Brief Outline of Project The construction of new service road and Business Park Storage and Distribution Centre at Manor Royal (North), Crawley The proposed new development is for the construction of new A Class B8 home deliveries (Dot Com) centre, a new vehicle maintenance building, gatehouse, vehicle fuelling and washing facilities, van and staff car parking, service yards, a new access road from the A23, landscaping, drainage attenuation areas, CHP plant and associated infrastructure. 2. Description of External Car Park Lighting and Signage Lighting to the staff carpark, Van park, Van loading yard and HGV service yards shall be provided in accordance with the proposed lighting plots to achieve average illumination levels at ground level of 30 lux in the carparks, and Van park and 50 lux for the Van loading yard and HGV service yard. The service road shall be designed to achieve average illumination levels at ground level of 10Lux All external lighting shall be contactor controlled by photo-electric cells and time clocks with a manual override key switch facility. Time clock and override to be located within the managers control room. Emergency lighting shall be provided immediately outside all warehouse exit doors, including the main entrance and secondary exit lobbies. It shall be connected to the emergency lighting circuit Consideration to the Bat conservation area shall be given by the use of the natural shielding of the fittings and by use of SON lamps. In addition and were required all perimeter lighting columns can be provided with shielding to ensure no excessive light spill from the site. Generally light pollution spill from the site shall be controlled to 1lux; this is shown on the design Lux contour drawing. <00001> [E-L] May 2011 Page 4 CSA Engineers Ltd

Lighting Design Statement The Lighting design for the development will be sympathetic to the adjoining site boundary and rural areas. The lighting to the car park and Van park areas has been designed to Tesco external lighting guide for urban outdoor car parks for the safety of the public and in such a way as to restrict the impact on adjoining areas. The service road has been designed to BS EN standards to class S3. The lighting has been designed to take into account the local airport at Gatwick and be in accordance with Advice note 2 Safeguarding of Aerodromes, Lighting near Aerodromes document. The proposed lighting scheme has been accepted by the Aerodrome Safeguarding Officer for Gatwick, see appendix A, confirmation . Glare shall be minimised by utilising lanterns with zero upward light pollution in accordance with ILE recommendations, mounted on 6/8 metre columns, the fittings selected could be used with additional shielding baffle plates if required to minimise backward light along the entire site boundary. The attached lighting plots indicate that the contribution of the proposed lighting scheme at the boundary of the development is 1lux at ground level. <00001> [E-L] May 2011 Page 5 CSA Engineers Ltd
