Internet service providers should bear the cost of any new infrastructure. do not know I would hope all of the businesses would financially support this endeavor Now is THE time! yes! it has been done successfully in communities like Longmont, CO, Bristol, VA, and Chattanooga, TN. In fact there are about 15 municipalities that have fiberoptic networks that span the entire jurisdiction. Need to be skillful in negotiating with utility delivery service to avoid pitfalls of forprofit interests put ahead of consumer needs. Comments to previous question Spotty internet shows up on all hotel property's tripadvisor ratings. It is difficult to run my business with no internet! do not know Current available services are slow and sometimes not even usable. I strongly support this!! It would be nice to make sure the Internet connections go toward local and perm residents. Not just hotels and visitors. And if it could be available for park houses too. Thanks for asking! My husband and I monitor surgeries remotely, and high speed Internet is key for what we do. Although Infowesthas been acceptable, we often find ourselves stretching the bandwidth limits of our connection. This will change the way the town operates and improve life for everyone. Sooner the better... I luckily have fast internet, but have heard it is slow other places. Hotels tend to have slow WiFi too We live in a high traffic/tourism town and it's unacceptable how slow internet access can be. When we are in our peak season due to all the visitors it drains our public wifi. It's frustrating when you are in a coffeeshop and you can't send a simple or browse the internet. Our visitation levels only keep growing and I am glad the town is looking into this option. Is it possible for the Town to provide service as another utility? Both AWI & CenturyLink (Qwest) are both the worst internet providers I've ever had the displeasure of working with For the town residents and the thousands of visitors better internet service is a great idea. if brought into town, it will need to be made available to ALL HOMES in the town. currently there are homes where neighbors have access to the internet, while others are not able to access because of the reluctance of the provider to upgrade and provide addional lines. Cell service from both Attand verizonis deplorable and embarrassing. If it is not an undue burden on those who do not need it. I am currently only able to get dial-up internet, due to my being out of range of the AWItowers; therefore, I completely support the town's interest in implementing fiber optics. Please, please go for it. Reliable internet is the lifeblood of my local businesses and without it we are dead in the water. My business has struggled with having reliable internet which we run our cash register and digital waiver program off of. For me, access is as much a problem as the speed. Recently with the high volume of people we've had in the area, the access had been limited. Let's face it, we will need much higher internet speeds for us and the visitors The design should be led by TofS.Thisshould be financed by the big hotels in town.
9 The Town is researching two potential models for financing a fiber optic network in Springdale. We are working with a telecommunications company to develop these options. We are also seeking funding sources to help provide some of the requiredcapital costs. Model A is a subscription based model. Fiber optics would be installed the length of SR-9, but not up any of the side streets. This project would cost approximately $1 million. Properties along SR-9 would have direct access to fiber optics and could purchase high speed internet on a subscription basis. Properties not along SR-9 would not have access to the fiber optic network unless they paid the entire cost to have the fiber optic network extended from SR-9 to their property. They could then purchase high speed internet on a subscription basis. Model B is a utility based model. Fiber optics would be installed through out the Town, including all side streets. All properties in the Town would have direct access to the fiber optic network. This project would cost an additional $1.2 million over the Model Acosts (total of $2.2 million). All property owners would be charged a utility fee for internet and would be provided with basic high speedinternet. The utility fee would be charged whether the property owner used the internet service or not. Property owners demanding more extensive internet capabilities could pay additional fees to have faster speeds or more capacity. The actual charges under either scenario have not yet been determined.
10 1 Based on the description above, which model of providing fiber optics to Springdale do you prefer? Model A Model B Neither 5.48
11 Comments to previous question Why would the Town (Which is nearly broke) even consider paying to install internet infrastructure. These costs should be incurred by the internet service provider who stands to profit from the user fees in the future. The utility-based model would be a great addition to services for Springdale residents. The subscription-based model is too limited, and would be a benefit to the hotels along SR9 but very few residents would benefit from having service! We need to plan for the future! Not just what people would use today. High speed internet is a benefit to everyone in town. Though many might argue against a utility option, the preponderance of internet users would benefit from a town wide infrastructure. Those who can not afford to pay a higher utility can be given the option to apply for a waiver, and would not have access to the infrastructure and if in the future they would like to tap into the fiber optic network they would have to pay a premium to be calculated against waived utilities. This improvement will bring positive value to all citizens and property values and should be a shared expense. Model B seems unfair, but if the vast majority needs it, it might make sense. How much would it cost for consumer to have fiber optic run up side streets off of SR9? That influences answer to question.. This should be available to everyone in Springdale, not just those along hwy9 Either is fine Free it up! Users should pay costs associated with the installation, and use of the system. Are there other options to consider: 1. assist Century link in upgrading and improving their DSL? 2.Could the telecommunications company put up multiple towers so hard fiber does not have to go to every customer? Do the quoted costs include installation into each home, or just to each property line? Is it even legal to charge for service that is not used? In the end, which will be most cost effective - A or B? If someone on a side street wanted fiber optics, would it be installed during the same time frame as Hwy 9? model B: to charge someone a fee for an elective utility...is that legal? it sounds actually quite communist in nature. not something ifeel would be acceptable. Businesses should share the bulk of the fee and homeowners only a minimal amount, since some folks don't even use it. Model A would lead to even further degradation of existing internet service for residents on side streets as AWIand Centurylinkwould write off Springdale as too small of a business opportunity for continued or improved levels of service. As long as it's affordable while model b would be the obvious choice, forcing folks to buy internet is not right. not everyone needs or wants internet. I would gladly pay a utility. Not fair for residents who are not along Hwy 9. Tourists will benefit more than residents if hotels have access but residences on side streets done most residents are not directly on SR_9. Model a seems to serve businesses well though.

13 What additional comments do you have regarding the proposal to develop a fiber optic network in Springdale? Other than soliciting proposals from Internet service providers -The Town should not incur ANY costs for installing internet infrastructure. The thought of doing so is ridiculous. Service providers must incur these costs and recoup them over the years with subscription fees. I commend the Town Council for reviewing the options to bring fiber optics to Town. Tis could replace phone and cable tv bills. It's great that talk is taking place! This is an essential tool for all members of the community and its visitors. This is something that the town of Springdale needs. I have experienced a steady slow down of my internet over the last few years as the town has grown. You didn't specify whether the utility fee is a monthly, annual or what-ever-it-might-be fee. I believe this is a good investment for our town. The sooner the better. Do not make a profit off it, keep rates reasonable for townsfolk (and others too) Go for it please! CenturyLink and AWI do not think our community is worth the effort to provide quality service. It would be lovely to bury the horribly ugly power lines while we're at it... since we're already digging up the road as it is... Think it's well needed and a wonderful idea. Currently paying $45 per month for 8M Provide for public informational meeting to explain scope of project AND potential costs both to users and the Town. As with any utility upgrade, only the users should pay. There is phone access to my house, but if I don't hook up, I don't pay. Cable companies put in the infrastructure and hope that customers will subscribe. The telecommunication company that build this system could do the same. Since the internet has become an integral part of society, it is likely that the risks that no one will subscribe to this service would be low. What would be the benefit of connecting fiber to the existing Century Link central office in Springdale? Could that improve DSL service in town? Get rid of that ugly white drum on the centurylink building as well as the repeater panel on the hillside. It looks like you may be making the same mistake other communities have made with utopia and IProvo. What is the point if only some benefit and others not. Or some pay a greater fee than other. The FO network should be available to everyone at a set fee for installation. A minimal fee of $2-$3 for homeowners and the bulk of the fee to hotel owners (they can pass the increase to hotel guests) seems like a fair breakdown. Please of let the decisions be all businessdriven. Quality internet service should be available to all residents whether they think they need/want it today or not. You need to be forward-thinking about the need of children not older fixed income folks. Find a way to subsidize lower income nonusers, if needed, so current and future generations can benefit. Let's do it! We are living in the stone ages here, come on... It's 214! Yes please The sooner, the better. I know many people in Springdale that desperately want high speed internet to their house as well as many business owners who would greatly benefit from internet to their business. I would also argue that tourist, the life force of our town, would be much happier with access to higher speeds. I strongly support this. Is the utility fee monthly or just the initial cost? Question #7 could be more clearly worded.
14 Please get someone involved with this project that knows what they are doing. The thought of the city investing millions in Internet infrastructure is embarrassing for those involved. Find a service provider that will incur these costs, stay out of the technology business which you do not understand and quit looking for ways to spend more of the money that the town does not have. What additional information would you like the Town Council to know regarding internet service in Springdale? Springdale residents really need the benefits of reliable high-speed internet connectivity at each residence. As more of our lives are connected to online services, this need becomes even greater. If the Town is going to the trouble to bring fiber optics to Town, don't limit the scope by only providing the network to SR9! This is a "halfway" solution, and leaves most residents out of the benefit! Service has gotten worse already. This is an opportunity to be forward-thinking and is very important to maintaining the quality of residential life in Springdale in addition to the obvious business benefits. Is the Town partnering with Zion National Park on this? Seems like you should be. An attempt to bring Natural gas to the park was voted down by residents about 15 years ago because people did not want to pay for infrastructure so we all continue to put up with the cost and inconvenience of propane. It's spotty and unreliable as things are now. For those of us that live here full time and provide real time remote medical monitoring (probably just my husband and I lol), a reliable and robust option would help protect our patients and allow us to avoid moments when the I turned connection is dropped. I have had CenturyLink (QWest) and AWI, infact for several months I had them running simultaneously. Neither service was reliable with several outages and speeds dropping well below the Dial-up threshold on a daily basis. It is hard to be a community in the 21st century under these conditions. Could we charge hotels or visitors to use the connection to help pay for the utility service? Also having high speed only along the SR 9 seems to only help hotels and businesses. They are the ones residing along SR9. Why not have town provide free wireless through a high speed line. Like Google in cali. You can pay for high speed, and then provide free Wi Fi from utility poles throughout town. So even poor people can use Internet. We can not let this opportunity pass like we did the natural gas option many years ago. The backbone of Springdale's economy is generated through internet sales and reservations and the town should invest in providing this as a service to its citizens and visitors. I am a scientist (a Physicist) who specialty is microelectronics and am very knowledgeable about high-speed internet connections. I would like to head a team looking into this issue. This is an important project please proceed as quickly as possible. It's very difficult to manage a business in this day and age without the internet especially when the guy down the street has it and you don't. The current internet available is unacceptable considering our industry. Sooner rather than later would be nice AWI & CenturyLinc (Qwest) are so horrible! Being charged for something we do not get plus horrible customer service is full of fail! Difficult to conduct business Ask new owner of "Sanctuary Ranch" formerly Tree Ranch, Paul Allen of Microsoft for other ideas. Look to the potential end user(s) of this service as the major funding source(s) of any required capital investment. Ongoing service fees should be weighted to the heavy peak users (i.e. Hotels) and not residents. Proposals to complete this infrastructure should come from more than one telecommunication company. World class destination should provide world class service when it comes to the internet. Thanks for pursuing this! Please include Rockville I have internet, but my neighbor located 6 yes away can't get it, because 'the lines are full'. Really? The new hotels don't seem to have any problems getting it... Its pretty aweful now It is slow and hard to use. As a business owner it negatively affects my business on a weekly basis. I think the town also has to think about a difference in pricing for seasonal vs. permanent residents. A seasonal employee is not going to want to invest in bringing fiber optics to a side street, but would pay a monthly fee. If you decide to build it-- install enough excess for future needs--double your estimate at least I feel the biggest issue with the current internet is not the download speed but having times when the interent goes down or is very slow for a period of time, it seems like evenings are the worst when there is spikes in hotel usage. If option B, need a phase in time to fulfill current internet contracts. If Model A were accepted, who would pay for the Town Offices, Library, etcto get service?
