2 Keynote Speakers David Otley is Emeritus professor of Accounting and Management at the Lancaster Management School. He is regarded as one of the leading academics in the area of accounting and management. He has conducted research in the areas of budgetary control systems, management control systems and performance management for the past forty years and is known for his major publications in the leading journals of this field. He concentrates particularly on the behavioural aspects of control systems and is noted for his work on the contingency theory of management accounting. More recently he has developed a framework for the study of performance management systems which is being widely used both by researchers and practitioners. Christoph Reichard is emeritus professor of Public Management and member of the Potsdam Centre of Policy and Management and of the Institute of Local Government Studies, all at Potsdam University. His main fields of research include public management reforms, variants of public service delivery, performance management, public financial management and public personnel. Recent research projects deal with the evaluation of national and international trends of public management reforms, with corporate governance problems of public enterprises, with the use of financial data for managerial decisions and with education and training in the German public sector. He published about 260 books and articles. More information: Martin Piber is associate professor at the Department of Organization and Learning and head of the research centre Organization Studies at Leopold- Franzens-Universität in Innsbruck/Austria. He is and has been teaching in several bachelor, master-, PhD-, and further education programs in Austria, Germany, Italy, South Africa, Spain, and Sweden. His research and his publications focus on performance measurement and evaluation, aesthetics and aesthetic understanding of organizational practices, the relevance of culture and art for society as well as managing and organizing public organizations with a special emphasis on the area of the arts and culture, hospitals and universities. 2
3 Keynote Speakers Iain Watson is Director of Tyne & Wear Archives & Museums (TWAM) since November 2010 and a member of TWAM s Senior Management Team since 2001, following a previous 18 years experience in the cultural and heritage sector. Iain is a Director of Audio Visual Arts North East, a lay member of Newcastle University s Ethics Committee, a member of Durham University s Museums Board, a member of the Cultural Heritage Advisory Team at Newcastle University s International Centre for Culture and Heritage Studies and a Board Member of the Great North Run Cultural Programme. He has written and lectured extensively on museums, learning and heritage and has a strong track record in leading change. He is a Board member of the Museums Association. Mike Bewick joined NHS England at its inception having worked in NHS Cumbria and NHS North as a medical Director since He brings experience in assessment of individual doctors performance being a former chair of the RCGP examination and as vice chair of the postgraduate training board. His current role includes being the SRO for revalidation, strategic lead for Primary Care and oversight of Specialised Commissioning and Informatics. He has led the review process around Children s Heart Surgery in Leeds, inputting into the new review of children's cardiac services nationally. He chaired two of the Keogh Reviews in the North of England, and subsequently led CQC of inspection visits in the initial phase of this work. Martin Taylor is Head of Finance at Health Education East of England, which is responsible for developing and training the healthcare workforce with a 400 ( 490) million budget. Martin also chairs the regional Finance Skills Development Group which provides a range of training for finance and clinical staff. He was previously Head of Finance at a Strategic Health Authority responsible for a population of 15 million, and Finance Director at an NHS Trust specialising in care for people with a learning disability. He is a Fellow of the Chartered Association of Certified Accountants (FCCA). 3
