2 An Emergency Management Conference to this extent has never been held in the Mid West and it is anticipated visitors and industry professionals from around the State of Western Australia will attend. Presentations with themes of Interagency Support, Shared Responsibilities, Emergency Recovery, Emergency Planning, Emergency Business Continuity and Risk Awareness and Mitigation will be covered by an exceptional line-up of high calibre Emergency Management, Emergency Recovery, Business Continuity and Community Development professionals including: Sally McKay Sally has experience in a variety of senior roles in leading disaster preparedness, relief and recovery, community development and human service delivery across Australia and within the Asia Pacific zone. This work has involved undertaking assessments, strategic planning, establishing partnerships, and implementing the resultant initiatives. She has been responsible for managing all aspects of recovery being social, infrastructure, economic and the natural environment. Sally is committed to social justice principles, and developing collaborative actions to undertake adaptive change processes. The programs she has been responsible for aim to utilise a strengths based approach, establish community led recovery processes and address disadvantage. Sally McKay has worked for Australia Red Cross (in both national and international placements) IFRC, as well as the Australian Commonwealth Government, and state governments. She was the previous IFRC Recovery Coordinator for Asia Pacific. Most recently Sally s work has included: Blue Mountains Bushfire Recovery:Community Recovery Manager for NSW Ministry for Police and Emergency Services (MPES) Republic Marshall Islands (RMI) Team Leader drought, IFRC Flood Recovery Coordinator: Mid Coast NSW, MPES Vietnam: Evaluation of Mekong Floods 2011, Australian Red Cross delegate team member
3 Greg Scroope Greg Scroope has over 25 years experience in operations and policy development in government and the private sector. Greg s primary focus is on developing safe and resilient communities and working with stakeholder agencies to work closer in partnership to deliver a better and integrated service to the community they serve. Previously Greg was the Disaster Management Coordinator for Brisbane City Council Australia s largest local authority developed its capability and capacity during his nine-year tenure. During that time the SES and the Community Safety portfolio was added to his remit. Greg was awarded the National Public Safety Award in 2007 and was Chair, National Security and City Safety Committee for the Council of Capital City Lord Mayors. He was also a Federal Government Trusted Network Committee Member. Greg served on the Queensland State Disaster Mitigation Committee as well as the National Local Government Drug and Alcohol Advisory Committee. Currently Greg is the Project Manager for the Queensland Flood Mapping Program which is mapping Queensland s 170 most at risk towns from a flood hazard. The project delivers a report and series of maps for a range of flood events to guide each local authority to better plan and inform the community of how the town and surrounds is affected by the hazards. Michael Keelty AO APM Commissioner, Australian Federal Police, Australia s National law enforcement organisation investigating crimes against the Australian government as well as providing community policing for the Australian Capital Territory. With over 6,500 staff and an operating budget of $1.3b, the AFP has a presence in each of Australia s major capitals as well as 26 countries and 32 cities around the globe. The AFP is involved in major peacekeeping operations in Afghanistan, the Solomon Islands and Timor Leste. By way of highlights, Mr Keelty was responsible for: the expansion of the AFP into new roles of counter terrorism, high tech crime, people smuggling, airport policing and security; the assistance given to the Indonesian National Police to successfully investigate terrorist attacks in Bali and Jakarta from 2002 to 2009; the oversight of Australia s national policing response to the 2004 Indian Ocean Tsunami where thousands of lives were lost; the creation of a permanent police international deployment group for peacekeeping and capacity building in developing countries the first of its kind in the world and now a model for UN civilian police operations; the successful lobbying for amendments to Australia s counter terrorism legislation that enabled the subsequent charging and conviction of some eighteen people by state and Federal police for planning a terrorist attack in Australia; the establishment of Australia s first High Tech Crime Operations Centre focusing on cyber crime and leading to Australia s partnership with the UK in the creation of the Virtual Global Taskforce; the creation of JCLEC in Semarang, Indonesia a centre for international police education with a focus on ASEAN countries and their law enforcement capabilities;
4 Nathaniel Forbes Nathaniel has lived and worked at Forbes Calamity Prevention in Singapore for 18 years. In 1973 Nat talked his way across the border from India into Nepal without any form of identification after his passport, health certificate, driver s licence, traveller s cheques and all his money were stolen on an overnight train. From this experience he learned the importance of having a Plan B. Nathaniel was a candidate for the public office in the U.S. state of Minnesota Voting lasted two days through fifteen (15) ballots before he conceded to his opponent. From this very visible public defeat at age 26, he learned the importance of emotional resilience. In 2003 Nathaniel shattered his arm falling off his bicycle on Serangoon Road. He continued to work for three days until his arm turned purple and had swollen to the size of his leg then he went to a doctor. He is also a cancer survivor. He has a severe case of white coat syndrome - a deep distrust of hospitals and doctors. Nathaniel stayed in a Tibetan Buddhist monastery in India. He wanted to learn more about the religion, but the head of the monastery only wanted to hear about Disneyland. From his experience at the monastery, Nathaniel has concluded that he will probably come back in his next life as a cockroach. Peter Kenyon Peter Kenyon is a social capitalist and community enthusiast. Over the last two decades he has worked with over 1500 communities throughout Australia and overseas seeking to facilitate fresh and creative ways that stimulate community and economic renewal. He is motivated by the desire to create healthy, caring, inclusive, sustainable and enterprising communities and local economies. Peter has had a background as a youth worker, teacher, youth education officer, tertiary lecturer and senior public servant. His employment experiences have included Director of Employment in Western Australia, Manager of the Community Employment Development Unit in New Zealand and Coordinator of the Natal Kwazulu Job Creation and Enterprise Strategy in South Africa. Peter is convinced that one cannot develop communities from the top down or from the outside in. It requires communities to build from the inside out, and for their members to invest themselves, ideas, assets and resources in the process. Peter created the Bank of I.D.E.A.S. (Initiatives for the Development of Enterprising Action and Strategies) to promote such a paradigm shift and assist with the necessary facilitation, ideas and skills. Peter s consulting work has resulted in assignments in 57 countries and all states of Australia. From 2004, Peter has spent part of each year working in a range of Middle East and/or North African countries assisting with the development of national youth policies and strategies.
5 Lewis Winter Lewis has spent 35 years in the emergency service and emergency management industry. He has worked for federal, state and importantly local governments managing innovative emergency management projects. He s also contracted for private industry groups training management and staff in firefighting and emergency management. Over the past 12 years he has had an increasing involvement with community centric emergency management developing resilience through the promotion of self-reliance. This work has resulted in receiving many National and State awards for his progressive and practical approach to emergency management. Past history has seen Lewis in a response role as Incident Commander at multi-agency fires and Incident Coordination at other emergencies (tornados, storms) and also in Recovery Coordination in WA and interstate. Lewis presents regularly at conferences and workshops on the national, and on occasion, international arena, particularly in the area of community resilience, something he is very passionate about. He works as a lecturer for Charles Sturt University (CSU) coordinating core subjects for the Bachelor of Emergency Management degree. He has a Masters degree in Emergency Management, an Advance Diploma in Public Safety, Diploma in Business, Diploma in Local Government and is a Certified Risk Management Technician. Vic Bliss Executive - Manager Safety & Compliance Brookfield Rail Vic Bliss has over 30 years experience in the rail industry, with a background in railway signal engineering and implementing workplace award restructuring. Since the mid-nineties he has been responsible for the development and management of the organisation s compliance related systems, covering areas such as rail safety, occupational health and safety, environment, training, risk management and operational compliance auditing. A past State President of the Australian Railway Professional Officers Association, Vic now sits on various national rail industry forums and is a current director on the Rail Industry Safety and Standards Board. The Conference is gaining considerable interest from exhibitors who work in the Emergency Management field.
