings will be carried over for the remainder of the round in the event that the group requires additional timing. Note: If a ruling or other uncontrollable delay causes a group to lose its position, the group is expected to regain its position within a reasonable time.
