Meeting for the implementation of Vienna Resolution October, 2009, Florence, Italy Organizing institutions: European Society for Environmental History Università di Firenze Ministero per le Politiche Agricole Alimentari e Forestali Collaborating institutions: UNESCO World Heritage Centre Council of Europe European Landscape Convention Italian Society for Silviculture and Forest Ecology The scientific guidelines for the implementation of social and cultural values of sustainable forest management (SFM), produced by IUFRO, have been developed to facilitate the implementation of Vienna Resolution 3 Social and Cultural Dimensions of SFM, which was endorsed at the Ministerial Conference on the protection of Forests in Europe (4 th MCPFE) in Vienna The aim of the upcoming meeting in Florence, to be held on October 2009, is to have a broad discussion on how these guidelines could be focused and broadened for implementation in all MCPFE countries. It is important to develop initiatives aiming at an effective inclusion of social and cultural values in SFM. One starting point for this, are the guidelines mentioned above. Background As a follow-up on the Vienna Resolution 3, the international seminar on Forestry and our cultural heritage was held in Sunne (Sweden) in June 2005, attended by participants from 13 countries. The seminar was organized as joint effort of Sweden, the Joint FAO/ECE/ILO Expert Network and the MCPFE Liaison Unit Warsaw. The following year a meeting on Cultural heritage and sustainable forest management: the role of traditional knowledge was held in Florence, Italy (11-15 June 2006). The meeting was organized by the International Union of Forest Research Organizations (IUFRO) Research Unit Forest and Woodland History and the IUFRO Task Force on Traditional Forest Knowledge. It was supported by the University of Florence, the U.S. Forest Service and the MCPFE Liaison Unit Warsaw, in cooperation with the Italian Ministry of Agriculture, Food and Forest Policies, the Regional Government of Tuscany, UNESCO, and the European Society for Environmental History. The Conference attracted 120 participants from 24 countries, including forest scientists, forest

2 managers and planners, forest policy experts, and representatives from the UNFF, FAO, UNCCD, UNESCO, the Council of Europe s European Landscape Convention. At the MCPFE Expert Level Meeting (ELM) held on 9-10 October 2006 in Warsaw, Poland, IUFRO offered to take a leading role in work related to implementation of Vienna Resolution 3, by developing scientific guidelines on preserving and enhancing the social and cultural dimensions of sustainable forest Management in Europe. This offer by IUFRO was supported and appreciated by the ELM. The report Guidelines for the implementation of Vienna Resolution 3 were presented by IUFRO at the MCPFE ELM held on 3-4 September 2007 in Warsaw. The ELM acknowledged the IUFRO efforts as excellent and crucial work. The report was appreciated as a valuable document for further work on the cultural values of forests after the Warsaw Conference. The scientific guidelines propose an integrated strategy to include cultural and social values in SFM, as well as specific indicators to be incorporated along with those already produced by MCPFE. The lack of specific indicators is considered to be one of the main obstacles in assessment of social and cultural values, both at international and country levels. A landscape approach is suggested by the guidelines as an effective approach for the implementation of cultural values in forest policies, at Pan European, National, and Regional levels. Such an approach is consistent with the goals of the European Landscape Convention, promoting the development of policies to protect landscape values and the cultural identity of the territory. Objective and expected outcome of the meeting The Florence meeting aims to initiate a technical discussion among the experts of the MCPFE countries about the strategies and actions proposed in the scientific guidelines for social and cultural values of SFM, in order to facilitate efficient implementation of Vienna resolution 3. INFORMATION ON THE FIELD TRIP The Landscape Park of Moscheta was created in 2007 in order to save the cultural values presented by the landscape of this mountain area. Moscheta was a Benedictine Abbey founded in the year It is surrounded by woodland and pastures, first managed according to the rules adopted by monasteries and later transformed into a farm, organized into 8 holdings according to the traditional share crop system. In 1950 it was bought by the Italian State and later given to the Region of Tuscany. In the last 50 years the area was affected by a very high rate of abandonment of farming and traditional forest activities, and the management adopted by the forest service has involved afforestation with exotic species. Recently the Nature Conservation Service has established a site of NATURE 2000 network within the park. These developments have created a tension between official forestry, nature protection and the conservation of the local cultural heritage and the traditional management practices made by farmers, foresters and shepherds. The visit will present the features of the park, including a 300-year old veteran chestnut orchard, ongoing activities to valorise the area, as well as the strategies and problems connected to the conservation of this cultural landscape.
