2 Background and Scope : NIMS-RIMAP Workshop on Risk-based Engineering (1st) was held on 15 March 2004 in National Institute for Materials Science, NIMS, Tsukuba, Japan, and 2nd International Workshop on Risk-based Engineering was held on 12 and 13 December 2005 in Meijo University, Nagoya, Japan. The purpose of the 1st workshop was to understand mutually the situation of risk assessment of power plants and chemical plants and the technological development for risk-based engineering in Europe and Japan. In the 2nd workshop, the next steps for risk-based engineering development was discussed because the risk-based thinking had become established and the experiences of risk assessment had been accumulated gradually. Many researchers and engineers from Korea took part in the 2nd workshop, and the mutual understanding of this field between both countries became deeper. The 3rd workshop succeeds to the activities and results of 1st and 2nd workshops, and the industrial application of RBM/RBI and the most up-to-date development of risk-based engineering will be presented and discussed in this workshop. Together with this current topic, the topic of risk and safety of hydrogen vessels and hydrogenrelated materials problem will be touched since RBI technology can be applied to this field too. Although the use of hydrogen in energy facilities is important to decrease the amount of CO2 emission, many subjects have been still remained to handle the hydrogen safely. In this workshop, the safety and risk of materials related to hydrogen and so on will be discussed.
