1 -2014 (Croke Park Agreement) Action Plan for Central Statistics Office 1. Better human resource management To include, for example, actions around the reduction of staff numbers; the redeployment of staff to areas of greatest need; the restructuring/reconfiguration of service delivery; changes to work practices; revisions in attendance arrangements; absence management; performance management etc. Terms of the 2014 Target Date for Implementation 1.10 (1) Reform: Implement CSO s Integrated Reform Plan. Dates as in plan (2) Implement the CSO s ORP Action Plan. 6-monthly review (3) Implement the CSO s IT Strategy monthly review (4) Prepare and implement updated HR and Training Strategies. March 2012 and ongoing 6-monthly reviews (5) (n) Transformation of household survey system Field organisation component. - Implementing a more flexible field organisation in which interviewers and other field staff may be assigned to work on any survey (household, tourism, CPI etc.) or to any equivalent fieldwork task; and in which assignment to a given survey or task may vary from week to week. - Costed transformation plan for household surveys system - Design and implementation of new system - Planning of new field structures - New household survey collection system to be in place. April 2012 May 2012 to June 2014 May 2012 to June 2013 August 2014
2 Terms of the (6) Where surpluses are identified (due to imbalance of workloads, short-term peaks / valleys, efficiency gains from process improvements / new work practices etc.), actively re-assign staff as necessary, including assignment between field and office-based work where appropriate. 4.4 (7) Full implementation of a work-recording system for all staff to provide information on how we allocate staff resources and to support decisions on effective allocation. 4.4 (8) Eliminate any demarcations or work practices which block individuals from doing relevant and fulfilling grade appropriate work of which they are capable. 4.4 (9) Allow flexible work and grade assignment in print / postroom operations for outbound and inbound mail. Target Date for Implementation 4.4 (10) Implement rostered work arrangements for specific support services: a) for opening and closing of buildings and related services; b) for IT support to provide greater cover for upgrades etc. to be implemented at weekends (11) (N) Complete the review of how we implement PMDS and the level of challenge in individual work roles at all levels. Ensure that individual roles are sufficiently challenging and that work is delegated effectively, to avoid upward drift (12) (N) Complete the substantial progress already made to having 100% of promotions filled on merit. June (13) (N) Set and monitor targets for systematic reduction in annual days lost due to sick leave over the period 2011 to (14) (N) Allow for external recruitment of IT, Accountancy and HR and other specialist skills, where needed, up to and including PO-level. Sick leave absence rate of 4.6%

Better Business Processes To include, for example actions to increase efficiency and productivity; rationalise core structures, business processes, accommodation requirements etc; establish shared service approaches, establish cross-functional teams/ new work structures, optimise the potential of new technology to streamline operations and generate efficiencies etc. Terms of the (15) (N) Review of options for Census 2016: - Report by February Preparatory work, subject to Government approval Target Date as per Current Action Plan February 2012 Feb 2012 to April (16) (n) Transformation of household survey system Technical and business process component. - Phased transformation of the present system, including re-organisation of area & household sampling, the use of geographical information systems (GIS) in field organisation, re-organisation of field forces, introduction of computer-assisted telephone interviewing (CATI) systems and introduction of new field / survey management systems and processes. - Costed transformation plan for household surveys system - Design and implementation of new system - Planning of new field structures - New household survey collection system to be in place 1.10 (17) (N) In business statistics, continue to advance the use of administrative data sources, electronic data capture and linkage between data sources: 4.4 (18) (N) Across the CSO, ongoing implementation of business process reviews (using Lean Six Sigma and other methods) on a rolling basis throughout the Office, as a means of identifying and implementing better and more efficient work processes. 4 Terms of the (19) (N) Define and implement performance and cost metrics for statistical processes / outputs and for internal support services including IT, to support ongoing process improvement: - Performance budget indicators of CSO output - Online format for CSO Timeliness Monitor - Draft internal dashboard for household survey management - Extend range of strategy implementation indicators Target Date as per Current Action Plan January 2012 March 2012 June (20) (N) Migrate HR and Finance transaction processing to a shared services approach, in line with central Civil Service plans; and re-define the HR and Finance unit roles towards higherlevel management support processes. - Migration to payroll shared service - Migration to financial management shared service - Migration to HR shared service centre December 2013 December 2014

Delivering for the Citizen To include, for example, actions to enhance service delivery to the public, including changes to the technology used, more online services, service integration, efforts to reduce information burdens on citizens through better data management/sharing of data, including around identity etc Terms of the Target Date as per Current Action Plan 4.13 (21) (N) Continue to improve our online statistical dissemination services and streamline the internal work processes and systems for the production of statistical releases. - New online delivery format for statistical releases and tables - Online system for secure remote access for statistical research purposes - Develop and implementation social media policy to promote access to and use of published statistics 1.1 (22) (N) Meet the burden reduction target on business of 25% measured by Annual Burden Barometer
6 Guidance Notes 1. Actions contained in the current iteration of Croke Park plans which have been completed/ delivered should now be removed. 2. In their place, new or revised Actions and targets on change and reform should be included as appropriate, taking account, for example, of recent Expenditure Review and Budget decisions and the reform agenda set out in the Government s Public Service Reform Plan. 3. Action Plans should contain all those actions it is intended to deliver over the remaining lifetime of the Agreement (i.e. to 2014). 4. Plans should fully reflect all relevant initiatives being led from the centre and your organisation s contribution to the achievement of same (e.g. reduction in days lost to sick leave and standardised methodology reporting same). 5. Specific target dates for full implementation of each action should be indicated. Where an action is to be undertaken in phases, the target date for each phase should be clearly indicated. 6. It is appropriate to consult with staff representatives through a relevant forum on the proposals submitted. 7.
