4 EXPLANATION OF TERMS FOR DATA BOOK Assessment - Explanation of Terms Unbridled Learning (Accountability Model)- The next-generation learners accountability model is anchored in college and career readiness for all students, annually reporting the disaggregated Performance Measures for the Next-Generation Learners student outcome measures in math, reading and science, social studies, and writing to assess school performance. The model also includes student achievement growth measures, (This model is based on student data from state-assessment emphasis on college and career readiness, high school graduation rates, and increased focus on the lowest-performing schools. The accountability model holds all schools and administered in grades 3-12) districts accountable for improving student performance and creates three performance classifications. School and district classifications are based on the following measures: Distinguished: 90th Percentile and Above Proficient: 70th Percentile - 89th Percentile Needs Improvement: Below the 70th Percentile Persistently Low Achieving: Persistently Low Achieving: A school that is in the lowest five percent (5) of all schools that fail to meet the achievement This is a Rewards/Assistance Category not a regular school classification. targets of the state accountability system KRS for at least three (3) consecutive years. Overall school scores are calculated from the following areas: Achievement (Content Areas are reading, mathematics, science, social studies and writing.) Gap (percentage of proficient and distinguished) for the Non-Duplicated Gap Group for all five content areas and six Gap groups: (Gap creates a single student group that includes students with membership in the following groups as required by federal guidelines: African-American, Hispanic, Native American, students with disabilities, poverty (qualified for free or reduced price lunch) and limited English proficient.) Growth in reading and mathematics (percentage of students at typical or higher levels of growth) College Readiness (Middle Schools) as measured by the percentage of students meeting benchmarks in three content areas on EXPLORE College/Career-Readiness Rate (High Schools) as measured by ACT benchmarks, college placement tests and career measures Graduation Rate - (see Non-academic section) Process: Individual student data collected from the assessment areas listed above are used to generate a numeric value in each category of Next-Generation Learners (Achievement, Gap, Growth, College/Career Readiness and Graduation Rate). The value for each category is weighted to create a final overall score (see weighted chart below). Achievement Gap Growth College/Career Readiness Graduation Rate Elementary NA NA 100 Middle NA 100 High School/District Performance Classifications- A standard setting process established the cut scores to classify a school or district as: Distinguished, Proficient or Needs Improvement. 9 Kentucky s Unbridled Learning Assessment and Accountability System The next-generation learners accountability model is anchored in college and career readiness for all students. Like previous accountability models, it continues annual public reporting of disaggregated student outcome measures in math, reading and science to assess school performance. However, this more robust next-generation model also includes student achievement growth measures, emphasis on college and career readiness, high school graduation rates, student achievement in writing and social studies, and increased focus on the lowest-performing schools. Additionally, the new accountability model holds all schools and districts accountable for improving student performance and creates four performance classifications that determine consequences and guide interventions and supports. School and district classifications are based on the following measures: Achievement (Content Areas are reading, mathematics, science, social studies and writing.) Gap (percentage of proficient and distinguished) for the Non-Duplicated Gap Group for all five content areas Growth in reading and mathematics (percentage of students at typical or higher levels of growth) College Readiness (middle school only) as measured by the percentage of students meeting benchmarks in three content areas on EXPLORE College/Career - Readiness Rate (high school only) as measured by ACT benchmarks, college placement tests and career measures Graduation Rate (high school only) - The following formula is an example of the 2011 Averaged Freshman Graduation Rate (AFGR) graduates with standard diploma in 4 years plus 2011 graduates with standard diploma and an IEP specifying more than 4 years to graduate Membership in (Grade 9 in fall 2007 plus Grade 10 in fall 2008)/2 What does the New Kentucky accountability System look like? Achievement + Gap + Growth + College/Career Readiness OVERALL SCORE Percentile Rank = Overall Category Distinguished Above 90 th Percentile Proficient 70 th to 89 th Percentile Needs Improvement Below 70 th + Graduation Rate Other Labels Applied to Schools Reward School: Schools of Distinction and High Performing Priority School: Current PLA schools Focus School: Schools underperforming in closing the achievement gaps Lowest 10 percent of the student group gap All schools with individual gap groups underperforming in the third standard deviation below the mean. Any school having a graduation rate below 60 percent for two years in a row. Progressing: The 2012 Overall Score will need to improve each year, starting in The improvement goal is called the Annual Measurable Objective (AMO). If a school meets its AMO, it will be labeled as Progressing, Meaning it is moving in the right direction Tools to Help Schools Meet the Accountability Model: A set of aspirational Delivery Targets for the components of Achievement, Gap, College/Career and Graduation will be created for each school. These Delivery Targets for each component will help schools stay on track to improve their Overall Scores and to meet their AMOs.

The rate uses aggregate student membership data to estimate the size of an incoming freshman class and aggregate counts of the number of regular diplomas awarded four years later. The incoming freshman class size is estimated by summing the membership in grade 9 for one year and grade 10 for the year after and then dividing by two. The averaging is intended to account for higher grade retentions in the 9th grade in order to estimate the number of first-time 9th graders. Although not as accurate as an on time graduation rate computed from a cohort of students using student record data, this estimate of an on time graduation rate can be computed with currently available data. The following formula is an example of the 2011 Averaged Freshman Graduation Rate (AFGR) graduates with standard diploma in 4 years plus 2011 graduates with standard diploma and an IEP specifying more than 4 years to graduate Membership in (Grade 9 in fall 2007 plus Grade 10 in fall 2008)/2 Note: The National Center for Education Statistics (NCES) definition includes grade 8 in the denominator to estimate the freshmen class, but Kentucky will only use data from grades 9 and 10 in order to calculate consistent school and district rates for accountability purposes. Numerator in the four year adjusted cohort graduation rate plus the number of students from the cohort who earned a regular high school diploma by the end of the 2014 school year Denominator in the four year adjusted cohort graduation rate plus students who transferred induring the school year minus students who transferred out, emigrated or died during the school year

It is measured by EXPLORE scores for middle school and at the high school ACT benchmarks, college placement tests and career measures. Accountability is based on students enrolled a full academic year (100 days). Note: Because students may achieve both college and career readiness, numbers in the College Ready and Career Ready columns may not equal the non duplicated total. 1 The College Ready indicator includes graduates who met the Kentucky Council on Postsecondary Education (CPE) Systemwide Benchmarks for Reading (20), English (18), and Mathematics (19) on any administration of the ACT. The College Placement Tests indicator includes students who passed a college placement test (Compass or KYOTE). 2 The Career Ready indicator includes graduates who met benchmarks for Career Ready Academic (ASVAB or ACT WorkKeys) or Career Ready Technical (KOSSA or received an an Industry Recognized Career Certificate). Graduates that have met both career ready benchmarks are included in each respective column which could result in the same student being counted in multiple columns. 3 This total includes only individual graduates (non duplicated) who received a high school diploma or certificate of attainment. Graduates with a diploma could have met both college ready and career ready benchmarks. Graduates with a certificate of attainment must have met the readiness standards on the Transition Attainment Record (TAR). This is not a total of the college ready and career ready columns. 4 The Accountability Points with Bonus is calculated using the Percentage of Graduates (high school diploma or certificate of attainment) College and/or Career Ready AND a Half point bonus for graduates meeting College Ready (ACT or COMPASS or KYOTE) AND Career Ready Technical (KOSSA or Industry Certificates). Note: Percentages may not sum to 100 due to rounding. District and state results are based on the standard grade configuration of K 5, 6 8 and "***" indicates unreportable populations with fewer than 10 students or populations where all students score at the same performance level.
