4 4 CDM the Concept Collaborative Decision Making (CDM): A joint initiative aimed at improving air traffic management with collaborative technologies and procedures, and providing the greatest benefit to all parties. The principle behind CDM: Shared information will lead to a more efficient ATM network.

5 5 Components of CDM Information Sharing - Common situational awareness - Minimum Infrastructure Distributed Planning - Procedures, processes, decision support, etc. - Roles and responsibilities A common goal - Improved predictability

8 8 How can a partner participate in Airport CDM? Anyone can become a CDM partner Data must be of a certain standard (quality & timeliness) Sign LOA / MOU sensitive data will be masked to partners data only used to support CDM

10 10 The Deficiency When a/c flying => accurate predictions and estimates (FMS and ATC) When a/c on ground => big black hole unknown progress (at local & network level) Urgent need => for transparency and accuracy for all airport partners

11 11 The Solution Link the airport to the ATFM network Leverage of existing decision support and surface management tools to provide this capability at modest financial investment

12 12 The Solution Airports, Airlines, Air Traffic Control, and ATFM should all be thought of as a single operational chain in which information sharing and collaborative decision making are key concepts The CFMU s Future Role: It will collaborate even more closely with airport operations and become deeply involved with the collaborative decision making processes (EUROCONTROL Director General, 2004) How?

14 14 Collaborative Management of Flight Updates Messages More accurate ETOT = better flow management Information exchange via DPI (Departure Planning Information ) Short messages in ADEXP format DPI On going trials in : Barcelona, Brussels, Munich and Zurich airports Procedural issues still to be resolved

16 16 Collaborative Management of Flight Updates FUM FUM (Flight Update Message) sent from CFMU to CDM-A Contains ELDT, ETO last point in FPL, flight status FUM is more effective than traditional MVT messages FUM

18 18 Why is CDM essential for DMAN? Just like other ATC tools (e.g. STCA, MTCA, AMAN), DMAN can only work with accurate estimates Why should DMAN (and SMAN / A-SMGCS) rely on FPL data? Is there something better available? YES Airport CDM

21 21 The proof Athens (ATH) CDM tool during the 2004 Olympic Games: For 75,9% of all delayed departures, there was a first CDM warning min before SOBT Predictability is of major importance in airline and airport scheduling. Cutting 5 min. off 50% of schedules would be worth some 1000 million per annum in better use of airline and airport resources... PRR 8
