3 1. Welcome Dear sports fans, As the Kemer Municipality, we have always supported sports acitivities organized within the region. We are now honored to be able to show our support to orienteering, a sport which has become widespread in Turkey over the recent years. We are sure that orienteering, a sport which combines the love of nature with active thinking, will rise to be a sport as well known in this region as Kemer is for its tourism infrastructure and many attractions. We are proud to take part in the organization of such an event. We welcome all runners from many nations all over the world to our town, the jewel of the Mediterranean combining nature with history. With the combination of rivalry within the framework of fairplay and sportsmanship together with the particularities of orienteering, there emerges a wonderful scene of the struggle between man and nature. During the recent years, Turkey has increasingly been home to many international orienteering events where participants have praised the terrain and natural beauty in addition to Turkish hospitality which is indeed one of our qualities as a nation. All venues are within walking distance to and from the Event Center. However, competitors are asked to follow the taped route and not to cross into the competition area. Teams using their own transportation must apply for an Official Parking Pass in order to use the teams parking areas at competition sites and at the quarantine. The price for a ticket is 10 EUR for cars, 20 EUR for minibus/vans. Please apply for a parking ticket during accreditation. Media and other officials should also request a parking pass during accreditation. 8

9 8. Payment Payments are accepted as cash during accreditation. We regret that payment by credit card is not possible. Currency accepted is the Euro or the Turkish Lira. We regret that payment no other form of currency may be accepted. There are quite a few bank branches nearby where you may exchange currencies. 9. Medical care There is an ambulance with first aid medical staff at the Arena during competitions. If a competitor is injured in the terrain, the situation and the location of the patient must be notified to the nearest official or at the finish line. First aid and evacuation will be organized by the medical crew. Injuries / illness occurring outside of competition activities are treated by the public health care system. There is a general practitioner at the Event Center and quite a few hospitals (marked with red H on the map on page 9) nearby. In the case of emergency: The national emergency number is 112. The staff at the emergency call center speak English, German and Russian. 9

10 10. Media Most of the media representatives will be accommodated at the Grand Haber Hotel. In order to make the media work easy as possible for the athletes, we kindly ask all teams to give the team s media contact in the entry form. This information will be provided to all media representatives at the WCup. Media & ceremonies After finishing their competition and returning the GPS equipment, all athletes will exit through the press zone. Field interviews with athletes will take place before entering the press zone in cooperation with the host broadcaster. Press conferences After flower ceremony for the WCup and after the prize-giving ceremony for the Sprint Relay the chaperones will guide athletes to the press conference to be held in the media center near the podium. The press conferences will take place immediately after each race and will last approximately 10 minutes. After the qualification race interviews will take place at the press zone at the finish. There will also be a pre-wcup press conference at the Kemer Municipality on 25 February, at 09:00. We asked accredited media representatives to contact the organisers during accreditation if they think of participating in this conference. The conference will be held in Turkish but translation will be provided. 11. 11 Opening ceremony The Opening ceremony will be held on Friday, 28 February at the Event Center at 18:30. Teams will attend the opening ceremony in their official team uniforms. Provided the weather permits, teams will assemble outside the Event center and will be led into the Ceremony Area by local schoolchildren in national costumes carrying the name of the country. Flags of the nations will be carried by one of the athletes in the team. There will be short speeches on behalf of the organization and by local dignitaries followed by a short display of Turkish folk dancing performed by schoolchildren. The event will be opened by IOF Council Member Tatiana Kalenderoğlu. Flower Ceremony The flower ceremony announcing the first three of the WCup will be held in the antique theatre of Phaselis dating back to the 2 nd century A.D. Permission to use the theatre for the ceremony was kindly granted by the Ministry of Tourism. Chaperones will accompany the athletes, who will proceed to the flower ceremony in their competition outfit. Prize-Giving Ceremony - WCup The IOF Protocol for Prize-giving ceremonies will be followed. In this respect, the top 6 athletes are led by chaperones to the podium, wearing their official team uniforms. The flags for the first three athletes are flown while the national anthem of the winner is played. All stand for the national anthem. According to the IOF Protocol, no medals will be presented, but prizes will be presented on behalf of the organisers and local officials including sponsors. The Prize-Giving Ceremony for the WCup Event 1 will be followed by the Prize- Giving Ceremony for Antalya O Days evaluated as the sum over the first three days. The award ceremony for Day1 of the National Championships will also be held. In order for these ceremonies to be completed in time, the first 3 in each class for both Women and Men will be called up at the same time. 11

12 Prize-Giving Ceremony Sprint Relay The IOF Protocol for Prize-giving ceremonies will be followed. The first 3 teams will be led by chaperones to the podium. Athletes wear their official team uniforms. The flags for the first three teams are flown while the national anthem of the winner team is played. All stand for the national anthem. The prize-giving ceremony for the Sprint Relay will be finished before the first start for Antalya O Days Stage 4, Kemer Sprint Race. Closing ceremony The Closing Ceremony for WCup Event 1 and the Unofficial Sprint Relay WCup Round 1 will be held immediately after the Sprint Relay Prize-Giving Ceremony, in the same venue. 12. IOF Officials, VIP s and the Jury IOF Officials, VIP s and the WCup Jury need to apply to the VIP Desk at the Event Center for accreditation. Accreditation gives the right to Use the VIP tent in competition areas Use the VIP Parking at the arena on all competition days. Receive start and result lists and WCup competition maps Participate in Antalya O Days in the Open classes. Those who wish to take place in competitive classes other than the Open classes in Antalya O Days need to have registered before the deadline (15 February, 2014). Accreditation for these persons is free of charge. 13. Team Material and Information Each team will get a WCup information/material package after accreditation. The package includes the following items: Team Leader s Package: - Bulletin 4 - Model event maps (Sprint and Middle Distance) - Training maps (Çakırlar and Olympos) - Final Entry Form for WCup Qualification - Final Entry Form for the Sprint Relay - Parking Ticket for team vehicles upon request - IOF Anti-Doping information 12

13 Athletes Package: - Model event maps - Training maps - E-card (the athlete uses the same card for WCup Qualification & Final) - EmiTag (the athlete uses the same card for WCup Qualification & Final) E-cards, EmiTags and GPS units EmiTags and E-cards shall be collected by the organiser directly after finish of the WCup Finale. New EmiTags will be given to athletes for the Sprint Relay, at the quarantine check-in on 2 March. GPS Tracking will be used for the WCup A, and by the first 15 teams in the Sprint Relay. The teams to use GPS units in the Sprint Relay will be announced at the Team Leaders Meeting on 1 March. GPS tracking equipment (vest and unit) shall be picked up by athletes at the check-in point in the quarantine zone, 45 minutes before each athlete s start time. A charge of 100 EUR will be imposed for any lost or missing Emit card, EmiTag, GPS unit or vest. Sources of information Bulletin 4 is the most important source of competition information for teams. This information will be complemented in Team Officials Meetings prior to each competition day. Team leaders may send any questions or requests for the agenda for the Team Leaders Meeting to info@wcup2014antalya.com up to 30 minutes before each meeting, thus giving the opportunity for necessary preparation in time for the Team Leaders Meeting that day. Minutes of the Team Leaders Meeting will be published on the official website at each day. Model Events All athletes are encouraged to participate in both the Model Events and also the Technical Model Event demonstrating the use of EmiTags to familiarize themselves with what to expect during the competition. Transportation and traffic Teams, VIPs and media representatives are free to use their own transport to all events. However, they need a Parking Pass in order to use the reserved parking areas at the competition areas or quarantine. Pre-starts are within walking distance from the quarantine. 13

14 On 28 February, the WCup Qualification Race, athletes, coaches and spectators may need to cross the busy Kemer-Kumluca Highway in order to get to the Arena and/or the start. This highway will be controlled by police officials stopping the traffic and allowing pedestrians to cross. Athletes do not encounter any busy roads during their courses after their start. Traffic on minor roads within the course if any, are either closed to traffic or constantly monitored by police officials. None of these roads create danger for athletes or spectators alike. On 1 March, the WCup Final Race, teams who use their own transport must park at the designated parking area. The distance to the quarantine is only 200 m from the parking area. For those who are not competing, reaching the Arena is by official shuttles (see details on page 18, Coaching). On 1 March, the WCup Final Race, depending on the athlete s route choice, certain routes may take you to the side of this busy highway. However, the roadside is mostly protected by barriers as shown in the photo with plenty of space for easy running by the roadside. CROSSING THE BARRIERS INTO THE HIGHWAY IS HIGHLY DANGEROUS AND STRICTLY FORBIDDEN. The highway will be monitored by police patrols at this point throughout the competition. 14

15 Number bibs All competitors must wear their respective number bibs at all competitions. The bibs will be available in the quarantine area. The bibs must be entirely visible and shall not be folded over, cut down or covered in any way. Athletes will be given the following number bibs: All WCup Athletes will receive their WCup Qualification, WCup Final and Sprint Relay number bibs in the respective quarantine areas. Athletes who requested an official start for Antalya O Days Day1 at Beycik and/or Antalya O Days Day4, Kemer Sprint will receive their Antalya O Days number bibs in their accreditation package. Teams Pigeon Holes Each team will have a pigeon hole at the Event Center where they will receive start and results lists. New maps for the day are handed out to one representative of each team as follows: Event Center after 17:30 for WCup Qualification and WCup Final Kemer Arena after 10:30 for the Sprint Relay. 14. Anti-doping Doping is strictly forbidden, and the organisers of the Orienteering World Cup are dedicated to supporting the anti-doping authorities in their work. Doping controls may be carried out any time during the competition period. As some sites for the doping controls may be a few minutes drive away, we suggest that athletes are prepared at all l events to take along some dry clothes to change into after their race. Doping tests are always carried out in accordance with the procedures described in the WADA International Standard of testing. The IOF Anti-Doping Code and rules apply as of 1st February Athletes who are selected for the doping tests must bring an official identification (with photo) to the doping test area. The athlete should also bring along their therapeutic use exemption (TUE) if applicable. In general, it is advisable that the athletes bring along their ID to all the competitions and events. 15

Rules and procedures Rules The rules applicable for the event are IOF Foot Orienteering Events (valid from 1 January 2014) IOF Special Rules for the 2014 World Cup in Orienteering IOF Special Rules for the 2014 unofficial Sprint Relay World Cup in Orienteering These rules are accessible on the IOF website at Participation in WCup Event 1 All competitors represent a Federation. The national quotas for the WCup 2014 Event 1 in Turkey determined by the IOF are as follows: 8 places in the men s class: Switzerland, Sweden, Norway, Finland, Czech Republic and Great Britain. 8 places in the women s class: Sweden, Switzerland, Finland, Norway, Czech Republic and Russia. All other federations get 6 places in each of the competitions. A wildcard place for the World Champions for 2013 is also reserved, provided that athlete is nominated by his/her Federation. The WCup Event 1 consists of a Middle distance qualification race with one heat on Friday 28th February, followed by a Middle distance final on Saturday 1st March. Both races have an individual interval start with a 2 minute start interval. Individual start times for the qualification race are drawn randomly in three starting groups (early, middle, late). A Federation must allocate its runners as evenly as possible across the three groups. Competitors from the same Federation may not start consecutively; competition rule 12.7 applies. The deadline for submitting final entries for the WCup is 27 February, Thursday, 12:00. The A-final is for the top 30 athletes from the qualification race. The start order is strictly the reverse order of the qualification race results (winner starts last). All others start in the B-Final where the start order is also the reverse order of the qualification race results. 16

17 Participation in Unofficial Sprint Relay WCup Round 1 A nation may enter the Sprint Relay with at most 3 official teams, each team composed of 2 Women and 2 Men. The teams may be composed of athletes who are also registered for the WCup Event 1 or other athletes who are not. However, all athletes in that team must carry the official passport of that nation. The Sprint Relay is included in the accreditation fee for athletes registered for WCup Event 1. It is also included in the participation fee for Antalya O Days. The fee for the relay is 15 EUR for participants who are registered for neither of these events. In addition to the 3 official teams, a nation may enter non-classified teams for the Sprint Relay. These teams will be timed but will not be placed. The deadline for submitting final entries for the Sprint Relay is 1 March, Saturday,16:00 See instructions on page 7, 6. Important Deadlines for on-line registration of relay groups! Complaints Complaints will be made using the official form provided by the organiser. The deadline for complaints is 15 minutes after the organiser announces the official results. Team areas at Arenas Only accredited team members and coaches with their personal WCup accreditation cards will be allowed in the team areas. Team tents are available in the team area. There is a bag drop off point for bags coming from the quarantine area and the pre-start. Water will be available in the team area. There are toilet facilities available at all sites. Timing systems and punching Timekeeping and punching will be done by EmiTag and E-card in the WCup. In the Sprint Relay Emit Touch-free controls will be used. Here the EmiTag will be used both to timekeeping and punching. Each runner will be given 2 emitags, and have to use them beside each other on the same wrist. See also Model Events on page 25 for more information on the two Technical Model Events on using E-cards and EmiTags. All finish times will be taken by a photo cell device. 17

18 For Antalya O Days competitions, the SportIdent system is used for time-keeping. Athletes who have requested an official start for Antalya O Days Day 1 at Beycik (27 February, 2014) and Antalya O Days Day 4, Kemer Sprint (2 March, 2014) may use their own SI cards or obtain one from the organisers free of charge. Coaching Coaches are allowed to go to into the quarantine area and from the quarantine area to the pre-start. They are allowed to leave the quarantine and pre-start area at any time after quarantine is closed but after leaving, it is not possible to come back. For the WCup Qualification and Sprint Relay, the Arena is within walking distance from the quarantine. For the WCup Final, the minor road leading down to the Arena is within bounds of the competition area. Therefore, the following rules apply: 1- All vehicles will park at the designated parking places at the Arena for Qualification (Tekirova). The Quarantine is only 200 m to the Parking Zone. For those who wish to pass to the Arena and back, there will be official shuttle buses departing every 20 minutes from the Parking Zone to the Arena and vice versa. The first shuttle departs from the Quarantine at 08: After departure, no one may get in or out of the shuttle until the vehicle has reached the Arena or, on the way back, until the shuttle has reached the point to turn into the main road. 3- Pedestrians who wish to descend from the main road into the Arena must also take the official shuttle bus. It is strictly forbidden to travel on this road on foot. 4- There shall be no communication, verbal or signaling whatsoever with competitors who may be met on the way. There will be clearly marked coaching zones in the Arenas when there is an arena passage in the competition. For reasons of fairness only the following actions are allowed: Verbal communication allowed, but no written information Exchange of personal equipment such as compasses, shoes, contact lenses and similar are allowed Drinks can be passed on directly to the athlete. There will be clearly marked areas for coaches in the finish area in all competitions. 18

19 16. Training opportunities Training maps are part of the Athletes accreditation package. Official transportation is also provided to and from these areas (see 7. Transportation and Parking). Çakırlar is a region whose terrain is similar to both the qualification and the final. The Olympos training area is a region with low visibility, very close to both the Olympos Antique City and also Çıralı, bir the everlasting flames burning in the rocks. It is worth a visit to both of these on the way to or from Olympos training region. 17. Embargoed areas In accordance with IOF Competition Rules (article 26.5) areas listed below are embargoed for all athletes, team officials and other persons who may be in the position to give information to team members: The WCup Qualification area Tekirova and the WCup Final Area Phaselis is embargoed with no exceptions. Although the organisers are aware that the antique city of Phaselis is a major tourist attraction in the region, it is not allowed to visit this region before 1 March, 2014, even for touristic purposes. Kemer City Center is embargoed for orienteering activities, using any kind of map. The organisers are aware that most of the accommodation facilities of most participants are in the town of Kemer. However, the rules for fairplay shall be respected and the town center shall not be visited for orienteering purposes. Kemer City Center is fully embargoed from 23:00 on 1 March, Saturday up to 10:30 on 2 March, Sunday. 19

20 The following route will be followed by competitors on 2 March: Any athlete diverting from this compulsory route will be disqualified and will not be given a start in the competition. Although not included in the terrains for the WCup, Beycik is the terrain for Day 1 of Antalya O Days and is therefore embargoed before 27 February, All regions stated above may be used for training after the competition is officially over in that region. 20

21 18. Locations of Competitions, Model Event and Training Areas There is frequent signposting to all areas. Details are also given below. 24 19. Maps and courses Maps are drawn according to the International Specification for Orienteering Maps (ISOM 2000) and the International Specification for Sprint Orienteering Maps (ISSOM 2007). All WCup 2014 Event 1 maps are spot colour offset printed (PMS colours) on 115 g/m2 paper. The maps will be handed out at the starts in plastic bags. In the training maps vegetation has been drawn in style typical to Bulgarian mapping. In model event maps and competition maps international specifications are followed. Due to the terrain being very stony with a lot of vegetation, frequent generalization has been made during mapping. The Model Event is a one-toone reproduction of the mapping style use for Beycik, Tekirova and Phaselis. There are many ancient stone coffins in the terrain in Phaselis. These are not marked on the map being so many in number. All the controls are guarded during the competitions. The officials may or may not be sitting close to the control locations. Deviation from ISOM With approval of the IOF Senior Event Adviser, ISOM symbol 532 denoting a grave / cemetery has been replaced by a special symbol denoting a crescent as shown. 24

25 All control descriptions are printed on the maps. Separate control descriptions are handed 2 minutes before the start, for the WCup competitions. Loose control descriptions will not be available for the Sprint Relay. The sprint course length is given as the shortest feasible route as specified by rule Compulsory routes are taped in red and white. Dangerous areas and forbidden areas are marked using yellow and black tape. 20. Model Events Maps for WCup and Sprint Relay model events will be handed out in the team material. After this all team members are free to use the model event maps and courses at any time. Controls will be ready in the terrain for the WCup model event (Phaselis North) during 09:00 15:00 on 27 February, Thursday. The control points are flagged but not timed. Controls will be ready in the Sprint Relay Model Event area (Kemer North) during 13:30 17:00 on 1 March, Saturday. Traffic is not closed during the Sprint Model Event and athletes are expected to follow the traffic rules. Although the town inhabitants will be warned of the event, athletes should be careful of traffic on the roads. The sprint model event will take place within the embargoed area for sprint. After the closing of the sprint model event, the area remains embargoed until the sprint competition is finalized. There will be a Technical Model Event, on 27 February, 17:00 18:00 repeated again on 1 March, 16:00 17:00 at the Event Center, demonstrating the use of E- cards and EmiTag Touch Free system. In this system after punching a red light blinks 10 for seconds. The competitor should check this light after each punch. Competitors who are not familiar with the Emit punching system are encouraged to participate in the model events before the competitions. 25

26 21. Quarantine There will be quarantine areas for all WCup races including the sprint relay. There is no quarantine for Antalya O Days public races. General Rules For all competitions, the quarantine closes at 09:00, after which no-one will be allowed to enter the quarantine area. At the check-in to the quarantine area, each athlete and coach must show his or her accreditation card with a picture and will then be asked to sign an entry form. The number bibs are handed out to athletes upon check-in. GPS units and vests will also be handed out for the A Finalists and for certain teams in the Sprint Relay. These units will be returned immediately after the competition. The use of mobile phones, computers or any other communication devices inside the quarantine zone is strictly forbidden. It is not allowed to bring any maps of the competition areas into the quarantine zone. The quarantine area for the relay will be a designated part of the arena where no view of the TV-screen is possible. Tents will be available in the quarantine area. There is a clock showing competition time in pre-start area. Water and toilets are available in the quarantine and in the pre-start area. A warm-up map is available for all races. It is advised for competitors to bring food and drink to the quarantine, especially for competitors in the WCup B Final. For those staying at the Event Center a packed lunch for each day is included in their accommodation fee, but should be ordered for the next day at the reception desk before 19:00 each evening. Others should ask at their source of accommodation about packed lunch. Middle Distance Quarantine The quarantine for the WCup Qualification and the WCup Final is the same location, this the field next to Petrol Ofisi petrol station on the Kemer Kumluca Highway, 36 30'52.50"N, 30 31'20.47"E. Distance from the Event Center to the WCup Quarantines is 18 km. 26

27 Transportation from Event Centre to quarantine area is included in transport package. For the schedule check 7. Transportation and Parking. Quarantine Warm-up Pre-start Start Check-in Shelter Toilets Water Clothes drop off Bibs 550 m to start for WCup Qual. 400 m to start for WCup Final Clothes will be transported from the pre-start area to the finish by the organization. For the WCup Qualification and the Sprint Relay, this will be done by hand. For the WCup Final, there will be a shuttle departing every 20 minutes to the Arena. Please leave your clothes / bags in the drop off zone. For the qualification race, coaches may easily reach the arena on foot. For the WCup Final, however, strict rules for reaching the Arena apply (see page 18 Coaching). Start procedure for WCup Competition time Quarantine Pre- Start -3 min Bib check Emit check Emit punch -2 min Control Descriptions -1 min Take position at startline Late starters There is a clock showing competition time in the quarantine, the pre-start area, the -3 minute box and the startline. -3 minutes: Bib numbers are controlled. Emit units are cleared and checked. -2 minutes: Control descriptions can be taken -1 minute: Position behind the start line. Start: The competitor s map is placed face down next to the start line. The official places his hand on the map and the other hand on the competitor s shoulder. 5 seconds before the start time, the count-down begins with short beeps and a long beep at exactly the start time. At the last beep, the official releases the competitor by taking his hand off the competitor s shoulder. The map start (start triangle) is marked in the terrain by a control flag. The route to this flag is marked with tapes. 28

29 Procedure for late starters Competitors who are late for their start must report at the pre-start call-up. If the organiser decides that the competitor has enough time to start at the allocated time, an official will accompany them through the normal procedure to the start line. If the competitor is too late to follow the normal procedure, they will be allowed to start one minute before the next competitor on that course. If the delay is the fault of the competitor, the start time assigned to them on the start list will be valid. If a competitor is late through the fault of the organiser, the actual start time will be valid. 23. Start procedure for Sprint Relay First leg runners (W1) check-in at the entrance to the quarantine to receive their bibs, EmiTags and GPS units at least 15 minutes before the start. After this, these runners can go directly to the start. Runners for 2 nd, 3 rd and 4 th legs remain in the quarantine using the warm-up area as shown on the diagram on page 34. Maps are placed at the foot of each competitor for Leg1. For the mass start, the official verbally warns the competitors as follows: - 30 seconds to start - 20 seconds to start > the competitors reach for their maps The signal for start is a gunshot. False starters will be disqualified. Change-over The change-over is done after crossing the finish line by hand touch across a separation barrier. The outgoing runner follows a marked route to the map board and takes the map with the team s start number. It is the competitor s responsibility to take the correct map. 29

34 Further explanation of the map change and change-over The map for the Sprint Relay consists of 2 A4 maps, sealed in a plastic bag back to back. The last control of Lap1 is the same control as the last control of Lap2, shown in the diagram as Last control. The runner finishing Lap1 passes through the coaching zone and starts Lap2. This is a signal for the next runner of the team to prepare for change-over. The runner finishing Lap2, crosses the finish line to touch the hand of the next runner waiting in the Change-over area marked below. The next runner takes his/her map from the map wall as shown in the diagram. The incoming runner gets the cool-down map and stays in that area until 10:00. 34

Athletes not staying at the Grand Haber only need to pay for what they wish to eat or drink. Evening Meal upon Invitation 1 March, 19:00 22:00, Kemer Municipality The Mayor of Kemer will host an evening meal for protocol. Invitations will be present in the accreditation packages.
