LAST DATE AND TIME FOR SUBMISSION: April 28 th, 2015, 5:30 PM. TECHNICAL BIDS OPENING DATE & TIME: April 29 th, :30 PM Sealed quotations should be sent to: Programme Coordinator, DBT-BUILDER, School of Biotechnology, Jawaharlal Nehru University, New Delhi The University reserves the right to accept or reject any or all quotations without assigning a reason. General instructions & Terms and conditions: 1. All quotations should be typewritten or written in ink. The rates quoted should remain valid for a period of at least 90 days from its acceptance and supplies have to be made at the quoted rates. 2. Bid security/emd of Rs. 40,000/- should be submitted at the time of quoting. Bid Security/EMD is payable through Banker's Cheque/Demand Draft in favour of Finance Officer, JNU and should be put in the envelope containing technical bid in absence of which bids will not be accepted. This EMD amount will be returned to unsuccessful bidders at the earliest as per extant rule. 3. Bidders are also required to enclose copies of PAN No., TIN No., Service Tax No., Valid certificate of authorization in case of authorized distributors and list of users with proof of installation and post-sales service without which the quotations shall not be considered. 4. Sealed quotations must mention on the top of the envelope Data Centre for High-End Computational facility set-up 5. Original company literature from Principal company/manufacturer must be supplied, clearly verifying all specifications. 6. The Principal company or their authorized dealers may only quote (Authorization to be clearly demonstrated). 7. Users list must be provided. 8. Service support must be clearly specified. 9. Quotation must provide detailed Compliance sheet. 10. Interested bidders should satisfy themselves with regard to above terms and conditions before quoting for the item. 11. Late submissions, incomplete quotations, submissions without the required EMD and unsealed quotations will be rejected. 12. The University reserves the right to accept or reject any or all quotations without assigning a reason. 2 Annexure-I Technical Specifications for Data Centre for High-end Computational Facility set-up. The Data Centre should be a modular extendable Data Centre. The Modular Data Centre should offer the highest level of physical security and efficient protection against fire, and unauthorised access. In addition to the physical protection offered, all of the components which characterise a complete data centre should be integrated in different designs, starting with an energy-efficient DX based air conditioning system with temperature indicator & display, through to the power supply system, early fire detection and extinguishing equipment system. Thus, the modular Data Centre should offer all-round protection for distributed IT systems. As a scalable solution, the equipment should have the possibility to extended and relocated at any time as desired. A single vendor has to provide the entire solution for the data Centre as stated below. The vendor should have minimum 5 similar installations in all over India out of which few are preferably in Delhi. The vendor has to submit the list of all (similar) installations in India with details. Total solution is for 2 Racks detailed Schedule of requirement can be seen at Annexure II Data Centre Required Features 1.0 Rack Based In Rack DX Cooling System The Data Centre should be equipped with DX Gas Based in Rack Cooling System where Hot and cold aisle is maintained within the rack. It should have heat exchanger to remove high levels of waste heat from server enclosures and provide uniform, effective, affordable cooling for Servers, in addition to similar IT equipment (switches etc) installed in server enclosures. Each DX Gas cooling system should be a closed unit consisting of a cooling system and cool either one or two server enclosures. High Performance Direct Expansion (DX) Gas Based Cooling System The design of the unit should be optimised for use in data centres. The integrated DX Gas Based heat exchanger should guarantee a cooling output of up to 12 KW, combined with standard server enclosure dimensions, the lowest possible weight and comprehensive possibilities for monitoring. Server must be maintained at +10 C to +35 C temperature and humidity 10-90% non condensing for 24 x 7 whole year.

3 The air/gas Based heat exchanger is mounted on the side of the rack. Rack DX Gas Based should offer enclosure-based cooling separate from the room air and is thus also able to reduce the noise level. The unit should be capable of providing cooling for two server racks. The hot server air is drawn off to the rear of the server rack. After cooling, it is expelled left and right over the whole enclosure uniformly over the entire height of the rack and is thus made available to the IT equipment once more. The incorporation of EC fan modules to minimise power consumption should be available. The standard integrated software/controller concept for automatic control to be provided. Variable fan speed and cooling Gas Based flow rate must be available for precise matching to the power losses of the components installed in the IT rack. Provision for monitoring and leakage management must be incorporated. The monitoring and alarm management for all physical parameters in addition to energyefficient operation is required. Require parameters and their performances: Air throughput of fans: 4800 m3/hr or better Cooling Output: Minimum 12 KW Cooling medium: R410a Cooling Fan: EC Compressor: Speed regulated Reliability of the system is a must requirement. 1.1 Monitoring & Remote Management It is required that various functions are monitored, controlled and documented inside the IT Data Centre as per technical specifications. The sensors should communicate as per the followings: Technical Specifications: Network interface: IEEE /100BaseT Full Duplex Basic protocols: TCP/IP, SNMP V1.0, Telnet, FTP, http Additional features: NTP, SSH, SSL, DHCP 1.2 Server / Networking Racks Standard (42U) racks will be used to mount and house all server / network / storage devices in the data centre. - The racks should be covered front and back, top and bottom. - Levelling feet should be provided. 3

4 - Copper earth bus bar for full height with 15 (or higher) earth wire and 15 (or higher) conductor connector should be provided. - All rack enclosures should be certified against UL Safety Standard - Racks should be populated with 24 (or higher) numbers of C13 and 9 (or higher) numbers of C19 Sockets with MCB & with sufficient cable. 1.3 IP Based Automatic Rear door opening system All racks of data Centre should be fitted with automatic rear door opening system; the door should open automatically in case of failure of the cooling system, high temperature and fire. 2. Air Conditioners: Four 2 Tons AC (branded with 4* or higher power rating) with duty cycles incorporated should be provided to maintain the room temperature (20-25 C) in the whole room. 3.0 Room Preparations: All required room preparation and civil electrical etc. works, appropriate for installation of SERVER clusters and cooling systems, should be done at Data Centre by the vendor. It includes false ceiling, lighting, painting (Room walls to be painted with enamel paint to minimize dust),etc. All required specific type of room preparation for the installation of rack based DX cooling system to be provisioned by the bidder. JNU will give only the bare site as it where basis. 3.1 Main Electrical Power Distribution System. The data Centre will be provisioned with structured power distribution system. The 3-Phase commercial conditioned 440V/50Hz power supply will be made available at the Distribution panel along with MCCB. This Main Distribution panel should be used by the provider to distribute power to all power consuming devices used in data Centre such as: UPS, Air-Conditioning system, chillers etc The wiring should be carried out by the vendor by using fire retardant appropriate rating electrical cable. All Power socket & Plugs for Racks, UPS & AC(s) etc. for 3 Phase 415volts, and connection should be provided with appropriate inside and outside connectivity from main electric connection box provided. 3.2 CCTV Surveillance and access control System The system should be fitted with an IP enabled CCTV based surveillance system for monitoring of activity outside the IT Data Centre. The system must be supplied with 2nos of IP Based Cameras (one on the front side & another on the rear side), The system should

5 have the facility of remote viewing over IP network and recording. All racks front doors should be fitted with biometric bases access control system 3. 3 Early Fire Detection and Extinguishing Systems Delivery of an active extinguishing system that detects and extinguishes fires in closed server and network cabinets. High-performance fan must extract air samples for smoke analysis into the system's measuring chamber. The integrated extinguishing system must trigger if the concentration of smoke exceeds the limits. The extinguishing process must not be electrically conducting and must be fast and residue-free. NOVEC1230 must be used as the extinguishing gas. The installation frame for the active extinguishing systems must fit into all switch, servers and network cabinets and that should possess an inside depth of 100 cm or higher. The extinguisher container must be integrated into one RU housing. The fire detection and extinguishing system should be fully rack mounted and fully automatic. 3.4 Accessories access sensors The access sensors must be designed so that they may be connected to the active extinguishing system. It must not be possible to trigger the active extinguishing system when the doors are open. 4. General items: All activities and items should be done / supplied as & where the place is available. Any labour cost and organization should be taken care of by the vendor. The installation and removal of the pre-assembled equipment must be carried out without interruption to the present system's operations. 5
