1.0 EXTERNAL LIGHTING STRATEGY Reason for Report 1.1 This report has been put together to demonstrate the extent/visual impact of the external lighting scheme proposed for new industrial unit, Plot 1, Magna Park, Lutterworth The report will cover the following subjects:- Relevant British standards/codes of practice for external lighting Existing Magna Park external lighting Proposed Lamp source/luminaire type Plot 1 external lighting schemes/visualisations Proposed Lux Levels Sustainability C02 savings/maintenance A night time visual impact assessment is included within Chapter 9 of the Environmental statement which accompanies this planning application. This topic is separately identified under Night Time in sections 9.4 Baseline Conditions, 9.5 Construction Effects and Mitigation, 9.6 Operation Effects and Mitigation, 9.7 Residual effects and 9.8 Cumulative Effects. Relevant British Standards and Codes 1.2 The proposed external lighting scheme for Plot 1 has been designed in accordance with the following standards and codes:- BSEN Light and Lighting or work places (part 2) outdoor workplaces GN Guidance notes for reduction of obtrusive light (Zone E2 Rural, low district brightness) BS :2013 Code of practice for the design of road lighting Part 1: Lighting of roads and public amenity areas BREEAM 2014 EN03, POL 04. Existing Magna Park Lighting 1.3 The existing Magna Park Building and street lighting consists of High pressure Sodium luminaires mounted on buildings and street lighting columns. The type of luminaire varies throughout the park from angled floodlights to full cut off flat glass luminaires. The result of this is a yellow/orange sky glow when viewed from the surrounding villages on nights with low cloud or highly illuminated buildings. This is caused by light reflecting from the horizontal surfaces and from the building elevations. Notwithstanding the sky glow effect, the lighting design in the existing park complies with the planning permission granted and the legislation prevalent at the time. Views from Willey/Ullesthorpe/Bitteswell are indicated in photos (see below). It should be noted that these photographs were taken on an October evening with low cloud cover. Final Report June

View from Willey to Magna Park View from Bitteswell to Magna Park Final Report June

View from Ullesthorpe to Magna Park There is also high intensity illumination of the buildings viewed from Mere Lane on a clear winters night when the foliage has dropped from the surrounding trees (as seen below) View from proposed Plot 1 site to Magna Park (Mere lane elevations) Final Report June

High pressure Sodium (SON-T) lamps at the time of installation had the highest luminous efficacy (most efficient) available, but also a high luminance intensity as all of the light is derived from a single light source (ie the lamp) SON-T lamps also have poor colour rendition and visual acuity when compared to white light source (fluorescent/metal halide/led) Until very recently High pressure Sodium luminaires were used for external lighting for most industrial buildings around the country Proposed Light source/luminaire type 1.4 It is proposed that the Plot 1 external Lighting scheme shall be fully LED. The Performance of LED s has significantly improved in the last 5-6 years, such that they are now routinely installed for office, warehouse and more recently External lighting schemes.they have the advantage over SON-T lamps as follows:- Higher efficacy More efficient fittings meaning lower energy installations. This will mean reduced running costs and C02 emissions for the LED installation when compared to (SON-T.) Light source intensity Reduced light source intensity due to the LED fitting consisting of multiple light sources compared to single light source (lamp). This reduces upward light caused by reflection from horizontal surfaces and building illumination (see visualisation plots) Colour temperature The LED fittings provide a cool white light source (4000k, RA 70-80) which improves colour rendition (enabling lower lux levels), compared to SON-T (2000K RA 20) whilst also providing much improved visual acuity. Note: RA is the Colour rendering index for the light source (the appearance of the colour of objects improves as the RA increases) Optical control LED fittings are provided with electronic drivers which enable uniform dimming of each fitting. Giving flexibility of control and improved energy savings to the end user Life expectancy LED fitting installed in external environment will have usable light output for 140,000 (plus) hours compared to 15,000 hours of SON-T lamp. This greatly reducing the environmental impact of lamp changes, where the SON-T lamps contain Sodium/Phosphors which need to carefully disposed of. The increased life expectancy also reduces the annual maintenance cost for the end user. Plot 1 - Building orientation and Landscape bunds. 1.5 It should be noted that the proposed orientation of the building, setting of building slab level and proposed landscape bunds will already provide screening to any directional glare from the external lighting installation, when viewed from the surrounding Villages of Ullesthorpe, Willey and Claybrooke Parva. Final Report June

Proposed Lighting Manufacturer 1.6 Holophane Lighting (Developer partner) LED fittings are proposed for the external lighting solution for Plot 1. Holophane are a prestigious lighting company (part of a 2 billion dollar global company) and are renowned for the quality of their light fittings and innovative solutions, having been established for well over 100 years. Holophane have invested millions into Research and development of LED solutions for both internal and external applications and have been leaders in External lighting solutions for many years. They currently have the most efficient external area lighting solution of the market leaders in terms of performance and cost. The luminaire proposed for Plot 1 is the DSX fitting (photo below) The External lighting installation will consist of LED luminaires mounted on building and on tubular steel columns at approximately 8m affl. By keeping the fitting low on the building will greatly reduce the light spill on the elevation which is evident on the existing units viewed from Mere Lane. Each luminaire will be provided with programmable electronic driver which will enable the fitting to be dimmed down further should the need arise. In addition it will give the end user total control of the luminaire, providing additional energy savings if the building has periods of low occupancy. Illumination (Lux) Levels 1.7 Lighting to the following areas shall be designed to give the following average levels with 0.4 uniformity, generally to the CIBSE (Chartered institute of building services engineers) Guide standards: - Location Lux Level Roadway 20 Floor level Car Park 10 Floor level Main Entrance 50 Floor level Pedestrian walkways 10 Floor level Cycle shelter 20 Floor level Lorry Park 25 Floor level Loading/unloading 50 Floor level Final Report June

The External Lighting installation will comply with ILE External lighting Guidelines & Dark Sky policy s with the following zonal classification. E2: Low district brightness areas, Rural or small village locations. External Lighting schemes 1.8 Two External Lighting schemes have been provided for Plot PL-100 LED 0.4 uniformity (Based on 30 lux average for lorry yard) 7284-PL-200 SON-T 0.25 uniformity (Based on 50 lux average for lorry yard) The reason two schemes have been provided is to demonstrate the different characteristics of each scheme ie compare proposed LED to typical existing Magna Park installation For each scheme 3D visualisations have also been provided using industry standard DiaLUX lighting programme 7284-PL-101 Plot 1 LED scheme, 3D visualisation 7284-PL-201 Plot 1 SON-T scheme, 3D visualisation External Lighting Results 1.9 As can be seen when comparing the two 3D visualisation drawings (101 & 201) the following is greatly reduced by the proposed LED installation:- Light source intensity Building illumination Visual impact to surrounding villages/areas In addition to the reduction in visual impact the end user also has the added benefit of the following:- Improved colour rendition, Improved visual acuity, Reduced annual energy consumption, Reduced annual maintenance Reduced C02 emissions Dimming facilities for further reduced C02 emissions Reduced maintenance costs Final Report June

Energy usage and C02 emissions 1.10 From the External lighting Plots it is possible to establish the annual energy usage and thus carbon emissions of each scheme of each scheme. LED SON-T Installed KW 31Kw Installed KW 45kW Annual run hours 3650 Annual run hours 3650 Annual Kwhrs 113,150 Annual Kwhrs 164,250 Energy/C02 saving (LED) Per annum 51,000 Kwhrs 26,674 Kg/C02 Note: The above savings do not include for any dimming. New Street Lighting to A5 improvements/mere Lane and Estate roads 1.11 Additional external street lighting shall be provided to facilitate the proposed improvements to the A5, Realignment of Mere lane and extension of Magna Park Estate roads A5 (New roundabout only) to Highways England standards/approval Mere Lane (New roundabout only) to Leicestershire council standards Private estate roads to BS Code of practice for the design of road lighting. Part 1 Lighting of roads and public amenity areas. The installation to the estate roads shall be all LED. Lighting to the A5 and Mere Lane roundabouts shall be LED or as dictated by Highways England and Leicestershire county council. (See drawing 7284-PL-103) Existing Magna Park Street Lighting and Mere Lane improvement Works 1.12 Whilst it is acknowledged that the DHL scheme will add to the external night time illumination, the mitigation measures detailed below will have the effect of reducing the existing park installed Lighting electrical energy, to such an extent that the proposed DHL external lighting electrical energy installation will be neutralised. It is proposed that the entire existing Magna Park street lighting installation is upgraded to LED. All of the street lighting columns are to remain in the same location with the Luminaires replaced with Holophane DSX fitting. This will have the benefit of reducing the sky glow effect from Magna Park whilst reducing the annual running costs and maintenance of the park management Calculations on the annual energy savings are as detailed below:- Final Report June

Existing scheme 205 x 150w SON-T (196w each) Total installed KW Annual usage hrs 3650 Annual energy usage Kwhrs 146,657 Annual C02 kg 76,554KG Proposed LED scheme 205 x 114w LED (Holophane DSX) Total installed KW Annual usage hrs 3650 Annual energy usage Kwhrs 85,000 Annual C02 kg 44,370 Annual saving 61,657 Kwhrs 32,184 kg C02 In addition to the street lighting improvement works it is proposed to change the External lighting installations of the Tenants (for areas that face onto Mere lane) to Holophane DSX luminaires. The benefit being much reduced visual glare, reduced luminaire intensity (leading to less reflection off building and yards) coupled to energy savings and reduced maintenance for tenants. It has been calculated that the overall installed power (wattage) of the Plot 1 external lighting scheme will be equal to or less than the power (wattage) saved by the improvements works Final Report June

Recent LED Installation Photographs 1.13 Installation photographs have been provided of a very recent industrial Building where the external lighting installation consisted of Holophane DSX luminaires. Building illumination greatly reduced, lower horizontal reflectance and thus reduced sky glow Final Report June

Building illumination greatly reduced (Low intensity light source with 0.2% upward light) Upper half of building in darkness due to low mounting height and reduced reflectance Improved Colour rendition (RA) and visual acuity mean Lux levels can be reduced Final Report June
