Round th Karkonoski Rally 2 nd Rund of Lausitz Cup will be run in compliance with the following regulations: International Sporting Code 2012 (with appendices), FIA 2012 Regional Rallies Championships Sporting Regulations (with appendices), ASN Polish Rally Cup Regulations 2012, Lausitz Cup Regulations 2012, Polish Traffic Law ( Prawo o Ruchu Drogowym ), Present supplementary regulations. Entry procedure The responsibility for submitting the entry form together with all the appendices lays with the competitor. A competitor wishing to take part in the 27. Karkonoski Rally is required to properly complete the entry form on ASM (PZM) service Inside and set (as required) the current attachments until 18 May (Friday) 2012 (concern competitors with Polish ASN license) The competitor completed entry form solely on the website: zgloszenia.pzm. pl. When properly filled, attach a confirmation of the entry fee (competitors from abroad pay entry fee during the Administrative Checks) and approval, the application will be automatically ed to the Organiser and to the competitor (concern competitors with Polish ASN license) The application will be accepted only if accompanied by the confirmation for the total entry fee (concern competitors with Polish ASN license).

Round When filling in the web site entry form and attachments, automatically is generated: Administrative checks card and the Scrutineering card (OA and BK-1) Personal Safety Equipment card order form for additional area in the Service Park (optional) request for joint / neighbouring Service Park (optional) At the same time the competitor is obliged to put in the site Inside PZM scanned in color on both sides, the current documents (concern competitors with Polish ASN license): sporting licenses of the competitor and the drivers, driving licenses of the drivers, international medical certificates of both crew members, written permission from the parent club to compete (while filling the application, it s allowed to send a scan of permission directly to the organizer, to: biuro@rajdkarkonoski.pl), vehicle registration card (it s allowed to send a scan of document directly to the organizer, to: biuro@rajdkarkonoski.pl), vehicle insurance policy (it s allowed to send a scan of document directly to the organizer, to: biuro@rajdkarkonoski.pl) The competitor is required to provide during the Administrative Checks an original entry form signed by driver and co-driver and confirmation by the club. Printed and completed a driver/co-driver Personal Safety Equipment cards the competitor provides during the BK Any competitor who wishes to receive a VAT invoice for entry fee and payment for the additional area in Service Park, needs through the website zgloszenia.pzm.pl provide data to the invoice. 9 4.4. Entry fees 2. Round The entry fee must be paid before Friday 18 May 2012 by 24h EURO- for competitors entered for the Lausitz Cup (1 day Rally) who don t have license issued by ASN (PZM). 450 EURO - for competitors entered for the Polish Rally Championship (2 days Rally) who have a International license other than issued by Polish ASN (PZM) PLN - for competitors entered only for the Lausitz Cup who have license issued by ASN (PZM) PLN- for competitors entered for the Lausitz Cup and Polish Cup who have license issued by ASN (PZM). Competitors, who don t have license issued by ASN (PZM), sholud pay entry fee during Administrative checks Each crew will get a service area in Service Park of: 45 m 2. At the competitor s request, the organizers may assign additional area at additional fee, space permitting. The fee for additional service area is: 5 EURO/m 2 (20 PLN) for private entrants, 10 EURO/m 2 (40 PLN) for legal entrants The entry fee does not include Civil Responsibility Insurance of the competitor towards third persons Detailed information on fees The responsibility for submitting the entry form together with all the appendices, including entry fee payment, lays with the competitor. I O/Jelenia Góra POLSKA Beneficiary (Account holder): Automobilklub Karkonoski Jelenia Góra International Number (IBAN) PL Bank Identification Number (BIC) WBKPPLPP Title of payment: Puchar Łużyc (add information about the entrant) Entry fees will be refunded in full to candidates whose entry form has not been accepted and in the case of the rally not taking place The organizer may refund up to 50% of the entry fees to those competitors who submit a written explanation that for reasons of force majeure (duly certified by their club) they were unable to start in the rally. 5. INSURANCE 5.1. Each competitor and/or driver takes part in the Rally at their own risk. The driver must possess a document confirming Civil Responsibility Insurance of the owner or user of the vehicle, according to the Polish law. The Organiser doesn t take any responsibility for the damages and losses in regard to competitors throughout the duration of the Rally. 9

Round By the very fact of signing the entry form, the competitor and/or the driver relinquishes any rights to compensations of any kind which may occur following the incidents during the rally. This relinquishment concerns the FIA, PZM (ASN of Poland), the Organizer, Officials and other competitors and/or drivers. 6. ADVERTISING AND IDENTIFICATION 6.1 Advertising must comply with Polish law. 6.2 Obligatory advertising The Organizers advertisements supplied to competitors as obligatory advertising shall be placed during the rally on starting numbers and rally plates as shown in the Appendix 4 of the Polish Rally Championship Regulations Optional advertising The Organiser provides for optional advertising on cars, according to placing and size details as specified in Appendix 4 of these Supplementary Regulations. Optional advertising on cars: Platinum Orlen Oil, Grupa Tauron, Tiger Energy Drink The advertisements supplied to competitors as optional advertising shall be placed as shown in the Appendix 4 of these Supplementary Regulations, in accordance with restrictions listed in art. 8.3, and of the Polish Rally Championship Regulations The verification of placing of the optional advertisement will take place at entry to Scrutineering The Organiser reserves for himself the exclusive right to place any kind of advertising in the Rally Headquarters, Start/Finish area, Scrutineering place, Service Park and along the route of the Rally. All advertising activities must be agreed with the Organiser Start Finish During the Start and Finish Ceremony of the Rally, the crews are not allowed to be accompanied at the podium by members of their team or any other persons. Displaying advertising elements such as flags, banners, umbrellas etc., as well as distributing advertising materials is forbidden Service Park Displaying advertisement in Service Park, in accordance with art of the Polish Rally Championship Regulations 2012, out of designated surface for each competitor stated in art of these Supplementary Regulations, is accepted only after receiving a written permission from the Organiser. Should the Service Park Supervisor detect any insubordination in this field (cases dokumented by photography), the crew will be punished with penalty in the amount of 500% of their entry fee Competition numbers supplied by the Organiser must be affixed on both sides of the car on front dors, rare window and two rear side windows - as shown in Appendix 4 for the entire duration of the rally. If it is ascertained at any time during the rally that any competition number or rally plate is missing, this will be reported to the Stewards, who impose a penalty - fine. Lack of two

11 2. Round 2012 competition numbers or rally plates may result in a penalty imposed by the Stewards (which may go as far as exclusion from the rally). 7. TYRES 7.1. All competitors must only use tyres complying with ART. 50 of Regional Rallies Championships Sporting Regulations. During the rally, the tyres will be checked and marked according tyres regulations. Tyres which don t have a sign of the E homologation must be in accordance with tyres regulations Tyres used during reconnaissance must have the sign of homologation or be in accordance with tyres regulations Using the studded tyres is forbidden. 8. FUEL 8.1. All competitors must only use commercial fuel (petrol, diesel oil) meeting the requirements of Appendix J (Art ) Refuelling may only be performed during the rally in the refuelling zones as specified In the Road Book. A maximum of 2 refuellers per competing car are allowed in the refuelling zone in the same time. The responsibility associated with the refuelling lays solely with the competitor. 9. RECONNAISSANCE 9.1. On 31 May 2012 Thursday from till (alternatively on 1 May 2012, Friday from 07:00 till 09:00) in the Rally Office, Wojcieszyce, ARISTON Hotel, the crews will receive the documents necessary for the Reconnaissance: reconnaissance card infringement card plates for the reconnaissance car (one plate must be affixed on the right upper corner of windscreen, the second on the right upper corner of rare window) scrutineering card plates for the service cars 9.2. Reconnaissance will be carried out on 1 June 2012 Friday, according to schedule (Appendix 2). Competitors entered for both Lausitz Cup and RPP are bound by the same reconnaissance schedule as for RSMP (see Appendix 2 to Karkonoski Rally RSMP Supplementary Regulations) 9.3. Restrictions Each crew will be allowed to drive a maximum 3 times each special stage during the reconnaissance. Reconnaissance card and infringement car must be returned during administrative checks. In no circumstance may crews drive in the opposite direction to that of the rally in the special stages during reconnaissance. The Organiser will control thoroughly the route of special stages on regular basis. 11

12 12 2. Round 2012 The competitors must show appropriate documents at the request of the Organizers representatives and the Police, and must abide by the orders and instructions thereof. Any member of the crew taking part or intending to take part In the 27 Karkonoski Rally who will be found present on the route of any special stage of the rally beyond the date set for reconnaissance, will be considered a person performing the forbidden reconnaissance The crews are required to present their reconnaissance cards at the start and finish of each special stage for time entry Reconnaissance cars, being participants in the road traffic, must abide by the Polish Road Traffic regulations and thus must be insured accordingly, such that no responsibility is transferred onto the Organizers Actions associated with reconnaissance must be carried out, by all crews, with the use of serial cars that comply with the regulations of the FIA Regional Rallies Championships Sporting Regulations Any infringement against art. 9.3 of these Supplementary Regulations, will be punished according to art of the Polish Rally Championship Regulations 2012, regardless of any administrative penalties During the reconnaissance the crews must strictly observe the prescriptions of the Polish Traffic Code, including, among others use of safety belts. Particularly, they must respect speed limit of: 50 km/h in the built-up area, 90 km/h outside it. Using the radar detector is forbidden All competitors have to perform reconnaissance of SS-8/9 solely on foot During reconnaissance Police patrols will be located on every special stage and on the roads between them. They will be equipped with radars for speed control and will cooperate with SS Supervisors responsible for reconnaissance control. 10. 13 10.4. Organizers documents: 2. Round 2012 After Administrative Checks competitor will receive completed administrative checks card and scrutineering card to present on scrutineering. 11. SCRUTINEERING, SEALING AND MARKING Location Renault Dzięciołowski, Jelenia Góra 37 Spółdzielcza St Time schedule 01 June 2012 Friday, time 14:30 17:30 (on schedule) Each crew (or representative) should report a car at Scrutineering in their individual time fixed in the schedule that will be published on the official notice-board in Rally Office, Miłków 250, Hotel ARISTON and on the Rally website on 25 May 2012 Friday at 18:00h Documents to be presented on scrutineering: driver/co-driver equipment card Vehicle registration document; Vehicle insurance policy; Vehicle rally book; Vehicle homologation on FIA prints (originals); Scrutineering card; reconnaissance card and infringement card to return at entry control point before scrutineering Other requirements Any crew reporting late at Scrutineering (regarding the above mentioned time schedule) will be charged with a fine of 50% of the basic entry fee In well justified and reasonable cases, the Organiser can arrange a new Scrutineering time for the crew (after the time limit fixed in the schedule) upon their request and for a fee of 300 PLN The use of tinted film on the rear side windows of rally car is allowed according to art of Appendix J FIA ISC. The use of silver-plated film is forbidden. Tinted film on front door screens has to be admitted to use in road traffic (light permeability of at least 70%). 12. OTHER PROCEDURES Procedure of the Start Rally Start 02 June 2012 Saturday 09:00 (provisional time) Aeroklub Jelenia Góra, Łomnicka Str Airfield. 13

14 14 2. Round Ceremonial start Pre-start Park: 01 June 2012 Friday, 20:00 20:45. Jelenia Góra, 27 Piastowski Square On the day of the start a Pre-start Park will be organized for all crews taking part in the Rally. Rally cars may be placed in the Pre-start Park by service teams. The crew must attend the start ceremony wearing their sporting suits. Ceremonial start takes place as per the opposite order, according to the schedule. Schedule for entry to Pre-start Park will be published on 25 June Friday on the official notice board in the Rally Office and rally website. Penalty for late entry at time control, relative to the published entry schedule, at the point of entry to Pre-start Park, will amount to 300 PLN. Ceremonial Start 01 June 2012 Friday, 21:00 Jelenia Góra, 27 Piastowski Square Rally Start Official 02 June 2012 Saturday 09:00 (according to the starting list) Aeroklub Jelenia Góra, Łomnicka Str Airfield Exchange of time cards during the Rally Time card will be issued: For section I TC0 Return after section I TC4A For section II TC4A Return after section II TC7A For section III TC7A Return after section III TC8A For section IV TC8A Return after section IV TC9A - Parc Ferme - entry The following procedure will be observed at the start to the special stage: At the start to each special stage there will be an electronic starting unit equipped with digital time display and 2 green lights. The unit will be connected to the photocell that in turn will serve to spot any false start. The photocell will be placed approx. 40 cm behind the start line. The display of the starting unit will be placed such that it is fully visible to the crew sitting in the rally car at the start line. The crew arrive in their car at the line and the starting unit counts down and displays

15 2. Round 2012 seconds remaining until the green light goes on. The display shows in turn: 30, 15, 10, 5, 4, 3, 2, 1, green light. The green light goes on for 20 seconds. During these 20 seconds the crew should start (according to art of FIA Regional Rallies Championships Sporting Regulations). Time at special stages will be recorded up to 1/10 of a second Crews are authorised to check-in early at the TC 9C - Rally Finish (Aeroklub Jelenia Góra, Łomnick Str Airfield) without incurring penalty for early arrival Service Parks During the rally there will be only one Service Park Aeroklub Jelenia Góra, Łomnicka Str Airfield Entry of authorized vehicles, marked with a service plate displaying the starting number of the crew they are servicing, and with the number plates of the serviced car, will be possible at the following times: 01 June 2012, Friday, 12:00 21:00 02 June 2012, Saturday, 06:30 08: Only one service car per crew is allowed in the Service Park, according to the recommendations in the Polish Rally Championships Regulations 2012 (art. 13.2, 8.3.3) In the Service Park competitor is obliged to service within the designated service area. Should the Service Park Supervisor detect any insubordination in this field, the competitr will pay double fee for additional service area, i.e. 40PLN/1m 2 for private competitors and 60PLN/m 2 fo legal competitors. The Service Park is located on the soft grassy ground Shakedown Not concerned Special Stage SS-8/9 - Zabobrze SS-8/9 will be carried according to the Super Special Stages Regulations (Art.35 of FIA Regional Rallies Championships Sporting Regulations 2012). On this SS two cars will start in the same time with equivalent positions on both sides of the route. Tracks are numbered 1 and 2, each competitor will be marked with the number of the track from which he start on SS-8 (sticker on the upper right window corner). Start to the SS-9 will be held from the track opposite to the number stuck on the window. After two laps, cars will cross the finish line. The competitor set on the starting line as directed by the marshal. PENALTIES: Passing the rally route contrary to the Road book: - circle of the barrel in the wrong direction - 5 sec. - passing the barrel - 15 sec. Any jostle or displacement of the barrel outside the line marked on the asphalt - 5 sec. 15

The competitors are obliged to ensure that at least one representative of the entrant and a relevant number of mechanics will be present at the final checks Protest Fee The amount of the basic protest fee has been set on 100% of the basic entry fee. However, if the protest requires disassembling and reassembling of the car or its parts, the claimant is obliged to deposit additional fee determined by the Stewards. If the protest is unfounded and expenses incurred by the protest (scrutineering, transport, etc.) exceed the deposit, the difference will be paid by the claimant. On the other hand, if the expenses are smaller than the deposit, the difference will be returned to the claimant. If the protest is founded all costs will will be passed on to the competitor against whom protest was lodged Appeal Fee The sum of the Appeal Fee (to ASN) against the Stewards decision is: 2000 PLN.

Round According to art of the Polish Cup Regulations 2012, crews participating in the Rally or representative authorized in writing are obliged to collect their documents from the TC point - entry to the Parc Ferme (TC9C). At a later time, the Organiser will return the documents for fee of 100 PLN transferred on the bank account Each competitor is materially responsible for the GPS device installed in his car during the reconnaissance and during the rally. In case of damage throught his fault during the reconnaissance, he is obliged to compensate damage before the first Stewards meeting. In case of damage throught his fault during the rally, he is obliged to compensate damage prior to the last meeting of the Stewards.
