Вітаю Вас з початком роботи знакової події науково-практичної конференції з міжнародною участю «Організація і управління охороною здоров я 2015»! Сьогодні галузь охорони здоров я незалежної України вперше за час свого становлення та розвитку нарешті виходить на шлях здорового глузду і реальних реформ. Зараз закладається підґрунтя для майбутніх перетворень, що нерозривно пов язані з автономізацією медичних установ, розширенням повноважень головних лікарів. У процесі розбудови державна політика в галузі охороні здоров я має бути рішучою і дієвою. Саме виходячи з цих міркувань ми з колегами розробили Програму реформування вітчизняної медицини «25 кроків», яка спрямована на вдосконалення медичного обслуговування, забезпечення прозорості діяльності регулюючих органів та медичних закладів, захист інтересів медичного персоналу та пацієнтів. Зрозуміло, що реорганізація галузі охорони здоров я з одного боку покладе величезну відповідальність на керівників медичних закладів, а з іншого надасть більше свободи, поставить надійні перепони на шляху корупції та дозволить побудувати процес управління з використанням кращої світової практики. І сьогоднішня конференція чудова нагода для дискусії в колі колег. Це можливість почути один одного і спільно опрацювати вектор розвитку української медицини. Кращі доповідачіпрактики представлять нові підходи до здійснення інноваційного менеджменту медичного закладу. І все це озброїть кожного з нас новою інформацією і допоможе знайти відповіді на професійні питання. Let me congratulate you on the beginning of an indicative event scientific-practical conference with international participation «The Organization and Management of Healthcare Industry 2015»! Today the healthcare industry of the independent Ukraine has finally come to the way of good sense and real reforms for the first time since its establishment and development. Today, the foundation is being laid for future reforms that are inseparably linked to making medical institutions autonomous, to the extension of powers of the chief doctors. In the course of development the state policy on healthcare should be drastic and effective. Because of these reasons that we have developed together with colleagues the National Medicine Reform Programme entitled 25 Steps which aims at improving health services, providing transparency of the regulatory agencies and medical institutions, protecting the interests of the medical staff and patients. It is clear that the reorganization of healthcare sector, on the one hand, will put great responsibility on the leaders of medical institutions, and on the other hand, will give more freedom, set reliable barriers to corruption and will allow building management process using best practices. Today s conference is a great opportunity for discussion in the circle of colleagues. This is an opportunity to hear each other and to cooperate in elaborating the vector of Ukrainian medicine development. Healthcare leaders from all regions of Ukraine will be able to exchange experience. Best practitioner speakers will present new approaches to innovation management of medical institutions. And all this will provide everybody with new information and help find answers to professional questions. I am convinced that the conference will provide participants with inspiration, and the development of medical industry of Ukraine with a new impetus for development. Ефективне реформування можливе лише за умови подальшого вдосконалення законодавства, чіткої та скоординованої взаємодії усіх гілок влади. Today, Ukraine has all real chances to successfully reform the healthcare system, but it needs two things: expert knowledge on the reforms needed, as well as strong political will to stand against powerful players of the industry that will be limited by these reforms. Effective reformation will only be possible, if we continue to improve the legislation, if all the branches of government have a structured and clear cooperation. Information policy in healthcare system is not less important. Thus, the constructive dialogue and achievement exchange are highly important steps on the way of development of the healthcare system of Ukraine. To form a holistic vision of the reform of the national healthcare system, to define the strategies and approaches to its implementation an open discussion, the result of which should be to develop agreed solutions, is required.
