1 Prepared by Network Center for Community Change The Russell neighborhood is located in West Louisville, north of Broadway and west of downtown. The neighborhood boundaries are W. Market to the north, Roy Wilkins Ave to the east, Broadway to the south and 32nd St to the west. Surrounding neighborhoods are Portland, Downtown, California, and Shawnee. There are nearly 40 churches in the neighborhood, 4 public schools and 4 metro parks. In the past, wealthy, working class and poor residents have lived in the neighborhood and prominent public figures built homes on Chestnut St post Civil War. From the turn of the century to the 1960s, Russell was a well established and popular African American neighborhood, once known as Louisville s Harlem. The neighborhood included America s first library open to African Americans, The Louisville Defender publication, and Central High School (once Louisville s African American High School). 1
2 Population Age and Sex The population of the Russell neighborhood is estimated at 10,753, approximately 1% of Jefferson County s total population of 735,804. Russell is a young neighborhood, with a median age nearly 12 years younger than Jefferson County as a whole years vs years. Russell s population is 58% female and 42% male. There are 71 males per 100 females in the neighborhood. Jefferson County s population is 52% female and 48% male or 93 males per 100 females. Population Pyramid for Jefferson County The population pyramids to the right display population distribution across age ranges by sex. Russell s population pyramid shows a large percentage of population under 5 years old, among both sexes (people under 5 years old account for 15% of Russell s total population) and a spike in year old female population. 5 Schools Jefferson County Public Schools' student assignment plan, designed to foster economic and racial integration across the district, means that many students attend school outside their neighborhood. The District is organized into clusters, with a "resides" school for each cluster. Many students attend their "resides" school, while others attend magnet schools or programs. Each school is assigned a score based on the academic measures above and then ranked from one (lowest) to 99 (highest). The schools are then given a classification that is determined by the school s score which include: needs improvement, proficient, distinguished, or progressing. Schools can be placed in either a recognition category (Highest Performing or High Progress schools) or support category (Priority or Focus schools) based on their performance. Race and Poverty According to the 2013 JCPS Equity Scorecard report, the percentage of students proficient in reading are significantly lower for students on free/reduced lunch and even more so for non-white students. The report states that within the district, only 2 in 10 black students on free/reduced lunch are proficient in reading. 7 Landuse Overview Russell has four distinct use areas: 1) industrial areas along two railways, 2) commercial districts along both Broadway and W. Market St, 3) a historic residential area that is primarily single family, and 4) Beecher Terrace East, a public housing complex. The map above shows the northern and southern borders as what might be classified as commercial corridors with a combination of both older corner stores and newer strip mall structures. Business includes: ACE Hardware, Porter Paint, Family Dollar, Hollywood Wings, Taco Bell, Pizza Hut, Papa John s, KFC, Wendy s, Indi s, Ryder Trucks, Syls s Lounge, AutoZone, H&R, Bear and Tub s Auto Detail, East Coast Customs, Louisville Plate Glass, Klein Brothers, Stewart s Pawn, Dairy Mart, AAA Chiropractic. In the 1940 s, Chestnut and Muhammad Ali (formerly Walnut Street) had much of the neighborhood s assets large Victorian homes, black owned businesses, music venues and clubs. In the 1960 s, urban renewal and its social effects changed much of this landscape. The Victorian mansions along W Chestnut St. and the shotguns houses on neighboring streets have been registered under the national historic registry. This huge effort has put 1,503 historic properties in Russell [1,380 houses, 66 commercial buildings, 16 churches, 4 restaurants, 2 schools, 2 libraries, 1 temple, 1 fire department, 31 others] on the registry. 7
8 Landuse Industry Industry Type Name Industry is the second largest percentage of landuse in Russell, 18% of the total neighborhood area. The industry is generally concentrated around shipping and manufacturing. The table (right) shows some of the companies in the area though it is not an exhaustive list. Baxter Square and Elliot Square are Olmsted Parks. Western Cemetery is a large open space, acres. Baxter Square is between 11 th and 12 th Streets, Jefferson Street is to the north and Baxter Community Center is on the southern border. There are two basketball courts, a shelter, a playground and a spray park. Baxter Community Center has indoor courts, fitness facilities, youth programming and a GED program. Elliot Square is between 28 th and 29 th Streets, Magazine St is to the north and Elliot Ave is to the south. It has a perimeter walking path and a large ball field. Other amenities include a basketball court, a picnic shelter, horseshoe pits, a playground, and a spray park. William Brit Park is another park just north of Elliot Square across Magazine St. It has a few park benches along walking paths. Sheppard Park is between 16 th and 17 th Streets, Magazine St. is on the south and Plymouth Ct is on the north. It has a basketball court, a picnic shelter and a playground. 8
9 Housing Housing Characteristics 60% of the housing in Russell was built before Only 24% of Jefferson County s housing was built before that date. A significant percentage, 57%, of Russell s housing are structures with 2 or more units 31% of Metro Louisville s housing is multi-unit. Beecher Terrace is a public housing complex built 1941 that housed World War II plant workers. It currently has 760 units. It is famous for Louisville s first African American Girl Scout troop, the home of boxing great Greg Page, and the Baxter Community Center. Housing Cost as Percentage of Income Russell Metro Federal housing standards suggest that affordable housing should not exceed a third of a household s income. However, Russell has 8% of Metro s total vacant and abandoned properties. 15% of Russell s single family homes are vacant and abandoned, compared to 2% of Metro s. In the last 15 years there has been a decrease in home values in West Louisville. 92% of single family homes in Russell have had a deed transfer during that time. Taking the difference between the last sale price and the current assessed value, Russell has a net loss of $9,287,092 in single family property value in 15 years.
