1 INVITATION TO BID FOR SUPPLY AND INSTALATION OF 4 WATER PUMPS SOLAR SYSTEMS & 4 SPARE SOLAR WATER PUMPS درخواست آفر برای تھيه و نصب چھار سيت واتر پمپ با سيستم انرژی آفتابی و چھار سيستم اضافه Date: September 07, 2016 داکار از کمپنی ھای عالقمند و واجد شرايط که خواھش اشتراک درپروسه داوطلبی داکار را داشته باشند دعوت به عمل می آورد تا در داوطلبی برای تھيه و نصب دو سيت سولر متحرک و دو سيت سولر غير متحرک واتر پمپ ھای زير آبی مجھز با سيستم انرژی آفتابی و چھار سيت واتر پمپ ھای آفتابی اضافه برای واليت کنر شرکت نمايند که تفصيالت آن در ضميمه (I) تذکر يافته است. آخرين مھلت برای آفرھا تاريخ 27 سپتمبر 2016 ساعت 4:00 عصر بوده که بصورت سربسته به شعبه لوژيستيک داکارسپرده شود. آدرس دفتر (پروژه تايمنی پايکوب نصوار سرک دوازدھم قلعه فتح الله). مجلس بازگشايی آفرھا ساعت 10:00 قبل از ظھر تاريخ 28 سپتمبر 2016 صورت ميگيرد که متعاقبا برنده داوطلبی در اسرع وقت اطالع خواھد يافت. DACAAR invites interested parties to submit their sealed offers for supply & installation of (2) Sets (Solar Water Pumps with Etatracker Solar System) and (2) Sets (Solar Water Pumps with Fixed Stands Solar System) and (4) spare Solar Water Pumps for Kunar Province which are described by detail under Annex (I). The final submission date for your offers will be Sep 27, 2016 at 4:00 PM. The offers will be opened on Sep 28, 2016 at 10:00 A.M in DACAAR Main Office (Taimani Project, Paykobe Naswar, 12th Street of Qalae-Fathullah, Kabul) and the winner of the biding will be notified shortly after the opening. Terms and Conditions of Contract: شرايط قرارداد: 1. Delivery and installations of (Water pumps & Solar Systems) in Kunar Province: Asadabad District (Sharifabad, Danduno & Nawabad), Shigal District (Sagai). Detail for Delivery & installation timetable is described under Annexe (II) انتقال و نصب واتر پمپ ھا سيستم آفتابی در واليت کنر در ولسوالی ھای اسد آباد (شريف آباد دندانو و نو آباد) ولسوالی شيگل (ساگی) صورت گيرد. معلومات در مورد انتقال نصب و تھيه واتر پمپ و پنل ھای آن در ضميمه( II ) تذکر يافته است Installation & Delivery of Solar pumps & solar systems will be done by company technicians. 3. DACAAR staff will inspect the functioning of solar system pumps, during delivering and after installation in the mentioned areas. 4. The bidder have to provide solely in information regarding the panels, type of panel s stand and pumps, for example, name of manufacturer company, both for pumps and panels, also pump daily output design otherwise the offer will be neglected. 5. Minimum three years Warranty is desired after successful installation of solar Systems and this fact must be clearly mentioned in the offer. 6. 3% of total contract value will be seized with DACAAR for three years, and after successfully نصب سولر سيستم و انتقال آن توسط اشخاص مسلکی کمپنی صورت می گيرد. پرسونل داکار نحوه کار سولر سيستم و واتر پمپ را در موقع فرستادن و بعد از نصب کردن نظارت خواھند نمود. داوطلب مکلف است تا معلومات مکمل در مورد پنل ھای سولر پمپ که در سولر بکار می برد, آب دھی روزانه و پنل ھا و پمپ ھا ساخت کدام کمپنی می باشد در غير صورت آفر که معلومات ذيل در آن گنجانيده نشده باشد داکار از آن صرف نظر خواھد کرد. حد اقل ميعاد گرنتی و خدمات پس از فروش برای سولرسيستم مدت سه سال بعد از نصب موفقانه سولر سيستم می باشد که اين موضوع بايد بشکل واضح و روشن در اسناد داوطلبی مشخص گردد. 3% از مجموع کل ارزش قرار داد به طور ضمانت به مدت Page 1 of 12

In case of delay without logical reasons in delivery of Goats 0.5% of total cost of undelivered items will be charged as penalty for each day of delay. 8. Prices shall be given in Afghanis and shall include transport plus loading, unloading and complete installation of the systems in areas. سه سال محفوظ می ماند و بعد از موفقانه تکميل شدن دوره گرنتی اين مبلغ به قراردادی قابل پرداخت می باشد. در صورت تاخير رساندن بزھا بدون عذر موجه در وقت معينه آن مبلغ 0.5 فيصد از ارزش اموال تاخير شده بطور جرمانه در برابر ھر روز تاخير از طرف قراردادی تاديه خواھد گرديد. قيمت ھا بايد به پول افغانی داده شود و بايد قيمت انتقال الی ساحه نصب سولر سيستم به عھده قرار دادی می باشد The All bids should carry out 150,000 AFN bid security otherwise the offer will be rejected and no complain will be acceptable; submission methods of bid security are: a) Put a Bank Guarantee with this amount with bid documents. b) Deposit (150,000 AFN) to DACAAR Kabul Bank Afghani Account ( ). The call deposit will be refunded to the unsuccessful bidders after opening of bids. For the winner contractor, the call deposit will be repaid, after successful completion of the Contract % Tax for companies which has updated license and 7% Tax for expired license holders or companies without license will be deducted from the contractor as income tax and DACAAR will pay that amount to Ministry of Finance, the amount starts from (1 AFN). 11. The winner of the tender must deposit 10% of total contract value as performance guarantee, the amount is refundable after successful completion of contract. 12. Payment will be carried out after Successful complete installation of solar pumps with submission of invoices verified by Provincial Manager/field Engineer, within fifteen days. آفرھا بايد ھمراه با سند 150,000 افغانيگی ھمراه باشد در غير آنصورت رد خواھد گرديد و اشتراک کننده گان حق شکايت را ندارند. روش ھای ارايه تضمين آفر عبارتند از: a. گذاشتن تضمين بانکی از بانک ھای معتبر داخل پاکت آفرھا. b. جمع نمودن 150,000 به حساب افغانی کابل بانک داکار.( ) مبلغ ذکر شده برای آنعده داوطلبان قابل باز پرداخت ميباشد که در اين پروسه برنده نشده باشند وپول ھای شان بعد از باز گشايی آفر ھا واپس تاديه می گردد اما برای برنده داوطلبی بعد ازتکميل نمودن موفقانه قرارداد اين مبلغ قابل پرداخت خواھد بود % تکس برای کمپنی ھای دارای جواز مشروع و 7% تکس برای کمپنی ھائيکه داری جواز نبوده و يا اينکه معيد معينه آن تمام باشد از پول کمپنی وضع گرديده و توسط داکار به وزارت ماليه دولت اسالمی افغانستان پرداخت ميشود آغاز مبلغ از (1 افغانی). 11. قرار دادی که برنده قرار داد شناخته می شود مکلف است که 10% از مجموع کل قرار داد را به حيث تضمين برای انجام قرار داد تحويل داکار نموده که اين مبلغ بايد بعد از تکميل نموده موافقانه قراداد قابل باز پرداخت است. 12. تاديه پول بعد از تکميل نمودن موفقانه قرار داد و بعد از تصديق نمودن مسول واليتی داکار و اينجنير ساحوی در جريان پانزده روز قابل اجراء می باشد..9 For more details please contact DACAAR Logistics Unit in Paye-Kobe Naswar, Taimani project (Mobile No ) address: shaker@dacaar.org).
