3 24 th Karkonoski Rally Lausitz Cup will be run in compliance with the following regulations: International Sporting Code 2009 and its appendices, FIA Regional Rally Champonships Sporting Regulations 2009 and its appendices, ASN Rally Cup Regulations 2009, Lausitz Cup Supplementary Regulations 2009, Polish Traffic Law ( Prawo o Ruchu Drogowym ) Present supplementary regulations. Łomnicka - Airfield 3 ENTRIES Entry procedure: Competitors who wish to participate in Rallly must submit their completed entry form before (Saturday, h) accompanied by confirmation of the total amount of entry fee by klub@ak-karkonoski.pl (without colour copies of documents) Details concerning confirmation the entry form by the club and sending to the Organizer, described point 8.1of Polish Rally Championships Reulations The original entry form accompanied by copies of: competitor s, driver s and co-driver s licenses, driving licenses of drivers, registration documents of the rally car, insurance policy of the rally car, confirmation of the total amount of entry fee, 2 x driver s photo and 2 x co-driver photo made on photographic-paper - must reach the Organizer on date of entries, no later than 01 July 2009, Wednesday (delivery date) The application of the classification of one team from the club is 100 PLN. Team drivers are up to three registered by the club. Applications for club teams in the classification must be submitted after the Scrutineering-1 and before the first Stewards meeting. Each club may enter as many teams classification For incomplete or unreadable entry form, the competitor will be penalized with fine of 300PLN Number of entrants, classes: Number of entrants accepted: Groups and classes: Production cars - Group N, Touring cars - A, HR group cars, Cars group S (according Lausitz Cup Relulations 2009); cylinder capacity classes: Class K1 : up to 1000 ccm Class K2 : 1001 up to 1400 ccm Class K3: 1401 up to 1600 ccm Class K4: 1601 up to 2000 ccm Class K5: over 2000 ccm 3.3. Entry fees: Applications should be sent by 30 June 2009 (Tuesday, h). Sum of entry fees: for competitors entered to Lausitz Cup (one day rally) for competitors entered to Polish Rally Championship (two days rally). Date of payment on proof of payment (transfer), decide on the date of its execution Each crew will get a service area in Service park of: 45 m2. For competitor s request and for organizer s possibilities, Organizer will be able to grant an additional surface (with additional

7 payment). The fee for additional service area is : - 5 /m2 - private entrant, - 10 /m2 - legal entrant As part of the taken out additional space in the Service Park, for each additional 100 m2 has the right to enter the next car with the table ZAPLECZE (100 m2 - an extra table ZAPLE- CZE ) Payment The obligation to submit an application together with all attachments including the entry fees is the responsibility of the competitor. The entry fee shuould be transferred into the following account: Bank name: BZ WBK S.A. Refunds Entry fees will be refunded in full to candidates whose entry has not been accepted and in the case of the rally not taking place The organizer may refund up to 50% of the entry fees to those competitors who, for reasons of force majeure (duly certified by their club) were unable to start in the rally Entry fee does not include insurance premiums covering the competitor s Civil Responsibility Insurance against third parties. 7 4 INSURANCE 4.1. Each competitor and/or driver takes part in the Rally at their own risk. The Organiser doesn t take any responsibility for the damages and losses in regard to competitors. The driver must possess a document confirming Civil Responsibility Insurance of the driver or user of the vehicle By the very fact of signing the entry form, the crew relinquishes any rights to compensations of any kind which may occur following the incidents during the rally. This relinquishment concerns the PZM (ASN of Poland), the Organizer, Officials and other competitors. 5 ADVERTISING AND IDENTIFICATION 5.1. Organizer provides an optional advertising. Rally plates must be affixed as shown in Appendix 4 to present Regulations (with the requirements of paragraph of the Polish Rally Championship Regulations 2009) for the entire duration of the Rally. Details concerning advertising will be published on the website on 6 July 2009 (Monday).

8 8 Lausitz Cup 2009 The verification of placing of the optional advertisement will take place during Scrutineering-1. Lacking or misplacing the advertisement will be treated as an entry without optional Organizer s advertisement and will result in an increase of entry fee (according to point of present Reglations) The Organiser reserves for himself the exclusive right to place any kind of advertising in the Rally Headquarters, Scrutineering place, Start/Finish area, Service Park and along the route of the Rally. All advertising activities must be agreed with the Organiser Start/Finish The competing cars may not be accompanied onto the Start / Finish podium by team members or any other persons. Displaying of any advertising elements such as flags, banners, umbrellas etc. as well as distributing of any advertising materials is not allowed Service Park In the Service Park placing of advertisements beyond the service area assigned to the competitor (with the requirements of paragraph of the Polish Rally Championship Regulations 2009 and according to point of present Regulations) must be approved in written by the Organizer. Every infringement to these regulations found by Service Park Chief will be penalized by Stewards with a fine of up to 500% of the entry fee for the crew Competition numbers supplied by the Organizer must be affixed on both sides of the car on front doors, rear and two rear sides windows as shown in Appendix 4 for the entire duration of the rally. If it is ascertained at any time during the rally that any competition number is missing, this will be reported to the Stewards, who will impose a fine. Lacking of two competition numbers or rally plates will result in a penalty imposed by the Stewards (which may go as far as exclusion from the rally) Identity card bearing recent identity photos of the crew members, their signatures and all the particulars of the car, must be visibly displayed in the rear right side window, throughout the entire duration of the rally. Failure to do so will result in a penalty imposed by the Stewards (which may go as far as exclusion from the rally) Infringement card. Each crew will receive from the Organizer infringement card for recconaissance and for the rally. Each crew which is found not comply with the Traffic Law will be penalised as follows: - First infringement fine of PLN; - Second infringement time penalty of 5 min; - Third infringement - exclusion from the Rally 6 TYRES 6.1. All competitors must only use tyres complying with FIA Regional Rally Champonships Sporting Regulations During the rally, the tyres will be checked and marked according FIA procedures. Tyres that do not have the sign of homologation E must be in accordance with the rules of the tyres Tyres used during reconnaissance must have the sign of homologation or must be in accordance with the rules of the tyres.

9 7 FUEL 7.1. All competitors must only use commercial fuel meeting the requirements of Appendix J (Art ). The maximum lead content permitted in Poland is 0,005 g / l Refuelling may only be performed during the rally in the refuelling zones as specified In the Road Book A maximum of 2 refuellers per competing car are allowed i n the refuelling zone in the same time. The responsability in the question of refuelling rests only on competitors. 8 RECONNAISSANCE 8.1. Procedure for registration On 9 July 2009 Thursday from till in the Rally Office: Relax Hotel, Karpacz, ul. Obrońców pokoju 4 - the crews will receive the documents necessary for the Reconnaissance: Reconnaissance Card, Reconnaissance Infringement Card, plates for the reconnaissance car (one number sticked in the right upper corner of the windscreen and the second number in the upper right corner of the rear windscreen), scrutineering card and plates on the service cars. Reconnaissance Card. Reconnaissance Infringement Card must be returned during admnistrative checks Programme July 2009 Thursday - Friday, by the schedule (Appendix 2) Restrictions Any kind of practice on the rally route is forbidden Each crew will be allowed to drive a maximum 3 times each special stage during the reconnaissance. The crews are required to present their reconnaissance cards at the start and finish of each special stage for time entry. In no circumstances may crews driver in the opposite direction to that of the rally in the special stage during reconnaissance. The Organiser will control thoroughly the route of special stages on regular basis. On demand of Organizatora s representatives and the Police the competitors have to show the suitable documents and to comply to given recommendations and the instruction Any member of the crew taking part or intending to take part In the 24 Karkonoski Rally Lausitz Cup who will be fund present on the route of any special stage of the rally between 01 June 2009 and 09 July 2009 outside the reconnaissance schedule as well as during the rally, will be considered a person performing the forbidden reconnaissance Reconnaissance cars In accordance with the Polish Traffic Law RP, reconnaissance cars participating in the reconnaissance as normal road traffic, must be insured in accordance with the law and no responsibility can not be transferred to the Organizer The reconnaissance may only be carried out using series production cars complying with the specifications given in the art. 23 of FIA Regional Rally Champonships Sporting Regulations Infringement card for reconnaissance: each crew will receive the infringement card at the registration for reconnaissance. Each crew which is found not in comply with the Traffic Law will 9

10 be penalised as follows: First infringement - fine of PLN, Second infringement - fine of PLN, both fines have be paid to Orgaznizer before the start to the Rally Third infringement - start refusal. Every first time driving in the opposite direction to the official schedule during reconnaissancewill be fined of PLN; a second such offense - start refusal. This does not preclude the possibility of imposing on an Organizer request, by GKSS, further penalties During the reconnaissance the crews must strictly observe the prescriptions of the Polish Traffic Code. Particularly, they must respect speed limit of 50 km/h in the built-up area and 90 km/h outside it. Using the radar detector is forbidden During the reconnaissance on SS route and rally sections, Police patrols equipped with devices to measure speed, co-operating with SS comanders will supervise the number of passages and check the regularity of the reconnaissance. 9 ADMINISTRATIVE CHECKS Place and date Place: Rally Office: Relax Hotel, Karpacz, ul. 11 Pokoju 4 on 10 July Friday, time 08: Other regulations Any crew reporting with a lateness at the scrutineering will be penalized with a fine of 50 % of the entry fee In special cases,on the competitor s request, the organizer can mark the new time of scrutineering; additional payment - 300,00 PLN paid to he Organizer Using of tinted film on the rear and side windows (penetarbility of light at least 70% ) is allowed according to art of Appendix J and Polish Traffic Law. The use of silver windows is not permitted on rally cars and recce cars. 11 FEATURES OF THE RALLY Ceremonial Start Procedure Pre-Starting Park Place: Jelenia Góra, Old Town Square 10 July 2009 Friday, time 20:30-21:00 h Before the ceremonial start cars reported to the rally must appear in Pre-Starting Park (by schedule published on 10 July Friday, time 08:00 on the Offical Notice Board). Any lateness on TC point on entry to the Pre-Starting Park will be punished: fine 300 PLN. Ceremonial Start (by schedule) Place: Jelenia Góra, Old Town Square 10 July 2009 Friday, time 21:00 h The presence of the crews on Ceremonial Start is obligatory The crews must be dressed in rally suits. Official Start Place: Service Park-out, Aeroclub Jelenia Góra, ul.łomnicka - Airfield 11 July 2009 Saturday, time 10:00 h (by starting list) Time card change during the rally: The time card for Section 1 will be issued at administrative checks. Section 2 : TC 3A - regrouping in Section 3 : TC 5A - regrouping in Starting procedure for the special stage will be as follows: The electronic equipment provided with 2-digit display and 2 green lights will be employed on each start of the special stage. It will be electronically coupled with the photo cell for possible false start detecting. The photo cell will be positioned approx. 40 cm ahead of the starting line. When a car with its crew stops at the start line, the counting down will be made by an electronic display positioned ahead of the starting line clearly visible for a crew standing at the start position. Numbers 30, 15, 10, 5, 4, 3, 2, 1 will be displayed consecutively showing seconds remaining to the start. Precisely in the moment of the start, the 2 green lights will on. The time of displaying the green lights will be 20 seconds, showing the time in which the crew must start, according to art of General Prescriptions. For special stages and competitive sections, timing will be to the tenth of a second (1/10) Crews are authorized to check-in early (before their target time) at time control at TC 6B 11

12 (Jelenia Góra, Old Town Square ) without incurring a penalty for early arrival Requests for additional service area or common service Written requests (to be downloaded from the website of the organizer ) concerning c ommon service and additional service area in Service Park must be delivered to the Rally Office by the deadline: 1 July Service Park During the rally, there will be one Service Park ruled in Aeroclub Jelenia Góra Jelenia Góra, ul.łomnicka Airfield. Entry for service cars: An entry of service authorization cars will be possible if its posses service plate with start number of the crew and registration number of service car: 10 July 2009 Friday, time 15:30 22:00 11 July 2009 Saturday, time 06:30 08:30 According to the art. 8.7 of the Polish Rally Championshps Regulation 2009 and point of the present Regulatons, in the Service Park one service car for one crew is allowed Shakedown Not applicable SAFETY CARS Not applicable 13 PRIZES The prize giving ceremony will be held on 11 July 2009, Saturday, about 17:29, on the arrival of crews in the finish of the rally in Jelenia Góra, Old Town - Ratuszowy Square Prizes in 24 Karkonoski Rally Lausitz Cup: 1, 2 and 3 place in the General Classification - 2 cups 1 place in each class - 2 cups The final list of others awards will be posted on the Official Notice Board on 10 July Friday, time 08: FINAL CONTROL & PROTESTS Final Scrutineering: Place: energiapro Jelenia Góra, W. Pola Str 47 Immediately after the finish of the Rally ( TC6C ), the cars appointed by Stewards will be taken for final control. Crews are obliged to observe the instructions from organizer. The competitors are obliged to ensure that at least one representative of the entrant and the relevant number of mechanics be present at the final checks Protest fee: Sum of the protest fee is 100% of the entry fee. If the protest requires dismounting and re-assembling of certain parts of the car, the claimant must pay an additional deposit of % of

13 entry fee if the protest involves clearly defined part or assembly (engine, steering, driving gear, brakes, electric installations, bodyworks, etc.); - 500% of the entry fee if the protest concerns whole car. The expenses incurred by the work and by transport of the car shall be borne by the claimant if the protest is unfounded, or by the competitor against whom the protest has been lodged if it is upheld. If the protest is unfounded, and expenses incurred by the protest (scrutineering, transport, etc.) are higher the deposit amount, the difference will be borne by the claimant. Conversely, if the expenses are less, the difference will be returned to them Appeal fee: Sum for a national appeal fee (to the ASN) is 3000 PLN According to art of Rally Cup Regulations 2009, immediately after the Rally crew or an authorized representative must take all documents deposited in the Rally Office. The return of documents at different time is poosibe after confirmed transfer of 100 PLN to the Organizer. Clerk of the Course Marek Kisiel 13
