1 PJM Generator Interconnection Request Queue #B47 550MW Impact Study Report April 2001 DMS#
2 General Project #B47 is a Conectiv Mid-Merit 550 MW (Summer) generation addition to be located adjacent to the existing Hay Road generation facility in New Castle county, Delaware. The generation addition will be arranged in a combined cycle configuration consisting of three gas turbines and one steam turbine. Three gas turbines are scheduled for commercial operation in May 2001 with connection to the Edgemoor 230kV substation on an interim basis (see #B47 Interim Impact Study report). The permanent connection to 500kV will be commercial in December A steam heat recovery unit will be added in May Direct Connection Requirements Project #B47 generating facilities will be located at Hay Road Generating Station but will be connected to the transmission network at the 500 kv Substation. This will require the addition of a new 23 mile circuit and a dedicated kv transformer as shown on the one line diagram below Keeney kv Hope Creek MVA Substation 7.28 mi. Utilize open position on dbl ckt tower occupied by existing line (Keeney - 230kV) approx. 23 miles 5.29 mi. Utilize open position on dbl ckt tower occupied by existing line (Keeney - Harmony 230kV) 0.84 mi. New R-O-W 3.46 mi. Utilize open position on dbl ckt tower occupied by existing line (Basin Rd. - Churchmans 138kV) 4.87 mi. rebuild existing 6805 line (Basin Rd. - Edgemoor 69kV) 1.7 mi. New R-O-W Project #B47 550MW CT1 CT2 CT3 ST 190MW Hay Road Generating Station 1
3 Conectiv Power Delivery will be responsible for construction of the facility upgrades necessary to connect the new generation. The estimated costs for the direct connection facilities are as follows: Radial 230kV line from #B47 to 500 kv substation $ 24,660, kv Substation work: 500 kv bus extension, install two circuit breakers (one 500 kv and one ), install 750 MVA 500- transformer, and provide line termination for the new 23 mile radial line from project #B47 $ 11,645,000 Total $ 36,305,000 The estimated time needed for construction of the above facilities is 8 months. All estimated direct connection costs include 37% Cost in Aid of Construction (CIAC). Network Impacts The system, as planned, was evaluated for compliance with reliability criteria. The B47 project was studied as 550MW capacity. The results are summarized below. Normal System Single Contingency (MAAC Criteria IIA) Second Contingency (MAAC Criteria IIB) Multiple Facility Contingency (MAAC Criteria IIC) Generator Deliverability The Graysferry-Parrish 230kV circuit was overloaded under normal system conditions. This overload was identified for a previous project and project B47 contributes 31 MW to the overload. Stability (MAAC Criteria IV) Stability analysis was performed at light load conditions and for maximum summer generator output. 2
4 See attachment #1 for the fault cases evaluated. The range of contingencies evaluated was limited to that necessary to demonstrate compliance with MAAC Reliability Criteria IV. Note: While the stability analysis has been performed at extreme system conditions, there is a potential that evaluation at higher levels of generator output over a range of load levels would disclose unforeseen stability problems. The MAAC yearly reliability analysis to be performed to test all system changes will include this evaluation. Any problems uncovered will need to be resolved. CETO/CETL (MAAC Criteria III / VIIB) Short Circuit Analysis System Reinforcements The Grays Ferry-Parrish circuit overload can be eliminated by reconductoring the circuit. The cost is estimated at $14,700,000 and is expected to take three years to complete. Cost Allocation The B47 project is 100% responsible for the direct connection costs of $36,305,000 for the project as described above. All network cost allocations only consider projects prior to and including B47 in the PJM generator interconnection queue. The B47 project contributes to the requirement for reconductor of the Grays Ferry Parrish 230kV circuit as described above. The B47 project cost allocation is 7.71% of $14,700,000 or $1,134,000. 3
