12 Exceptional measures in intense natural disasters (due to extent and suddenness) More staff has to be mobilised at once Less time available to start the protection & rescue operations Large number of people might need help at once Critical infrastructure (traffic, energy supply, electricity, gas, water) might be hit all at once

19 Bilateral agreements Mutual assistance, rendering equipment available in order to prevent and manage disasters Exchange of information on sources of hazards that may generate disasters and on their consequences Determining causes of the disasters and assessment of their consequences Organizing and conducting joint exercises Exchange of experience on forecasting, preventing and assessing disasters, and sharing scientific, technical and practical lessons learnt Arranging conferences, study trips, scientific programs and professional courses
