2 1. Introduction 1.1. Location The site is located on the edge of the village of St Michaels on Wyre, which is located on the A583 Blackpool Road. The fishery is located approximately ½ mile down Rawcliffe Road, which is accessed from the A583. The fishery site is bordered by the River Wyre, which runs to the rear of the property. A site location plan is attached at Appendix Description of the Development The development comprises the erection of 1 timber holiday lodge within the fishery site. The lodge is 9.0 metres x 6.1 metres in size and will have a finished floor level of 800mm above the existing ground level. The overall height of the timber lodge will be approximately 4.0 metres above the existing ground level. A copy of the floor plan and elevations is included at Appendix 2. In addition to the timber lodge, there are also a number of existing buildings on the site, such as Fishermans retreat, storage buildings and customer toilets. These are marked on the site plan attached at Appendix Access / Egress Arrangements Access and egress to the fishery is from Rawcliffe Road by a short tarmacadam driveway, which leads to a parking area. The timber lodge is located in an area adjacent to the car park, as marked on the site location plan at Appendix Environment Agency Flood Risk The Environment Agency has classed the area of St Michaels as Flood Zone Review and Implementation of Flood Evacuation Plan The Fishery Manager will be responsible for the review and implementation of the Flood Evacuation Plan. The plan will be reviewed on an annual basis. 2. Warning Arrangements 2.1. Informing Holiday Guests Guests will be informed of the flood evacuation plan as part of the check-in process when they arrive for their holiday stay. A copy of the flood evacuation plan will be kept within an information folder, which will be left within the timber holiday lodge and the guest s attention will be drawn to this during check-in. A framed notice will also be placed within the lounge area, adjacent to the exit doors containing a summary of the necessary evacuation information, including emergency
3 contact numbers and details of what will happen in the event of a flood occurring. The location of this notice is indicated on the floor plan attached at Appendix 2. An emergency flood kit will also be located within the timber lodge, which will contain a torch and battery, portable radio and batteries, emergency blanket, first aid kit and emergency contact details. Guests will be made aware of the location of this kit during check-in and details will also be within the information folder and notice. Holiday guests will also be asked to provide the Fishery Manager with a mobile contact number to enable the Fishery Manager to contact them in the event of a flood warning being received. Contact numbers will also be requested for family or friends in the event of an emergency occurring. Details of the Fishery Manager s mobile telephone number will also be provided to the holiday guests and will be made available within the information folder and notice Environment Agency s Flood Warning System The Fishery will be registered with the Environment Agency s Floodline to ensure that any risk of flooding is notified immediately Procedure for Response to Flood Warnings The environment Agency operates a four code flood warning system, based on the likelihood and severity of the potential flood event. These codes are: Flood Alert Flooding is possible. Be prepared. Flood Warning Flooding is expected. Immediate action required. Severe Flood Warning Severe flooding. Danger to life. All Clear Flood warnings and flood alerts that have been removed in the last 24 hours.. The Fishery Manager will be responsible for monitoring the weather forecasts on a daily basis, along with receiving any Environment Agency flood warnings via their mobile telephone. Should a flood warning or severe flood warning be received, the Fishery Manager will arrange to contact the holiday guests via mobile telephone and will also make a visit to the site to provide additional instructions as per section 3 below. 3. Instructions to Residents in the Event of a Flood Warning 3.1. Flood Alert The Fishery Manager will monitor the Flood Warnings issued by the Environment Agency but will not routinely alert Holiday Guests when a Flood Alert is issued as they are issued
4 more frequently due to them being for minor flooding events, i.e. of road surfaces and low lying areas. The Fishery Manager will therefore only contact holiday guests in the event that the code is upgraded to a Flood Warning or Severe Flood Warning Flood Warning Holiday guests will be notified by the Fishery Manager that a flood warning has been issued. They will be advised to be prepared to evacuate the timber holiday lodge if it becomes necessary Severe Flood Warning Holiday guests will be asked to evacuate the timber holiday lodge immediately and will either be asked to curtail their stay and return home if sufficient time allows or they will be evacuated to Catteralls Farm, Rawcliffe Road, St Michaels, PR3 0UE which is approximately 200 metres from the fishery. The evacuation will be via Land Rover, tractor or rowing boat depending on whether flooding has already occurred and if so the severity of the flooding event All Clear Once an all clear notice is given by the Environment Agency, the Fishery Manager will notify the holiday guests of the change in status but advise that they continue to monitor the weather reports. In the event of evacuation having previously occurred, the Fishery Manager will be responsible for ensuring that guests can safely access the timber holiday lodge to retrieve any property. 4. Information for Residents Appendix 3 contains the Business Flood Plan, which contains a list of useful telephone numbers. This information will also be provided for holiday guests within the information folder.
