2 FLOOD WARNING EVACUATION PLAN INTRODUCTION CORY ENVIRONMENTAL, WASTE MANAGEMENT FACILITY, AISECOME WAY, WESTON SUPER MARE This document is the Flood Warning Evacuation Plan (FWEP) in respect of the premises located at Aisecome Way, Weston super Mare, Somerset. The premises comprise three main functions, each of which is (or will be, upon construction) occupied and operated by Cory Environmental as follows; Waste transfer station; Anaerobic digestion plant; and Weighbridge facilities (X2) The location of each of these facilities is shown on the attached plan FWEP 1. NB The household recycling site located along the southern boundary of the site is not run by Cory Environmental and is not covered by this FWEP. It should be borne in mind that the risk of flooding at this site is low, and that the measures taken in specifying the finished floor levels above surrounding ground levels and the flood resilience techniques that have been employed in the design of the facility have together minimised the risks of flooding, and the possible effects. PURPOSE OF FLOOD EVACUATION PLAN The purpose of the FWEP is to provide a clear, formal, documented procedure that can be followed in the event of threatened, imminent or actual flooding of the site. In addition, the FWEP will also provide information to the Emergency Services who may attend a flooding incident, so that they can quickly assess the situation and decide on any necessary action. SITE The site is located at NGR ST , and is a part of the Weston Express Business Park, lying between Aisecombe Way and Hutton Moor Lane, Weston-super-Mare, BS22 8NA. It occupies an area of approximately 2.3Ha. The eastern half of the site will be occupied by an anaerobic digestion plant and a small public recycling facility along the 2

3 southern boundary. The waste transfer building is located within the western half of the site. A one way access/egress route for the recycling facility runs around the perimeter of the site, from and back to Aisecombe Way. A weighbridge and site office lie adjacent to the site access road, and a new weighbridge facility dedicated to the AD plant will be built close by. The Waste Transfer Station (WTS) is a large single building in which household waste collected from properties in North Somerset is deposited by waste collection vehicles and stored in the building in loose form on a concrete pad prior to being loaded onto large bulk waste carriers which transport the waste offsite to appropriate treatment facilities. The WTS was built using flood resilience measures including the following; ground floors are solid, reinforced concrete; ground floor internal finishes are easy to dry out after flood event; waterproofing of outer face of external walls that could be exposed to tidal floodwater has been achieved to a height of 750mm; and all utilities service entrances, wiring switch sockets service panels and utility meters are set mm above ground floor level where practical considerations allow. In normal working conditions there is just one employee present in the building, operating the loading shovel. At any one time there could also be one or more waste delivery drivers and their vehicles also present within or in close proximity to the WTS. The facility is operational between the hours of 0700 and 1800 Monday to Saturday and 0800 to 1300 on Sundays. The Anaerobic Digestion (AD) Plant comprises a number of buildings that together will process up to 15,000 tonnes a year of food and other organic wastes. The facility will be constructed shortly. Flood resilience measures, as described above, have been incorporated into the design of the buildings and structures. The various tanks on site will each be impervious to water, and pose no danger of leakage to, or pollution of flood water. The facility will be operational 24 hours a day, although food waste deliveries will take place only during the same hours that the WTS is operational. Typically 6 waste deliveries a day will take place. Services provided to the AD plant will be electricity supply and export, mains water, mains drainage and telephone. 3

4 In terms of plant operatives there will usually be two operatives on duty during daytime hours and just one operative on duty during the night shift. The Weighbridge Facilities will be two-fold; the old weighbridge provides a weigh-in weigh-out facility for vehicles using the WTS. This weighbridge building also houses office, toilet and mess facilities for employees. A new weighbridge facility is to be built which will serve the AD plant specifically. Services present within the weighbridges comprise electricity and telephone. The weighbridge serving the WTS additionally has water supply and foul drainage services. FLOOD RISK A site specific Flood Risk Assessment (FRA) has been undertaken, and this has demonstrated that with existing local flood protection measures in place, tidal flooding is not considered to pose a significant risk to the site. Similarly, neither groundwater flooding nor overland flow flooding are considered to be a significant risk to the site. The site has been shown to lie outside the floodplain associated with a 0.5% annual probability event, incorporating an allowance for climate change to For events greater than this, the FRA has established that the impact of the loss of tidal flood storage due to the development is negligible and immaterial in relation to the volume of coastal waters. No compensation for loss of tidal flood storage was considered necessary. Therefore, in broad terms, the site is at very low risk of flooding, and by ensuring that all structures have been built with floor levels above existing surrounding ground levels, and by incorporating the stated flood resilience measures, Cory has minimised the possible impact of flooding, in the unlikely event of it occurring. FLOOD WARNINGS Cory Environmental is a subscriber to the Environment Agency s Floodline Service, which provides a service to members whereby a direct message is sent to the registered site contact (the Site Manager) when flooding is expected to affect the registered property. These flood warnings are intended to be given in sufficient time to allow evacuation plans to be implemented. 5 ACTION TO BE TAKEN ON ALARM BEING RAISED On being informed of expected flooding via the EA Floodline Service, or otherwise, the Site Manager will, if he considers it appropriate, initiate a controlled evacuation of the site. Should the Site Manager believe that sufficient time permits in advance of an anticipated flood event, he may instruct the appropriate staff as follows; a) remove as much waste as possible from the WTS and prevent all deliveries of waste until the situation is resolved; and b) ensure that all food waste within the AD reception building is deposited into the waste hoppers so that no waste remains at floor level and prevent all new deliveries of food waste When the Site Manager believes that the site is in danger of flooding he will sound a distinct audible flood warning to let all employees know that the FWEP is being put into action. On hearing the warning, all staff with allocated duties will promptly perform those duties for which they have been previously briefed (see appendix 1, attached). Those staff with no allocated FWEP duties will make their way off site (taking with them any personal travel to work vehicles, or otherwise on foot) via the identified evacuation route shown on plan FWEP1. They will gather at the allocated Muster Station identified on plan FWEP1 and await further instruction. The Site Manager will use that day s employee and visitor attendance sheet to establish the presence of all Cory staff and any visitors on site at that time. Whilst staff are attending to their individually designated duties as described in Appendix 1, the Site Manager will gather together all visitors present on site, and escort them to the car park and explain the evacuation route and Muster Station gathering point and oversee them leaving the site. In the event of a flood warning being received, all personnel would be evacuated from the facility but the AD process would continue in operation, unaffected by the flood event. SITE EVACUATION ROUTE The designated evacuation route, as shown on the attached plan FWEP 1, runs from the various parts of the Cory site, to Aisecome Way to the north-west and uses the principal vehicle access route to the WTS and AD sites. The ground level throughout this evacuation route is at or above 5.2 metres AOD. All staff and visitors leaving the site will gather at the Muster Station located along Aisecome Way to the north west of Hutton Moor Lane, as indicated with the notation MS on plan FWEP1. 5

6 BRIEFING AND TRAINING Copies of this FWEP will be issued to all current site employees and to all future site employees as a part of their Company Induction procedure. All employees will need to clearly understand their own responsibilities (as set out in Appendix 1) in the event of the FWEP being implemented. The flood evacuation warning sound will be demonstrated to all site employees, and to all new employees as a part of their Company induction. Training will be given so that all site employees know what to do if a flood event ever occurs. All employees will be given a short demonstration of the siren sound that will be used in the event of an evacuation. Employees will be expected to understand and perform their individual responsibilities, if and when the FWEP is initiated. Two copies of this FWEP will be kept in a clear plastic wallet, pinned to the noticeboard in the Site Manager s office. The Site Manager will ensure that a member of his staff is fully conversant with the requirements of this FWEP such that in the absence of the Site Manager, the appointed person can satisfactorily discharge the duties of the Site Manager as described in this FWEP. 6

7 APPENDIX 1 RESPONSIBILITIES OF INDIVIDUAL SITE STAFF FOLLOWING INSTIGATION OF THE FLOOD EVACUATION PLAN Site Manager - Sound audible flood warning device; - Inspect and retain copy of visitor and staff daily attendance sheet to establish exactly who is on site at the time of the incident; - Take the two copies of the FWEP from the folder in the Site manager s office; - Establish the whereabouts of all visitors present on the site; - Instruct all visitors to leave the site (with vehicles if safe to do so) via the allocated safe egress route, and to meet at the muster point; - Throughout the evacuation procedure, record on the site attendance sheet all personnel known to have left the site and all staff who have phoned to confirm their own safe exit; - Following confirmation of evacuation as confirmed by phone calls from site staff, conduct final sweep of site to double check that no persons are left anywhere on site; - If safe to do so, remove any other site vehicle still present on site; - Evacuate site (with own vehicle) via the allocated safe egress route to the Muster Station; - Double check that all persons listed on the attendance sheet are present at the Muster Station; - Phone the new UK non-emergency Police number (101) and provide the name and address of the site, a mobile contact number, and a summary of the situation and evacuation status. Do not ring 999 unless there is a serious risk to persons still remaining on site, who are unable to get out; - Should the emergency services attend, provide the person in charge with a copy of the FWEP, and a status report in terms of the evacuation process, and details of any persons remaining on site who have been unable to leave the premises; and - Ensure perimeter gates are secured before leaving the area. Waste Transfer Station Loader Driver Ensure that any delivery or collection drivers already on the WTS premises leave the facility (with their vehicles) as soon as possible. Any vehicle that has not yet entered the WTS building should leave as it arrived, ie still loaded with waste if necessary; Remove loader shovel from building; Close and lock all doors and shutters; 7

8 - Drive loader shovel off site using allocated safe egress route; and Return to site if safe and necessary to do so and evacuate site (with own vehicle) via the allocated safe egress route to the Muster Station and await further instruction. AD Plant Operative Ensure that any delivery or collection drivers already at the AD premises leave the facility (with their vehicles) as soon as possible. Any vehicle that has not yet entered the AD reception building should leave as it arrived, ie still loaded with waste; - Ensure that all chemical containers stored on site and are sealed, and that the chemical store building is locked; - Close and lock all other windows, security shutters and doors and; and - Evacuate site (with own vehicle if present) via the allocated safe egress route to the Muster Station and await further instruction; Weighbridge Operator(s) - Ensure that any delivery or collection drivers already at the weighbridge leave the facility (with their vehicles); - Erect site temporarily closed sign at entrance to WTS/AD site; - Close and lock all weighbridge windows, security shutters and doors; and - Evacuate site (with own vehicle if present) via the allocated safe egress route to the Muster Station and await further instruction. All other Employees without specific responsibilities - Stop work and go to the staff car parking area; and - Evacuate site (with own vehicle, if present) via the allocated safe egress route to the Muster Station and await further instruction. 8
