4 Message from Hon ble Chief Minister Immediately after the 26 th January 2001 earthquake, Gujarat State Disaster Management Authority (GSDMA) was established on 8 February 2001 with a mandate to implement the gigantic task of Rehabilitation and Reconstruction Programme in the earthquake affected areas of the State and simultaneously act as a nodal agency to plan and implement Pre-Disaster Preparedness and Mitigation Activities including Training and Capacity Building of all the stakeholders involved in Disaster Management. The vision of GSDMA is to go beyond Reconstruction and make Gujarat economically vibrant, agriculturally and industrially competitive with improved standards of living and with a capacity to mitigate and manage future disasters. The Disaster Risk Management (DRM) Program was initiated in the year covering 11 most disaster prone districts, 44 talukas and 3000 villages, identified through the help of hazard, risk and vulnerability analysis of the State. DRM Program is one of the major initiatives of GSDMA to build/strengthen capacity of various stakeholders for an effective response during and post disasters. Initially, the Program was jointly implemented with United Nations Development Program (UNDP) and Ministry of Home Affairs (MHA), Govt. of India. But from onwards, the program is running in all districts of the State, in a phased manner, through Govt. of Gujarat funds. The main goal of this program is sustainable reduction in disaster risk, for various hazards to which the State is prone to. I wish all the luck for the future endeavors of this program and to all the individuals associated in making Gujarat a resilient State. 6 Message from Chief Executive Officer, GSDMA Majority of districts in Gujarat State are prone to some or the other hazard. GSDMA focuses on strengthening of Response, Preparedness and Mitigation measures, from institutional to individual level. The emerging paradigm shift in the field of Disaster Management worldwide from response to prevention and preparedness has prompted the stakeholders to provide more weightage to preparedness and mitigation measures. In this direction, GSDMA has started DRM Program with the help of external aid agencies in the year and the basic idea was to involve common people at large in various facets of disaster management. The approach aims to prevent as far as possible and to mitigate against the impact of natural and man-made disasters through raising awareness and building upon local coping mechanisms and strengthening vulnerable communities. The Disaster Risk Management (DRM) Program was designed in such a way that it supported capacity building to institutionalize the system, educating community through awareness programs on different facets of disaster management including strengthening of human capacity at all levels in disaster risk management and sustainable recovery through training, mock drills, plan preparation/updation, etc. In order to ensure effective implementation of programme activities, GSDMA has appointed District Project Officers (DPOs) at district level and Project Officers at Municipal Corporation level who are working under the direct supervision of their respective District Collectors/Municipal Commissioners. The DRM Programme aims at strengthening of Response, Preparedness and Mitigation measures through a variety of activities at various administrative levels. With the support from various line departments from district to State level, GSDMA has carried out various activities as part of DRM Program in the Year It gives me pleasure to share the Annual Report for the DRM Programme for Smt. 8 Background of Disaster Risk Management (DRM) Program in Gujarat State What is DRM Programme? DRM is one of the major initiatives of Gujarat State Disaster Management Authority to build/strengthen capacity of various stakeholders for an effective response during and post disasters. The DRM Programme is formulated with a goal of sustainable reduction in disaster risk in hazard prone districts in Gujarat state. The programme activities are designed in a way which supports capacity building to institutionalize the system, undertake environment building, education, awareness programs on different facets of disaster management including strengthening of human capacity at all levels in disaster risk management and sustainable recovery. The DRM Programme is aiming at strengthening of response, preparedness and mitigation measures through a variety of activities at various administrative levels. Considering the impact of DRM Programme activities, GSDMA included DRMP as a new scheme and made financial provision in state budget since considering implementation of exit strategy of UNDP in the year GSDMA started utilizing State Government resources and made necessary arrangements to maintain flow of DRM Programme activities across the state. DRM Program focuses on disaster prone districts of the State for strengthening of response, preparedness and mitigation measures. In order to ensure effective implementation of programme activities, GSDMA has appointed District Project Officers (DPOs) at district level and Project Officers at Municipal Corporation level who are working under the direct supervision of the respective District Collectors/Municipal Commissioners. The DRM Programme activities include: 1. Development of disaster risk reduction and response plan at each administrative level Village, Municipality, Taluka and District. 2. Creation of Disaster Management Teams and Committees at various levels and their institutional capacity building through training and hardware resources. 3. Capacity Building for various stakeholders in different subject areas. 4. Updation of national and state level online database i.e. India Disaster Resource Network (IDRN) & State Disaster Resource Network (SDRN) respectively for disaster preparedness and management. 5. Development of IEC materials for awareness generation programs as well as training and capacity building. 6. Development of manuals for trainers and practitioners at different levels. 7. Integration of disaster management plans in to the development plans of local selfgovernments. Annual Report 7 April March 2014
9 Genesis of DRM Programme The Disaster Risk Management Programme was initiated by Ministry of Home Affairs (MHA), Govt. of India in collaboration with United Nations Development Programme (UNDP) in the year 2002 at the national level. Gujarat State Disaster Management Authority contributed as the nodal agency for implementing programme activities in Gujarat state partnering UNDP to strengthen the all India programme through the use of combined resources. A State Steering Committee (SSC) chaired by Principal Secretary and CEO, GSDMA comprising secretary level officials and representatives from other governmental and nongovernmental organizations was set up for monitoring the DRM Programme activities. This programme envisages disaster management planning at all levels involving resource, inventory, hazard risk mapping and the setting up of response mechanism in case of emergencies besides awareness generation and capacity building for the same. Community Based Disaster Preparedness approach The response to the repetitive disasters that have plagued India over the years has, in most cases, been spontaneous and supply driven. The Government, in its official capacity and non-governmental organizations including the corporate sector have provided assistance mainly in the form of relief and rehabilitation to the victims of major calamities. These initiatives, though well intentioned were inadequate in two ways, firstly they failed to incorporate preparedness and mitigation measures into the rehabilitation and reconstruction effort and secondly the initiatives were in the provision mode whereby the community became the beneficiary by default. The emerging paradigm shift in Disaster Management worldwide from response to prevention and preparedness has prompted mitigation measures such as the drought proofing programs in Gujarat, Orissa and Rajasthan and the propagation of the retrofitting technology in Maharashtra and Gujarat after the Latur (1993) and Kachchh (2001) earthquakes respectively. The Gujarat earthquake rehabilitation programme has been one of the best examples of GO NGO collaboration. However, a truly comprehensive approach to disaster management entails hazard specific preparedness, mitigation and prevention measures being undertaken by communities who are most affected by such events. This approach termed as Community Based Disaster Preparedness and as exemplified in disaster prone countries such as the Philippines, Bangladesh, and Nepal has gained momentum in India in the aftermath of the super cyclone of Orissa in 1998 and the devastating earthquake of January 26 th The approach aims to prevent as far as possible and to mitigate against the impact of natural and man-made disasters through raising awareness and building upon local coping mechanisms and vulnerable community; a community equipped with the necessary skills sets and aware of the steps to be taken pre, during and the post disaster to protect their lives and property. Goals and Objectives of DRM Programme: Sustainable reduction in disaster risk in Gujarat State was the main goal for inception of this programme. 10 1. Capacity building to institutionalize the system for disaster risk management. 2. To undertake awareness programs on different facets of disaster management; strengthening of capacity at all levels in disaster risk management and sustainable recovery; development of manuals and training modules; Information, Education and Communication (IEC) materials and their dissemination. 3. Multi-hazard preparedness, response and mitigation plan for disaster risk management at state, district, taluka, urban local bodies and village level in Gujarat state. 4. Networking knowledge on effective approaches, methods and tools for disaster risk management, developing and prompting policy frameworks at State and National levels. 11 Disaster Risk Management Program Gujarat State Disaster Management Authority Region wise achievements made under DRM Program during Central Gujarat In Central Gujarat, DRM Program is functional in all six districts (Ahmedabad, Anand, Dahod, Kheda, Panchmahal, and Vadodara) covering its identified three main components which are i.e. Plan Preparation, Training & Capacity Building and Awareness Generation. Some of the major activities organized during under this region are highlighted along with photographs at various administrative levels. Pre-monsoon meeting organized under the Chairmanship of Collector Ahmedabad. In each of the six districts, as a part of preparedness measure district level premonsoon meeting was organized in the month of April and May 2013 including the Nodal Officers of line departments at district level under the Chairmanship of Collector. Instructions regarding different activities to be carried out during monsoon season by various line departments were given by Collectors to respective departments. In the same order taluka level pre monsoon meeting were also organized under the Chairmanship of SDMs/Deputy Collectors at various talukas of all the six central Gujarat districts. Activities carried out under DRM Program in Central Gujarat: Under Search & Rescue training program, a total no. of 119 programs organized in six districts and a total no. of 6882 participants have been trained at district, taluka, village and city level. A total no. of 131 programs organized in six districts out of which a total no. of 7108 participants have been trained at district, taluka, village and city level. First Aid Training program organized for Anganwadi workers in Ahmedabad district. As a part of preparedness measure, equipments such as water browser, mini fire tenders, etc. given by GSDMA to various municipalities and Municipal Corporation. 12 Disaster Risk Management Program Gujarat State Disaster Management Authority A total no. of 108 mock drills has been conducted in six districts of central Gujarat considering various hazards present in the region. To check the effectiveness of On-site and Off-site DM Plans, various industries like IOCL, ONGC etc. have conducted mock drills. Every year, after Diwali festival, a Vautha Fair is organized in Dholka taluka of Ahmedabad district which attracts approximately 4 to 5 lakh people. DM Stall was organized as a part of awareness generation with the help of IEC, audio - visual display and demonstration of equipments. Success Story: A basic firefighting training program was organized for students, volunteers and fire fighting staffs of Bavla Nagarpalika with the help of Mukt Jeevan Disaster Management Academy. On the last day of training program 24/10/2013, an accident took place in between a truck and a trailer at Bavla Chowki. Trained volunteers and staffs of Nagarpalika and academy rushed to the spot along with Search & Rescue equipments and brought the situation under control without any casualty. 13 North Gujarat In North Gujarat, DRM Program is functional in five districts (Banaskantha, Gandhinagar, Mehsana, Patan and Sabarkantha) ) covering its three main components which are identified i.e. Plan Preparation, Training & Capacity Building and Awareness Generation. Some of the major activities organized during under this region are listed below along with photographs at various administrative levels. District level pre-monsoon meetings were conducted in the month of April and May 2013 including the Nodal Officers of all line departments at district level under the Chairmanship of Collector. Different activities to be carried out during monsoon period by various line departments were informed by Collector to respective departments. Pre-monsoon meeting organized under the Chairmanship of Collector Gandhinagar. In the same order, taluka level pre monsoon meeting were also organized under the Chairmanship of SDM and Deputy Collectors. Activities carried out under DRM Program in North Gujarat: Under Search & Rescue training program, a total no. of 101 programs organized in six districts and a total no. of 5783 participants have been trained at district, taluka, village and city level. District level pre-monsoon meetings were conducted in the month of April and May 2013 including the Nodal Officers of all line departments at district level under the Chairmanship of Collector in all the seven districts of south Gujarat. Different activities to be carried out during monsoon period by various line departments were informed by Collector. Taluka level pre monsoon meeting were also organized under the Chairmanship of SDM and Deputy Collectors and instructions were given to Mamlatdars and TDOs regarding activities to be carried out during monsoon season. Awareness generation campaign at school level in Surendranagar district. Flood Rescue Training: Flood rescue is a specialized skill which requires comprehensive training and mock exercises. Given the flood scenario of the state, GSDMA collaborated with an NGO Monters Disaster Management and Navigation Training Foundation (Nauka Talim Kendra) to train personnel across the state on flood rescue techniques under a 12 day comprehensive training programme. The aim is to create a pool of volunteers to deal with rescue needs particularly in flood prone districts and during the monsoon season across all districts. Since August 2004 till date, 101 training camps have been conducted so far, with over 3157 personnel being trained across the state. The training camps are designed to cover all the districts of the states. The list of trained personnel is uploaded on website ( The training covers both theoretical and practical aspects of flood rescue including operation of different types of boats; use of navigation tools; swimming techniques; first aid techniques including CPR; map reading; weather related observations etc. Some mountaineering techniques such as rappelling and river crossing have been adapted for flood rescue operations. The trainees are also guided on how to utilize locally available materials such as coir rope, bamboo, banana stems, rubber tubes, oil containers, jerry cans etc to prepare makeshift boats and rafts for emergency rescue operations. In addition, the personnel are imparted basic training on all other types of disaster including biological, nuclear and terrorist attacks, except for chemical and fire-related disasters. Instructors are drawn from a pool of experienced individuals who have been previously trained at Monters and have participated in actual rescue operations. Experts on different subjects are also invited as guest faculty. Instructors training and refresher courses are conducted every 2-3 months. Annual Report 16 April March 2014
18 An emergency rescue kit is provided to all participants to take home after completion of training. These kits are funded by GSDMA and include essential flood rescue equipment including life jackets, rings, ropes, pocket knives, torches etc. Certificates of acknowledgment are issued upon the completion of all training programmes to certify that the individual has completed basic training on aquatic safety. The training institute maintains its own stock of rescue equipment including fiber glass boats, sailing boats, canoes, inflatable rubber rafts, life rings, life jackets, rope ladders, emergency lights, smoke flares, navigation equipment, rescue medical units, scuba diving gear, under water equipment, emergency communication equipment etc. Formulation of DM Plans: In Gujarat all the districts have prepared the Multi-hazard District DM plans and submitted to the office of Commissioner of Relief, Govt. of Gujarat and GSDMA. Districts have prepared the District DM plans using a model template developed by GSDMA. The plan is a comprehensive document which includes in its purview the hazard profile of the district, assess the vulnerability and risk vis-à-vis the available resource inventory of the district. Besides, the Incident Response System and its application as an effective management tool at pre, during and post disaster scenario are some of the salient features of the district plan. Updation of DM Plans at Taluka and Village level: Taluka and village DM plans are also updated as a part of DRM Program. A total of 195 TDMPs and 139 CDMPs have been updated at Taluka and city level respectively as on March The Taluka and city plan involves data collection, compilation and analysis of data involving a series of meetings, discussion and inclusion of feedback from the line departments both public and private agencies. The plan features hazard and vulnerability assessment and has laid down a preparedness, response and mitigation strategy for context specific hazards for the Taluka and city. Each plan also features Stand Operating Procedure (SoP) for each line department for pre, during and post disaster. Similarly the VDMPs provide SoPs for each DMT against various hazards for better role clarity and effective coordination among the DMTs and DMC. Conduction of Mock Drill: Government of Gujarat/GSDMA has given a special focus on conducting area specific scenario mock drills to address the vulnerability and risk assessment in all the districts of Gujarat State. These drills are conducted in partnership with the State/District/local administration, line departments, Municipal Corporations along with other NGOs, Industrial and corporate bodies. A total no. of 272 mock drills were conducted in the year at district, taluka, village and city level under DRM Program. Flood Preparedness Meeting: A State level Pre-monsoon preparedness meeting was held in Gandhinagar chaired by Hon ble Chief Secretary of Gujarat in April Principal Secretaries of the various departments, CEO-GSDMA, Commander of Air force, Station Directors of Doordarshan & All India Radio, Director, Indian Meteorological dept., Chief General Manager, Gujarat Telecommunications, Director for Rural Broadcasting, Director, Western Railways, Superintendent Engineer, Central Water Commission attended the meeting to review the state s flood and cyclone preparedness and response plan. 19 Disaster Risk Management Program Gujarat State Disaster Management Authority Manuals & Literature distributed: Hazard Manuals developed for Earthquake, cyclone, flood and industrial accidents have been distributed to the district /taluka officials in the state. In addition, leaflets and do s and don ts along with safety tips addressing fire, tsunami, flood, cyclone, and industrial and chemical hazards have been distributed which are extensively used during orientation and training programs. Disaster Management and Mitigation Awareness generated at all levels Gujarat has adopted a multi-pronged communication strategy for awareness generation and education of the communities. Awareness rallies, campaigns, public meetings, demonstrations, displays, workshops, seminars and school competitions are organized in all districts of Gujarat state. Local print and electronic media, particularly the local cable channel are used for information dissemination. Local folk media, such as Bhavai, Diara and Rangla Rangli shows is put to effective use while sensitizing the community on preparedness, planning and mitigation of natural and man-made disasters. GSDMA has launched an awareness campaign on various issues such as kite flying festival, floods, lightening; bore well precautions etc. of preparedness and safety round the year. Booklets, handbills, poster and press advertisements on cyclone preparedness were also released for public awareness. Different audio-visual mediums were used for awareness generation among communities of both rural and urban setup. CELEBRATION OF INTERNATIONAL DAY FOR REDUCTION OF NATURAL DISASTER: Awareness Generation activities such as rally organization by NCC Cadets in Bhuj, Kutch district and flag off ceremony done by Collector Patan on IDDR for demonstration of vehicles. 20 In order to enhance the level of awareness and engender a culture of safety, the International Day for Disaster Reduction (IDDR) is being celebrated across the state. The eve is marked with diverse awareness and education campaigns at all levels. The event was celebrated on 15 th October 2013 along with theme of persons living with disabilities, host of activities such as seminar, exhibition, interactive games, competitions among school children such as poster painting, debate etc were conducted to create awareness among children. Road rally show in different districts was another main event organized to generate awareness among community at large. State Disaster Resource Network (SDRN) A comprehensive database of disaster management related inventory is very essential for an organised response in case of a disaster. More often than not, lack of proper and adequate information has hampered swift and measured response resulting in delay which can be critical in such eventualities. The Disaster Management plan requires an ongoing flow of substantial information. Therefore, data generated for the plans have to be captured on a uniform format for easy compilation, collation, analysis and accessibility with the assistance of the state-wide IT network of the government known as Gujarat State Wide Area Network (GSWAN). GSWAN is a state-of-the-art wide area network catering to government officials at State, District and Taluka levels. The State Disaster Resource Network (SDRN), a system that is enabled by GSWAN includes some of the following information: hazards faced, data on vulnerable elements, information on past disasters, inventory of resources available, task forces and disaster management committees at various administrative levels with their emergency contact numbers. The system allows for the creation of and updating of the Village, Taluka, District and State Disaster Management Plans once the data has been collected at the village level, entered into the SDRN system at the taluka / district level and aggregated with secondary data pertaining to the specific taluka or district. This centralised system presents many advantages such as the easy availability of plans at all levels, minimum duplication and time saving and finally the visual data reports generation that assists in gap analysis and resource mobilisation. Village level data entry is completed in all districts and correction and updating of the information entered is in process in all 26 districts. In parallel to village level data, the focus is also on collecting data for the taluka level pans. Out of 225 talukas, 181 talukas data updated and out of 160 nagarpalikas, 137 nagarpalikas data updated. Annual Report 19 April March 2014
