2 Memorandum TO: FROM: Burgess Hanson, City Manager Charles DaBrusco, Director of Environmental Services DATE: August 5, 2014 RE: Water Plant Membrane Building Roof Repair The purpose of this agenda item is to request City Commission approval to award a contract to Garland/DBS, Inc. to perform roof repairs to the Membrane Building located at the West Water Plant. The existing roof of the Membrane Building is about 14 years old and has had over ten (10) leak repairs performed on it in the past one (1) year. The Membrane building houses very expensive and sensitive equipment that are used as part of the water treatment process. The cost of replacing the roof is estimated at about $180,000 but staff of the Facilities Division have researched into a less expensive alternative roof restoration treatment which is guaranteed to extend the life of the roof for an additional ten (10) years. The Purchasing Manager recommends award of contract to Garland/DBS, Inc. for the application of the alternative roof repair and restoration treatment under the terms and conditions of a current US Communities awarded by Cobb County, Georgia. Garland/DBS, Inc. has completed similar roof repairs in Pompano, Oakland Park, Margate, Delray and Miami. A memo from the Purchasing Manager is attached. The total cost of the roof repair is estimated at $46, and the funds for the purchase shall be expended from account number , Buildings. An amount of $50,000 was budgeted in the FY 2013/14 Budget account number for this item. Staff recommends City Commission approval for the award of contract to Garland/DBS, Inc. under the terms and conditions of the US Communities Contract awarded by Cobb County. 3 RESOLUTION NO. 2014/ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DEERFIELD BEACH, FLORIDA APPROVING THE UTILIZATION OF THE US COMMUNITIES BID AWARDED BY COBB COUNTY, GEORGIA TO GARLAND/DBS, INC. TO PERFORM MEMBRANE BUILDING ROOF REPAIRS FOR THE WATER PLANT IN THE ESTIMATED AMOUNT OF$46, WHEREAS, the City of Deerfield Beach wishes to utilize the US Communities bid awarded by Cobb County, Georgia to Garland/DBS, Inc. for membrane building roof repairs for the water plant in the estimated amount of $46,414.00; and WHEREAS, the scope of the project is to coat (seal) the leaking and deteriorating roof with a urethane waterproofing membrane that will extend the life of the roof for ten (10) to fifteen (15) years; and WHEREAS, similar projects have been completed by Garland at other local agencies facilities including, Coral Springs, Ft. Lauderdale, Oakland Park, Pompano, Margate, Delray, and City of Miami; and WHEREAS, this proposal takes advantage of a current U.S. Communities contract that was competitively bid and awarded by Cobb County; and WHEREAS, the City Commission finds that it is in the best interest of the City to utilize the US Communities bid awarded by Cobb County, Georgia to Garland/DBS, Inc. which yielded a price that is beneficial to the City of Deerfield Beach; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DEERFIELD BEACH, FLORIDA, AS FOLLOWS: Section 1. The above referenced Whereas clauses are true and correct and made a part hereof. Section 2. The City Commission does hereby approve the utilization of the US Communities bid awarded by Cobb County, Georgia to Garland/DBS, Inc. in the estimated amount of $46, The City Manager or designee is hereby authorized to execute the necessary documents. Section 3. This Resolution shall become effective immediately upon adoption. 1

5 Memorandum TO: FROM: Charles DaBrusco, Director of Environmental Services David Santucci, Purchasing Manager DATE: July 18, 2014 RE: Water Plant Roof Restoration Project Staff from the Facilities Division presented a proposal From Garland/DBS for a roof restoration project at the water treatment plant. The scope of the project is to coat (seal) the leaking and deteriorating roof with a urethane waterproofing membrane that will extend the life of the roof for ten (10) to fifteen (15) years. The alternative would be a complete roof replacement at an estimated cost of around One- Hundred and Eighty Thousand Dollars ($180,000). The proposed product is known for its durability in situations where long standing (pooling) water collects, which is the current issue on the roof that is causing the deterioration and leaking. Similar projects have been completed by Garland at other local agencies facilities including, Coral Springs, Ft. Lauderdale, Oakland Park, Pompano, Margate, Delray, and City of Miami. This proposal takes advantage of a current U.S. Communities contract that was competitively bid and awarded by Cobb County. There are several benefits to using this contract. Based on the Facility Division s product research, the Garland product, White Knight/White Stallion Plus, provides superior protection compared to other products researched. The contract provides for a complete turnkey operation whereby Garland monitors, tests, approves, and warranties for ten (10) years the installation which is conducted by their local authorized roofing installation firm(s). To ensure competitive pricing, Garland administered a local bid process for the project with their local authorized installers. They solicited bids from the following firms: Triple M Roofing Ft. Lauderdale $46, PSI Roofing Oakland Park $$50, Tecta America Deerfield Beach $57, RSI of Florida Pompano Beach $79, A & J Roofing Miami $81, Hartzell Pompano Beach Incomplete Bid It s important to note that the maximum allowable Price per the terms of the U.S Communities contract is $65, The bid average price is $66,241.00, and the low bid is 30% less than the maximum allowable price. Based on the aforementioned I support the award of a contract to Garland/DBS for the project.
