2 A Decade of Growth and Change In 2000, West Virginia University launched a 10-year strategic plan to guide the university to national prominence. West Virginia University s 2010 Plan: Building the Foundation for Academic Excellence identified five goals: 1. Attract and Graduate High-Quality Students, 2. Recruit and Retain High-Quality Faculty Committed to the Land-Grant Mission, 3. Enhance the Educational Environment for Student Learning, 4. Promote Discovery and Exchange of Knowledge and Ideas, and 5. Improve West Virginia s Health, Economy, and Quality of Life. When the plan was announced, Extended Learning was already incorporating emerging technologies to expand access to WVU programming. While the majority of courses in 2000 were face-to-face in off-campus classroom settings, there were courses offered via satellite, the Interactive Video Network, and Public Television. learning was just beginning, with a handful of online undergraduate and graduate courses. With a mandate for growth and a significant investment in technology, this decade was a time for tremendous growth for Extended Learning in alignment with WVU s 2010 goals. The staff has been successful expanding educational opportunities for students both in and out of the state. Extended Learning is now an operation that offers more than 400 undergraduate classes on the web, three undergraduate degree completions program, and more than 20 graduate and certificate programs. There is also a Continuing and Professional Education unit that offers courses for workforce development or personal enrichment. These efforts have expanded WVU s academic reach into every county in the state so that now every West Virginian now has access to a WVU degree. This annual report is the final installment in the 2010 plan. Extended Learning has had another good year in a decade of growth and change. The numbers speak for themselves as we align our goals to the university s 2020 plan. Learning Continues to Grow Of the 74,000 student credit hours (SCHs) generated by Extended Learning, 79 percent were for online classes during the academic year (Fall 09, Spring and Summer 10). Overall, the numbers were up 8,000 SCHs. For details, see pages 4-8. 3 It s important to note that 85 percent of SCHs are generated from full-fee courses; the other 15 percent are professional development courses for K-12 educators, travel courses, and third-party courses that are taken by undergraduates. This is the result of technology that has enabled academic programs to design and deliver specialized content to a broader audience. Extended Learning s commitment to expanding undergraduate online courses for the Multidisciplinary Studies (MDS) degree has resulted in a 8.2 percent increase in SCHs. The MDS degree allows students to choose three minors instead of one major to develop an academic program to meet their needs. By developing online minors, Extended Learning has expanded the reach of this popular degree to adult learners. Three new online minors were launched during the year: Public Relations, Religious Studies, and Sports Communication. Approximately 4,775 registrations resulted from the 258 undergraduate course offerings in AY The new Sports Communication minor, which is a collaboration of the College of Physical Activity and Sport Science and the Perley Isaac Reed School of Journalism, accounted for almost 850 of these registrations. The following minors showed significant increase over the previous years: Advertising percent History + 19 percent Child Development and Family Studies + 10 percent Religious Studies percent. Overall, graduate online/blended degree/certificate program enrollment growth was up almost 7 percent primarily due to: Legal Studies percent Elementary/Secondary Education percent Reading percent Integrated Marketing Communication percent Public Health/School Health percent Nursing (MSN and RN to BSN combined) percent Occupational Therapy percent. Two new Health Sciences programs also generated healthy enrollments. The Doctorate of Nursing Practice produced 333 SCHs, and the Emergency Medicine Graduate Certificate program produced 258 SCHs. While most of our growth and evolution has been online, Extended Learning continues to support three site-based graduate degree programs by offering a special tuition rate to regional out-of-state residents. Students pursuing these degrees in faceto-face settings accounted for 11.6 percent of Extended Learning s program-specific student credit hour generation. Of the three graduate programs Communication Studies, Social Work and Safety Management only Social Work produced significant growth as it expanded its cohort base. Summer Session Highlights From birth to death and beer to pets, Extended Learning awarded more than $120,000 in grants to six colleges to develop academic or continuing professional education on-site courses designed to expand summer offerings and bring new audiences to Morgantown. WVU s Summer Session enrollment held steady during this time of economic downsizing. Although traditional on-campus enrollment exhibited a slight decrease in headcount (enrollment loss of approximately 150), this was offset by an increase in online headcount. Combined credit hour growth yield was almost 4 percent. For details, see page 9. High School Access Extended Learning s High School Access program had 803 enrollments. Participation was up 25 percent or 156 enrollments with 23 high schools offering WvEB Algebra and Trigonometry to increase statewide mathematics proficiency. For details, see page 8. Continuing and Professional Education Continuing and Professional Education served 3357 adult learners. 7 Expanding Access at the Undergraduate Level There is a significant need for online undergraduate programs to serve the place-bound adult population. Extended Learning offers three undergraduate degree completion programs. There is an RN to BSN program for registered nurses who want to obtain a bachelor s degree. There are also two degrees that offer students flexibility to design their own program of study using online courses: Regents B.A. (RBA) and the Multidisciplinary Studies degree (MDS). Regents B.A. This year the Higher Education Policy Commission launched a statewide campaign entitled the RBA Today to encourage adults to return to school. WVU Extended Learning quickly saw the advantages of partnering with the state in this program and developed a web page and offered virtual information sessions targeted to this audience. Plans were developed to offer shorter courses (i.e. 6 weeks) to serve adult learners. West Virginia University offers more online courses for undergraduates than all the other state institutions combined so this was a good opportunity to market WVU programs. Extended Learning was the first to offer the online information sessions for this audience. RBA students can choose an area of emphasis for their study. WVU offered online courses in the following areas: Advertising American History Business Child Development Communication Studies Professional Writing Public Relations Religious Studies Multidisciplinary Studies The MDS degree allows students to choose three minors instead of one major to create a degree best suited to their career goals. Extended Learning has worked closely with departments to develop online minors, and as more courses and new minors become available and students graduate, there can be shifts on enrollment. WVU offers online courses comprising 10 minors. The following charts outline the activity in this area. These classes are developed by WVU faculty and facilitated by local high school teachers. There are 23 high schools now participating in the Extended Learning ACCESS program. This year WVU began offering classes in Moorefield and Lincoln high schools. Other high schools offering Extended Learning ACCESS classes include: Bridgeport, Brooke, Calhoun, Clay Battelle, East Fairmont, Fairmont Senior, Grafton, Hampshire, Hedgesville, John Marshall, Liberty, Morgantown, North Marion, Preston, Ripley, Roane, Robert C. Byrd, South Harrison, Tygart Valley, and University. College Algebra followed by Plain Geometry continue to be most popular. In 2009, Lucas Bolyard, a student in ASTR 293A, discovered a neutron star or rotating radio transient. 9 Summer Sessions Increasingly Important Extended Learning provides leadership for Summer Sessions on the main campus. WVU s summer entrepreneurial model provides incentives to colleges to meet the demand for courses. The summer term has become increasingly important for the campus, not only for the revenue it generates, but because it helps students graduate early or on-time. There were more than 2,000 courses offered in the summer including on-campus courses, research, independent study, etc. With 375 sections of online courses offered, students had a wide array of choices. The Instructional Technology Resource Center (ITRC) works closely with faculty to develop interactive courses and they also provide workshops and brown bag lunches to help faculty learn and share the best practices with online tools. Respecting Copyright in Your Course, a new collection of copyright information includes a presentation on copyright exceptions for instructors, a wizard to help faculty determine if there is a strong case for Fair Use, a tool to determine if something is in Public Domain, and information regarding libraries and archives. It can be found at elearn.wvu.edu/faculty/resources/iptools/. WVU Teaching Scholars WVU Teaching Scholars is a selection of modules on solid instructional elements. They were written by WVU faculty for WVU faculty. They showcase best practices, allowing faculty to see what others do, and brush-up on core elements of teaching. At this time, there are two modules available for self-registration. These modules are Assessment and Syllabus. It s available at ecampus.wvu.edu/. More on the Web Extended Learning Faculty Resources can be found at elearn.wvu.edu/faculty/. ITRC Faculty Reference Materials can be found at oit.wvu.edu/itrc/faculty/. ITRC Projects iwebfolio is an electronic portfolio product licensed by Extended Learning for students in degree program. An electronic portfolio is a collection of electronic evidence assembled and managed by a user. Program staff can set up electronic portfolio templates for branding and administration of student portfolio structure. iwebfolio allows the creation of rubrics to facilitate assessment. During the fall 2009 term, the staff published 16 templates and managed 847 student accounts. The General Education Curriculum committee is considering iwebfolio for use in conjunction with the writing-across-thecurriculum program. Marketing and Recruiting Recruiting is part of everyone s job because every interaction with a prospective student can lead to enrollment. From field recruiters to a busy customer service center in Morgantown, the staff is committed to providing a quality experience for anyone seeking our services. Extended Learning staff managed thousands of inquiries during the year via phone, , and face-to-face meetings. The chart below tracks the phone calls received during As expected, peak times are during registration. Extended Learning generates inquiries about programs through a variety of marketing channels: radio advertising through WV Metronews and sports, newspapers advertisements, web banner advertisements, blasts, and internet marketing. 11 WVU Extended Learning Annual Report
12 The staff held on-site information sessions in Beckley, Charleston, Martinsburg, and Parkersburg to provide prospective students with an opportunity to engage with faculty and staff, and 137 new registrations were received as a result of these efforts. Moreover, Extended Learning used virtual information sessions to further reach students in an online environment. A total of 56 virtual sessions were conducted with 409 registrations received and 13 programs participating. Extended Learning continued to utilize College and University Net to market graduate certificates and degree programs online. CU Net produced 707 leads for the following programs: Emergency Medicine Graduate Certificate, Executive Master of Business Administration, Instructional Design and Technology, Integrated Marketing Communications, Legal Studies, Rehabilitation Counseling, and Special Education. Extended Learning now employs two field recruiters. Kimberly Foore is based in the Eastern Panhandle. In August 2010, Extended Learning entered an agreement to share a position with the College of Engineering and Mineral Resources. Allan Campbell was appointed as a field recruiter in Southern West Virginia. Graduate Enrollment Management System (GEMS) The Graduate Education Alliance (GEA) was created to identify opportunities for leveraging resources and to promote best practices related to graduate enrollment management. Once enrollment objectives are established, the role of the GEA is to provide tools and research to assist in meeting these goals. As a collaborative effort between Enrollment Management, Extended Learning, and the Office of Graduate Education and Life, the GEA coordinates the Graduate Enrollment Management System (GEMS) across the de-centralized graduate education framework at WVU. The core purpose of GEMS is to track students through the enrollment process from prospect to enrollment. In 2010, 4,779 graduate applications were submitted via the new online graduate application portal (Apply yourself for on and off campus programs). Significant functionality was added to the online application, including online recommendations and the ability for students to attach supplemental materials (resume, statements of purpose, etc.) In many ways, GEMS Apply Yourself can be viewed as an online filing cabinet for graduate application materials. No more printing/faxing, making copies, creating file folders, etc. Everything is available for review online in real-time, anywhere. After successfully piloting the GEMS application review module (a.k.a. Webcenter) with the School of Nursing, the online graduate application review system is now available to all Colleges/Schools. Training for Admissions staff, Graduate Program Directors, and Administrative contacts is ongoing and by fall 2011 representatives from all graduate programs are expected to be utilizing the system. Another milestone reached in 2010 was the launch of the GEMS Connect pilot within Extended Learning. Connect is the inquiry tracking module of GEMS, and provides for the automation and detailed logging of communications (mailings, s, phone calls, etc.) By communicating with prospective students in a variety of ways, departments can present the most compelling case for choosing graduate study at WVU. The Connect pilot has recently been expanded to the School of Nursing and select programs at HR&E. 14 Continuing & Professional Education Continuing & Professional Education (C&PE) continues to strive to offer excellent programming for personal and professional development. To achieve this, strengthening existing partnerships and collaborative efforts is more important than ever. However, it is also important to form new associates and branch out into new territories and directions that are yet untested. Both strategies were successful in generating enrollment and revenue for the university this past fiscal year. Three existing collaborations continue to grow and be successful: Forensic Science Research Department Institute of Reading Development Homeland Security Programs Two new collaborative efforts launched this past fiscal year: WVU College of Physical Activity & Sports Sciences (CPASS) and Special Olympics North America WVU Center for Excellence in Disabilities (CED) Enrollment was up to 3,357 students compared to 2,747 students the previous year. Extended Learning and the Forensic Science Research Department continue to maintain their strong partnership and collaboration in offering excellence in programming. The Forensic Science Research Department kept to their ambitious plan of developing 2-3 online courses every fiscal year, and met their goal by adding two new online courses this year. Shooting Reconstruction had a total of 103 students, and Crime Scene Investigation, had a total of 65 students. In addition to developing two new online courses, the Forensic Science Research Department updated their two first online course offerings that were launched in The courses, Hair Evaluation for DNA Analysis and Automated Fingerprint Identification System, were given a new look in design as well as a revision in content material. With the course list growing in number, discussion started in Summer 2010 of offering certificate track programs within the next fiscal period. In Fall 2009, Extended Learning and the Institute of Reading Development offered a new on-site course called Speed Reading and Study Strategies. The course is offered for two weekends and is designed to help adult learners increase their effectiveness as a reader and as a student. The original partnership agreement remains the same for this course with the Institute of Reading Development providing the instructors, processing registrations, and sending out direct mail promotional materials. WVU Extended Learning provides the on-site classroom facilities as part of the partnership responsibility. The Speed Reading and Study Strategies course generated 143 students with revenue of $4, The original on-site summer reading program offered to all age levels generated 452 students with revenue of $11, Homeland Security Programs continues to produce high enrollments in all five of their online courses. During the fiscal year, 1,099 enrollments were processed for all 5 courses. The most successful of the five courses is Forensic Epidemiology: Joint Training for Law Enforcement and Public Health Officials which produced almost half the total enrollment at 520 students. A new and successful collaborative effort this year was between Extended Learning, College of Physical Activity and Sports Sciences (CPASS), and Special Olympics North America. Extended Learning and CPASS worked together in the development and design of the online course while Special Olympics North America provided the course content. This material was originally delivered in an on-site training seminar format, and evaluation comments proved repeatedly that coaches wished that more time could have been spent in the seminar - thus the move towards an online delivery. The launch of the pilot Principles of Coaching for Special Olympics took place in fall 2009 with 14 coaches participating in beta testing the course. These coaches came from across the country - from east to west coast, Pennsylvania to Oregon. Extended Learning received a Certificate of Achievement from Special Olympics North America in recognition of going above and beyond the required training standards and competencies as part of the Special Olympics Global Train-the-Trainer Program. Special Olympics North America intends to mandate that this course be taken by all Special Olympics coaches in the future, and just recently the course was accredited by the National Council for the Accreditation of Coaching Education (NCACE). Another new collaborative effort was between Extended Learning and the Center for Excellence in Disabilities. In Fall 2009, an online course was designed to provide professional development, technical assistance, accessibility information and training for faculty and administration to ensure that students with disabilities were receiving an equal opportunity for a quality education at WVU. In Spring 2010, the online course was offered initially just to WVU faculty with a science, math, or computer science background. Enrollment for the course was 50 students, and positive evaluations were received. Finally, C&PE secured a contract in Summer 2010 for a new online registration system, Augusoft Lumens. This new system will allow for better reporting and help assist planning in the areas of marketing, student data research, financial analysis, and future programming. Training of staff begins in August, and system launch is targeted for October. Preliminary discussion has already begun on collaboration with other WVU departments across campus that offer continuing education courses in the utilization of this online system in the collection of registrations.
