Hastings Street Vancouver, BC V6B 1L1 Attention: Odete Pinho Dear Odete: Re: MK Delta Option 4, Corner of 72 nd Avenue and Hwy 91, Delta, BC Noise Impact Study (Phase I: Site Review), Updates We have completed our updated traffic noise impact study (Phase I Site Review) for the residential development at the corner of 72 nd Avenue and Hwy 91, Delta, BC. The sections of the report which follow summarize the results of our review and offer comments with respect to the effectiveness of earth berm/barrier to be built along the 72 nd Avenue and Hwy 91 to minimize the traffic noise impacts on the residential blocks. Project Description and Background Based on the information provided to us to date, it is our understanding that: A series of residential blocks/townhouses (Parcels C to E and G to R as shown in the diagram below) are to be built on the site. Parcels A and B are commercial areas. The residential blocks will be a maximum of 5 storeys. There is a proposed earth berm/barrier along 72 nd Avenue and Hwy 91. The land is relatively flat at this location (as shown in the diagram below). The key requirement is noise mitigation (i.e. berm/barrier) for site development. Based on the site sections provided to us, it would appear that the proposed berm/barrier height along Hwy 91 is roughly as high as the 3 rd floor of the residential blocks at the front (as shown in the diagrams below). As the site sections along 72 nd Avenue were not provided to us for review, we assume that its height is similar to the berm/barrier along Hwy 91. P: F: dlyzun@daniel-lyzun-associates.com

5 Site Conditions Based on our site visit made in the morning, afternoon and evening of September 17, 2012, we determined that the significant exterior noise source for this project site was the vehicular traffic on 72 nd Avenue and Hwy 91. Traffic Noise Exposure Based on the traffic data as provided in the Draft Report of MK Delta Lands Development Updated Traffic Impact Study (dated August 27, 2012), the current site plan, site sections and the proposed earth berm/barrier along 72 nd Avenue & Hwy 91, we have estimated the A-weighted 24-hour equivalent noise exposure of the site to be as follows: Building Façades Facing Hwy 91 (Parcels M, N, O, P, Q and R) Facing 72 nd Avenue and Hwy 91 (Inner parcels) Facing 72 nd Avenue (Parcels A and B, Commercial Area) Facing 72 nd Avenue (Parcels C and G) Traffic Noise Exposure Levels dba < 55 dba <55-60 dba <55-60 dba The exposure levels presented are rounded to integral values and have included corrections for source to receiver distances (horizontal and vertical), as well as noise shielding effects from the proposed earth berm/barrier and the building blocks in site, following the procedure set out by the Canada Mortgage and Housing Corporation (CMHC) in their document "Road and Rail Noise: Effects on Housing". 6 Result of Analysis With regards to the effectiveness of the proposed berm/barrier along 72 nd Avenue and Hwy 91, as long as the berm/barrier height is as high as the 3 rd floor of the residential blocks at the front, it could provide roughly 5-10 db of noise reduction at the residential blocks based on the current site plan and building sections. Comments Based on our review to date, the berm/barrier proposed along 72 nd Avenue and Hwy 91 is a positive feature in terms of noise mitigation to the occupied buildings relative to vehicular on both roadways. The resulting noise impacts will mean that no upgrades to the building envelop beyond the requirements of the Building Code are likely to be necessary for buildings impacted at 55 dba, or lower. Facades subjected to noise levels in the 55 dba to 60 dba range may only require minimal upgrades. We will confirm the façade details in Phase II of our work, once we receive typical floor plans and sections, etc. should we be directed to proceed with this work.
