Position Information JPO functional title: Programme Officer Main sector of assignment: Sustainable Human Development and SDGs Detailed sector of assignment: Climate Change Mitigation and Green Growth Agency: UNDP Department: Position Status: Sustainable Development Unit Non-rotational Grade Level: (P2) Country and Duty Station: Hanoi, Viet Nam Duty Station status: Family (staff member and eligible family members) Duration and Type of Assignment: One-year fixedterm appointment, with possibility of extension of one or more years subject to performance and fund availability II. Job Purpose and Organizational Context This assignment is designed to provide technical inputs to the development and management for development results in the areas of low-carbon development and green growth in Viet Nam. The assignment entails building and maintaining strategic partnerships, resources mobilization as part of implementing the UN and UNDP Viet Nam resource mobilization strategy, oversight the management and implementation of projects, and knowledge management and policy advocacy. Through the assignment, the selected JPO will benefit from enhancing technical expertise in the subject areas, building professional network and contacts with development partners and the government of Viet Nam, and enhancing analytical and organizational skills. Based in the Sustainable Development Programme Management Unit, the JPO will report to the Assistant Country Director/ Head of SD Unit, and works closely with relevant international technical specialists, programme officers, programme associates in the Unit. In line with UNDP rules and regulations, the JPO s annual performance will be subject to the Performance and Management Development (PMD) process. The PMD will be done by the immediate supervisor, with self-assessment of the JPO. III. Supervision Title of Supervisor: Assistant Country Director/Sustainable Development Team Leader Content and methodology of supervision: As part of the UNDP JPO programme overall framework, the JPO will benefit from the following supervision modalities: Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO Establishment of a work plan, with clear key results Effective supervision through knowledge sharing and performance/development feedback throughout the 1
2 assignment Easy access to the supervisor Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness Guidance and advice in relation to learning and training opportunities within the field of expertise Completion of the yearly UNDP Performance Management Document (PMD) If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties III. Duties and Responsibilities and Output expectations As a member of the Sustainable Development Team (SD), the JPO is expected to make contribution to the formulation of new projects, including preparing concept notes, conducing consultation, undertaking feasibility study, developing full project documents, and appraisal of the project proposal; As a member of UNDP programme team, the JPO is responsible to oversight and implementation of projects assigned to him/her, to ensure quality planning, budgeting, procurement of services and consultants, and oversight the implementation, reporting and monitoring and evaluation for timely delivery of quality results/products; As a member of UN family in Viet Nam, the JPO is expected to make contribution to the implementation of the UN One Plan, advancing UN s delivery as one (DAO) agenda, enhancing synergies and impacts of UN support in the area of climate change and green growth; The JPO will work in partnership with UN/DP colleagues, Government counterparts, project staff, development partners, nongovernment organizations to ensure successful programme development and implementation to achieve One Plan results. 1) Building strategic partnerships and implementation of the resource mobilization strategy (50%) As a member of the SD team, the JPO is expected to make contribution to formulation of new projects and resources mobilization in the areas of low-carbon development and green growth, including renewable energy and energy efficiency, focusing on the following tasks: Implement the UN and CO partnerships and resources mobilization strategies, focusing on analyzing political and development context, identification of new ideas, and formulation of new projects, based society based on UNDP s strategic goals, Viet Nam s needs and donors priorities; and research of information on donors and potential sources of funding; Develop partnerships with Government institutions, development partners, the private sector, civil society; Contribute to or lead (as appropriate) the formulation of CO programme/project in the areas of low-carbon development and green growth for translating UNDP s priorities into local interventions. This will be done in close consultation and collaboration with the Government counterparts, stakeholders and UNDP technical staff/ advisors in Viet Nam in in regional offices and headquarters. 2) Management and implementation of projects and activities (35%) The JPO will function as part of the UNDP programme team responsible for project implementation, backstopping UNDP's overall support and quality assurance work of on-going projects in the area of climate change and green growth, by conducting the following tasks: Supervise and manage projects assigned to her/him, including assurance that projects implementation follows agreed upon prevailing regulations with transparency; Ensure to quality planning (annual, and quarterly work-plans), reporting, monitoring and evaluation of 2
3 projects/programme; Effectively apply Result Based Management (RBM) tools, establishment of management targets and monitoring achievement of results. Introduction of performance indicators/ success criteria, targets and milestones; Analyse the situation in the programme: financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions; plan and facilitate periodical evaluation and impact assessment of the programmes/projects; share lessons learn, and follow up to ensure implementation of recommendations; Produce aggregate reports on activities, outputs and outcomes, including reports for donors as needed; Participate in the required audit/ spot-check of the programme/projects. Follow up on audit/spot-check recommendations. All exceptions are timely reported; Contribute to the preparation of necessary briefings and update for UNDP effective participation in Programme important meetings (e.g. Pgrogramme Executive Board), workshops and relevant events; 3) Contribution to the UN reform agenda; and advocacy (15%) The JPO will function as part of the UN family in Viet Nam which commits to deliver as one (DAO) approach to enhance synergies and impacts of UN support in the area of climate change and green growth, by conducting the following tasks: Actively participate and contribute to the operation and activities of UN system co-ordination and programming, especially the Joint Programme Group on Climate Change and Environment (JCG CC&E); Maintain good partnership with the government counterparts, co-implementing partners, concerned participating development partners, and NGOs; Support in UN s and UNDP s effort on advocacy and policy dialogue, including participation and contribution to policy-driven researches and reviews, and preparation of briefing notes or concept papers in collaboration with UNDP and project technical staff; Identify and synthesize best practices and lessons learned, make suggestions to incorporate those lessons in programme/project implementation and monitoring; Make sound contributions to knowledge networks and communities of practice, including networks on climate change and green growth. IV. Recruitment Qualifications Education: Master Degree in climate change, energy, natural resources, economics, social science or related fields Experience: At least two years, preferably three years of experience in program/project development, and monitoring and evaluation, preferably in a developing country and/or in the Asian region Good knowledge and understanding of climate change mitigation and/or renewable energy Excellent communication, interpersonal skills and the ability to work effectively in an international environment Good organizational and analytical skills, initiative and sound judgment; and the ability to work with minimum supervision Good computer skill Language Requirements: Full command of English (writing, speaking, and presentation skills) Other desirable education, languages and work experience: Describe any additional qualifications: Specific training and knowledge of climate change or energy are desirable Working knowledge/ experiences in developing countries and Asia or in Viet Nam VI. Training and Learning As part of the UNDP JPO programme overall framework, the JPO will benefit from the following training and learning opportunities: Participation in a two-week long Programme Policy and Operations Induction Course in New York within the first 3 to 6 months of assignment 4
5 Use of yearly JPO duty-related travel and training allocation (DTTA), as per the online DTTA guide Other training and learning opportunities, as presented in the UNDP JPO Orientation Programme In addition, the JPO will benefit from the following specific training and learning modalities/opportunities in the receiving office: The JPO will, in discussion with the direct supervisor/learning Focal Point/ Human Resource, plan annual training activities which will enable JPO be updated with most advanced knowledge on climate change, green growth; renewable energy, energy efficiency, nationally appropriate mitigation actions (NAMA); programme management skills; UN/UNDP Core value, as well as any other training opportunity that may be of interest for the post. The JPO will attend recommended workshops and training sessions suggested by UNDP RBAP or other relevant international institutions. Upon completion of a two-year assignment, the JPO will be able to: Understand the issues surrounding sustainable development, low-emission development, green growth, renewable energy and energy efficiency; be familiar with policy formulation process, advocacy, research, partnership establishment and operation, and coordination for development formulation, management, monitor implementation progress of project activities and reporting results (through application of indicators that will be defined for the different projects) active participation and contribution to the joint policy advocacy and actions by UN in Viet Nam (through participation in the UN Joint Programme Groups) This learning and skills development should be directly applied to the work performed VII. Background Information Information on the receiving office: Overview of the UNDP Vietnam s Sustainable Development Portfolio There are 76 staff members at UNDP CO in Viet Nam (18 international and 58 national). The Senior Management consists Resident Representative/ UN Resident Coordinator, Country Director (CD), and Deputy Country Director (DCD). There are to two main business tracks: programme and operation. Under the programme track, there are 3 programme units: (i) Sustainable Development Team; (ii) Governance and Participation Team; and (iii) Inclusive and Equitable Growth Team; and there are some senior policy advisors. Of which, 20 staff members on Sustainable Development Team, a Unit Head, six international technical specialists (P4, P5), eleven programme officers and four program associates/assistants. Overview of the UNDP Vietnam s Sustainable Development Portfolio UNDP Sustainable Development Portfolio covers the following areas of work: (i) low carbon development and green growth, including sustainable production and consumption pattern; (ii) renewable energy and energy efficiency especially in (sub-) sectors of transportation, construction, chemical fertilizers, pulp and paper and lowcarbon bus public transportation; (iii) reducing emission from deforestation and forest Degradation (REDD), (iv) resilience to impacts of climate change and natural disasters; (v) natural resources and biodiversity conservation; and (vi) environmental protection. UNDP support focuses on advocacy, policy research and formation, capacity and partnership building and coordination, technology testing and transfer, piloting models and promoting participation of businesses and local communities. 5
6 Interventions are undertaken both directly by UNDP and through national execution projects. climate changerelated projects include: (i) Climate Change Capacity Building Project with Ministry of Natural Resources and Environment (MONRE) and Ministry of Agriculture and Rural Development (MARD); (ii) Green growth and sustainable development project with the Ministry of Planning and Investment (MPI); (iii) The Institutional Capacity Building Project with the Ministry of Industry and Trade (MOIT); (iv) UNREDD Viet Nam Phase II Programme with MARD, co-executed by UNDP, FAO, and UNEP; (v) Energy efficiency in high-rise buildings with the Ministry of Construction; (vi) promotion of Non-fired Brick (NFB) Production and Utilization in Viet Nam with the Ministry of Science and technology; and (vii) Local Development and Promotion of LED Technologies for Advanced General Lighting with Viet Nam Academy of Science and technology. Living conditions at the Duty Station: Living conditions in Ha Noi are good by developing country standards. In line with further improvements in the availability of goods and services, health facilities, and housing, the level of hardship in the duty station has recently been upgraded from C to B. Security is also reasonably good relative to other developing country large cities. Viet Nam was recently ranked as one of the more secure and stable places to live and do business by outside research groups.
