4 THE PUBLIC ADMINISTRATIONS CONTEXT IN ITALY 1/2 In the last years, the demand for transparency in the field of Public Administration (PA) has been exponentially growing in Italy. Transparency has become a strategic element (more than necessary) for improving the economic, financial and organizational management of public matters. Also, transparency stimulates the accountability of what has been accomplished, and this brings a noticeable improvement to the quality of PAs, both in terms of supplied services, and in the organizational field.

5 THE PUBLIC ADMINISTRATIONS CONTEXT IN ITALY 2/2 The institutional P.A.s websites have become the main places for transparency criteria applications The italian P.A.s are more than , subdivided as follows: Municipalities, Provinces, Regions 300 Central P.A.s Other P.A.s typologies Schools Each P.A. has both its own website and budget for its independent management 66 transparency obligations defined by italian law

6 THE PROBLEMS OF THE TRANSPARENCY A great number of websites and transparency obligations Heterogeneusly of the P.A.s expressed as: Size High number of users interested in the trasparency available budget amount of information to show Presence of a certain degree of complexity in finding information in different sites Difficulty to verify whether or not the transparency obligation is fulfilled.

8 GENERAL GOALS: Redesign the structure of the administrative web transparency service, so that the citizen is placed at the center of the process. Put citizens at the same level of the P.A.s, as both can have easy access to the Compass without any special requirements. Respect the technological and organizational independence of the P.A.s, in order to avoid additional costs. Guide the citizens and the P.A.s in the web transparency field. Promote the friendly control and participation of citizens to increase the level of transparency of the P.A.s, through an effective use of social media and new technologies. Develop a real-time dashboard about the state of transparency in all Italian P.A.s.

9 GENERAL INFORMATION THE NEW COMPASS STRATEGY The Compass of Transparency is an online tool, open to everyone, directed to: Guide the users and the P.A.s thruogh the Transparency field Monitor the fulfillment of the new Transparency law(decree 33/2013)

10 WHAT THE COMPASS CAN DO FOR THE USERS It gives the possibility to analyze and monitor the websites of the P.A.s It guides the users in the identification of the contents of interest, directly inside the website of the P.A.s It allows the transparency control of the P.A.s (friendly citizen control) It enables a more efficient accountability of the P.A.s It facilitates the collaboration among users and P.A.s in order to increase the overall level of transparency

14 HOW THE COMPASS WORKS The COMPASS uses an automatic engine that: Analyzes the institutional websites. Collects the results of the analysis in a data warehouse. The engine looks for the links, pointing to the transparency sections, according to the new Decree 33/2013. Data are collected and made available in different ways to users. It allows a real time check and a periodic monitoring. It permits ranking actions, comparison and benchmarking among P.A.s disseminated in Italy

22 CONCLUSIONS The Compass of Transparency has been designed and developed in order to be completely and easily transferred into different administrative contexts, also in other countries. It is possible to replicate the Compass in a completely different environment, where there is a different institutional organization and where are different contents published according to its laws.

23 THE FUTURE CHALLENGE As a dream, we could imagine to build an international federated system about "transparency compliance where healthy benchmarks among different countries could constitute a sound prerequisite for an ideal global society development.
