3 SECTION 1: PURPOSE OF THE PINE COUNTY 4-H PROGRAM Pine County 4-H reaffirms that the purpose and objective of the 4-H program is the positive development of youth. Projects and activities are a part of the 4-H program that enhances each individual s personal development. Parents, adult leaders, and youth leaders should be reminded of this overall purpose. Events such as the county fair should be considered one aspect of youth development rather than the purpose of the 4-H program. Because the county fair is a complex activity, rules, regulations, and policies are not all encompassing. The Pine County 4-H Staff will have final say in any rule clarification. SECTION 2: PINE COUNTY 4-H HORSE CHARTER The 4-H Horse Project mission is to help young people become self-directed, productive and contributing members of society. More specifically, its objectives are to help young people: Develop leadership abilities, build character, and assume citizenship responsibilities. Develop pride of owning a horse or pony and being responsible for its management. Develop an appreciation of horseback riding as a healthy and wholesome form of recreation. Increase knowledge of safety precautions needed to prevent injury to themselves & others. Promote greater love for animals and a humane attitude toward them. Be better prepared for citizenship responsibilities by working in groups and supporting community horse projects and activities. Teach good sportsmanship in a friendly, competitive atmosphere. SECTION 3: HORSE PROJECT OVERVIEW Project Development Committee (PDC) Meetings will be held on the last Wednesday in the months of September, January, March and May. These meetings are for 4-H members and their families Meetings will be run by the youth and conducted using basic parliamentary procedure as established by the PDC. Elections for President, Vice President and Secretary will be held annually in January. Dues are $15 for a single child membership, $20 for a family membership. This is a sponsorship that must be paid by July 1st. 4-H members may choose to find a sponsor or pay it themselves. Sponsors will be recognized during the Pine County Fair. (WAIVED FOR 2016) The yearly program for the horse project will be decided by the youth and adults at the fall meeting. Page 3

SECTION 9: STALLING Stall assignments will be assigned by the barn supervisor. Priority of the larger stalls will be given to larger horses when possible. Training program, Challenged Rider and Cloverbud horses will not require a stall if they are only present for the day, but if stalls are available, they are encouraged to stay. After the fair, stalls are to be returned to the same (or better) conditions before use. Stalls have to be checked out by the barn supervisor prior to leaving. No one is to leave until ALL stalls have been checked and cleaned. SECTION 10: SIGNIFICANCE OF 4-H RIBBONS When the work of 4-H members is judged in 4-H programs or events, the Danish system of awards is used. Unlike other systems that select the one best or rank the top winners, this system rewards all youth who reach a standard level of quality. 4-H premium ribbon (color) placings are used to indicate the judge s opinion. Keep in mind that each judge may have a different opinion, placing, and judging style. The judge s decision of placing and points (score) are final. A Blue ribbon is awarded when the performance meets all class requirements. There were few flaws and the performance was well above minimum standards. A Red ribbon is awarded when the performance meets most of the class requirements. The performance was above minimum standards, but there is room for improvement. A White ribbon is awarded when the performance fails to meet the class requirements. The performance was below minimum standards. There were significant flaws and there is considerable room for improvement. Page 7

Horse Training Project The Minnesota 4-H Horse Training Program has been designed to challenge and help you train your untrained horse using a step-by-step process. All training must be done by the 4-H member. Each step builds on the previous one. As you work through the steps to become more proficient at training horses, you will develop skills that will be of use to you later in life. State 4-H Horse Show trips are awarded in this program. The horse must be brought to the county fair for this class and, if stalling is not available, return home the same day (unless the training horse is the 4-Hers regular project horse). State training rules are available at Horse Training Record Book - Bring your Minnesota 4-H Horse Member Training Record Book completed, signed and ready to be evaluated. You must have this in order to exhibit - no exceptions. Training booklets are available at H/projects/animal-science/horse/docs/horse-training-project-book.pdf Judging - The 4-H member will be evaluated based on the steps (1-5) they have completed. Questions will be asked by the judge at the 4-Hers current knowledge level. Step 1 - Relates to exhibitors basic knowledge of the horse. Step 2 - Relates to more in-depth knowledge of the horse. Step 3 - Relates to health and breeding knowledge. Step 4 - Relates to management and training. Step 5 - Relates to 4-H Master Training steps using a goal and going through a training process with horse. Horses will be judged on a totally individual basis according to what each 4-H member thinks their horse is capable of doing. A reasonable explanation for the level of training of your horse is very important. You will be asked to show your horse's training level as well as anything extra you consider important. Your horse should be very clean, clipped and well groomed. You, as an exhibitor, should also be well groomed. Be prepared to describe your horse's feeding program and its cost. You may take two years to complete a training step. You are not allowed to show at a step until you have completed that step. Once you show at a certain step, you will NOT be allowed to show at the same step, with the same horse again. (For example: If you showed at step 4 last year, you must move on to step 5 this year.) Challenged Rider The Challenged Rider Classes are open to any individual whom, due to physical or mental conditions, are unable to show or ride a horse without the assistance of another. All other 4-H Page 10

11 horse Program rules will be followed including tack and clothing. If the 4-H er is using another 4- H ers horse, it must have a current ID and Coggins on file at the Regional Office. Hippology Hippology is a competitive team and individual event where 4-Hers display their knowledge of horses through four phases of competition at the MN State 4-H Horse Show: examination, judging, team problem, and stations. Four teams of 3 or 4 members, along with two individuals, are able to represent Pine County at the State Show, and members are selected at the Horse Project State Show Meeting. For more information visit the state website at: H/projects/animalscience/horse/events/docs/hippologyhandbook.pdf Dan Patch Dan Patch is a competition held by the Minnesota 4-H State Horse Project that focuses on youth in 10th through one year past 12th grade at the start of the contest year, with the Youth Leadership program intended for youth in 6th through 9th grade at the same time. The Dan Patch Award Program focuses on 4-H members in the Horse Project who have excelled in youth leadership both within 4-H and in their community. This award is based on the individual's overall achievement, leadership, and service. An application, portfolio, and resume must be submitted by April 1st, and the top 24 applicants are then invited to phase two of the competition, where an individual interview, team interview, and horse industry presentation are conducted and judged. One winner is then selected each year, along with a runner-up, second runner-up and seven other finalists, to represent their counties at the Minnesota State 4-H Horse Show, stall in the center aisle of the Horse Barn and be able to enter any class in which they received a blue ribbon at their county show. Additional state trips are also awarded to one individual in each of 6th, 7th, 8th, and 9th grade. For more information on the Dan Patch Competition, visit the MN State 4-H Horse Project website at Horse Bowl Horse Bowl is a knowledge bowl contest between 4-Hers on two teams, and aims to increase the education level of 4-Hers in relation to horses and is a fun way to learn about horses. The 4-Hers develop other skills such as teamwork, study skills, and confidence in speaking. The questions are taken from a set group of reference materials. Teams compete in two divisions, Junior (3rd -8th grade) and Senior (4th-13th grade) and may include three to six members, although only four actively compete at a time. All teams representing Pine County must attend the same regional contest (held annually in March). Top teams from each regional contest advance to the state contest in April. Horse Related Exhibit All 4-H horse project members exhibiting a horse may also exhibit an educational display on horse safety, health, nutrition, housing or any other horse-related topic. See guidelines for displays in the Horse section in the 4-H fair premium book. The 4-Her must enter their exhibit at General Entry Day on Wednesday of the fair, at the 4-H exhibit building on the east end of the fairgrounds between the hours of 3:00 p.m. and 7:00 p.m. Page 11

12 SECTION 14: SHOWMANSHIP AND ROUND ROBIN The top senior showperson in each specie area has the opportunity to take part in the Round Robin Showmanship Contest which takes place on Sunday at 9:00 a.m in the livestock arena. If you won showmanship in two areas, you must pick one species and the reserve champion will represent the other area. Participants cannot show their own animal. Each showperson will show and be evaluated with each of the other nine species. Participants will be judged on their knowledge of each species, handling and showing of each animal, appearance of the showperson, and attitude and responsiveness of each showman. The Round Robin Showmanship Champion will be announced at the conclusion of the round robin show. If you decide not to participate, the reserve champion showperson will be asked to represent that specie. SECTION 15: STATE TRIP WINNERS AND EXHIBITOR RULES AND REQUIREMENTS To be eligible to win a trip to the State Horse Show, the 4-H member must complete the following requirements (requirements to show can be found in Section 3): Must have completed 6th grade. Must have joined 4-H and paid $15 member dues by the July 1 st deadline. Horse ID Must be on file by the May 15th deadline Fair forms and Coggins Must be submitted by the July 1 st deadline. Important Note A State Show representative may show in any class at the State Show in either division (pleasure or games) that he/she received a blue 4-H ribbon at the County Fair (with the horse they will be taking to the State show) except Trail. A member does not have to ride in only the classes from the divisions (western, English, games) that they were chosen to represent. If you get a state trip you may show in all classes for which you received a blue ribbon for at the fair regardless of the trip you are taking so long as you are riding the same horse. A grand entry rider will be a volunteer chosen by the 4-H staff. State Show Herdsmanship Individuals who qualify for a State Horse Show trip must sign a Herdsmanship Contract in order to be a representative of the Pine County 4-H Program. This contract outlines a minimum standard of Herdsmanship that is expected of Pine County members. Failure of an individual to meet their obligations, as stated in the contract, could result in a member not being able to qualify for an out of county 4-H Horse related trip within the next year. The county tack stall furnishings will be used by this group. Accepting a State Horse Show Trip All State Horse Show trip winners are required to notify 4-H staff of their intent to accept or decline the trip as soon as possible. After that time, alternates will be given the trip. All paperwork and checks MUST be turned into the 4-H Extension office by 4:00, Sunday of the fair or your trip will be given to the alternate. Cancellation Policy: All fees are non-refundable unless an alternate is found for the trip. IF YOU HAVE ANY QUESTIONS ABOUT HOW STATE SHOW TRIPS ARE CALCULATED, CONTACT 4- H STAFF BEFORE THE COUNTY FAIR. During the fair, the 4-H staff can be found in extension office on the east end of the fairgrounds. State 4-H Horse Show trip winners and Champion Page 12

18 SECTION 24: ADDITIONAL USEFUL INFORMATION HORSE CLINICS: The 4-H Horse project holds clinics on various Wednesday and Thursday evening during the months of June and July. Project members are not expected to attend these clinics, however, it is encouraged that you try to attend at least a couple of clinics to get you and your horse acquainted with other members, their horses and the arena. The intention of these clinics is for the youth to learn about the different disciplines available and improve their riding skills at a cost reasonable to all. Clinics usually start at 6:00 at the Pine County Fairgrounds, unless noted. A schedule will be sent out once complete. ITEMS TO BRING TO THE FAIR: Bring water buckets and hanger, feed bucket, hay bag, hay and feed, grooming equipment, saddle and all tack. Brooms, wheelbarrow, shovels and scoops should also be brought if possible. Scissors, duct tape, pens and paper may also come in handy. THINGS TO DO PRIOR TO THE FAIR: Barn decorations and Music in Motion routines can be completed prior. Outfits should be tried on prior to the fair to make sure they fit. It is a good idea to have your horses hooves trimmed as well. Check all tack for missing screws or damage and clean tack prior to the fair. MANDATORY WORK DAY: The weekend prior to the fair will include a work day. This is the day stalls are set up, bedding is spread in the stalls and general clean up and barn set up is done. Stalls will be assigned at this time. Stalls may be decorated as well. Sign up for Show Workers and Barn shifts will be done. All families are expected to work a shift during the show Thursday and work 1-2 Barn Shifts during the fair. SHOW DAY: Take a deep breath and get up early. Show starts Thursday at 8:00 a.m sharp! It is the responsibility of the 4-H member to be at the gate when their class is announced. It is helpful to have extra helpers on the day of the show to listen for class schedules, help with tack changes etc. Patterns will be posted as soon as they are provided by the judge. MUSIC IN MOTION: If you have signed up to do the large group music in motion, please have your horse tacked up and ready prior to the Ribbon Ceremony. The large group music in motion will perform once at the beginning and once at the end with individuals competing in between. RESOURCES: The Premium book, as well as the Extension Website provides information on signing up for classes and additional rules and guidelines. We suggest you review these if you have further questions, or contact the extension office. Page 18
